Swachh Bharat Mission (Urban) 2.0

The government in the Union Budget 2021 allocated Rs 1,41,678 crores for the Swachh Bharat Mission (U) 2.0. The components of SBM-Urban 2.0 are:

• Solid Waste Management
• Information, Education and Communication, and

Swachh Bharat Abhiyan Objective

The major objective of the Swachh Bharat Abhiyan is to spread the awareness of cleanliness and the importance of it.

Swachh Bharat Abhiyan Action Plan

The action plan for the Swachh Bharat Abhiyan is laid by the Ministry of Drinking Water and Sanitation. The vision is to triple the facility of sanitation by 2019. The major change to be implemented is in the Making of an Open Defecation Free(ODF) India.

Action Plan Highlights:

• Improve the growth percentage of toilets from 3% to 10% by 2019
• Increase in the construction of toilets from 14000 to 48000 daily
• Launch of a National Level/State Level Media campaign through audio-visual, mobile telephony, and local programmes to communicate the message of awareness.
• Involvement of school children in the activities for spreading awareness on Water, Sanitation, and Hygiene.

Swachh Bharat Mission (Urban) 1.0

• Coming to Swachh Bharat Mission (Urban), it is under the Ministry of Urban Development and is commissioned to give sanitation and household toilet facilities in all 4041 statutory towns with a combined population of 377 million.
• The estimated cost is Rs 62,009 crore over five years with the centre’s share of assistance being Rs 14,623 crore.
• The Mission hopes to cover 1.04 crore households, give 2.5 lakh community toilet seats, 2.6 lakh public toilet seats
• It also proposes to establish solid waste management facilities in every town.

At the core of this mission lie six components:

• Individual household toilets;
• Community toilets;
• Public toilets;
• Municipal Solid Waste Management;
• Information and Education Communication (IEC) and Public Awareness;

• The Urban Clean India mission seeks to eradicate open defecation; convert insanitary toilets to flush toilets; eradicate manual scavenging, and facilitate solid waste management.
• The mission emphasizes on ushering in a behavioral change among people, for healthy sanitation practices, by educating them about the damaging effects of open defecation, the environmental dangers spreading from strewn garbage, and so on.

• The Rural mission, known as Swachh Bharat Gramin, aims to make Village Panchayats open defecation free by October 2, 2019.
• Removing obstacles and addressing critical issues that affect results is the new thrust of this rural sanitation mission, which aims to provide all rural households with individual latrines; and build cluster and community toilets on public-private partnership mode.
• Considering the filth and unhygienic conditions in village schools, this programme lays special emphasis on toilets in schools with basic sanitation amenities.
• Construction of Anganwadi toilets and management of solid and liquid waste in all Village Panchayats is the object of the Clean India mission.

Ranking of cities

Every year, cities and towns across India are awarded the title of ‘Swachh Cities’ based on their cleanliness and sanitation drive as a part of the Swachh Bharat Abhiyan that was launched in 2014.

• Indore in Madhya Pradesh is India’s cleanest city and Gonda in Uttar Pradesh the filthiest
• Out of 10 cleanest cities, 2 are from Madhya Pradesh, Gujarat and Andhra Pradesh each while Karnataka, Tamil Nadu, Delhi and Maharashtra each have one
• Out of 10 dirtiest cities, Uttar Pradesh has 5 cities, 2 each from Bihar and Punjab and one of Maharashtra

Swachh Bharat Mission in Urban Areas

The Swachh Bharat Mission of urban areas aims to cover almost 1.04 crore households to provide them with 2.6 lakhs of public toilets and 2.5 lakhs community toilets and solid waste management in every town. Community toilets have been planned to be built in the residential areas where the availability of individual household toilets is difficult and public toilets at designated locations including bus stations, tourist places, railway stations, markets, etc.

Cleanliness programs in the urban areas (around 4,401 towns) have been planned to be completed over five years till 2019. The costs of programs are set at Rs. 7,366 crores for solid waste management, Rs. 1,828 crores for public awareness, Rs. 655 crores for community toilets, and Rs. 4,165 crores for individual household toilets, etc.

Programs targeted to remove open defecation, convert unsanitary toilets into flush toilets, eradicating manual scavenging, bring behavioral changes among the public, and solid waste management.

Gramin Swachh Bharat Mission

Gramin Swachh Bharat Mission is a mission implementing cleanliness programs in rural areas. Earlier, the Government of India established the Nirmal Bharat Abhiyan (also called Total Sanitation campaign, TSC) in 1999 to make rural areas clean; however, now it has been restructured into the Swachh Bharat Mission (Gramin).

This campaign aims to free rural areas from open defecation until 2019. The estimated cost is one lakh thirty four thousand crore rupees for constructing approximately 11 crores and 11 lakh toilets in the country. Swachh Bharat-Swachh Vidyalaya Campaign

The Swachh Bharat Swachh Vidyalaya campaign is run by the Union Ministry of Human Resource Development having the objective of cleanliness in the schools. A major program was organized under it from 25th September 2014 to 31st October 2014 in the Kendriya Vidyalayas and Navodaya Vidyalya Sangathan.

Mahatma Gandhi believed that Sanitation is more important than independence . A mission like Swachh Bharat Abhiyan was the need of the hour if we look back at the situation in 2014. It was becoming very crucial to maintain right cleanliness, proper sanitation and hygienic surroundings. Young children were prone to suffer from diseases like diarrhoea, cholera, etc. due to poor hygiene and malnutrition. Consequently, 1000 children a day die of diarrhoeal deaths. A UN report said almost 60% of people in India practice open defecation and inclined towards poor health and lethal diseases.

According to a World Bank report, 6.4% of GDP is declining annually in India due to poor health conditions of people. During the launch of the event, PM Modi underlined how the mission could be an economic activity, the growth of GDP rates, fewer healthcare costs, and sources of employment.

Ganga river is one of the most substantial sources of water in North India. The water of the river is considered to be unsafe for bathing as it contains 120 times the amount of permitted faecal coliform bacteria. The reason being the open defecation of excreta.

India bears the cost of 600,000 lives every year due to poor hygiene and sanitation facilities. Also, 1/3rd of the nation’s women population is exposed to the risk of rapes and sexual assault due to lack of toilets.

An online portal called Swachh Bharat has been launched. It encourages people to participate in Swachhta related activities and facilitates them accordingly. The Department of Drinking Water and Sanitation also launched an app named SwachhApp that monitors the improvement in sanitation coverage in rural areas. With the help of this app, anyone can view the number of toilets constructed in a particular area.

The eligible beneficiaries in rural areas who were constructing private household toilets on their own were awarded Rs. 12,000 as an incentive , which also included the water storage provisions.

The government also certified cities as ODF+ or ODF++ that have maintained proper sanitation and water supply.

The total cost of the project was estimated to be Rs. 62,009 crores, out of which the central government provides assistance of Rs. 14,623 crore. A total amount of Rs. 11,300 crore was allocated for the project in the 2016-17 Union budget, out of which Rs. 9,000 crore was for the rural areas and Rs. 2,300 crore for the urban parts of the country. The government also collected 0.5% additional tax as Swachh Bharat cess on various goods and services. An amount of Rs. 9,851.41 crore was added to the budget from the tax.

Swachh Bharat Abhiyan also sought help from the World Bank. It approved a loan of amount US $1.5 billion to support the campaign in 2015.

Swachh Bharat Abhiyan is an ambitious battle. India has failed terribly whenever it came to cleanliness. Since the launch of the campaign, there have been major positive impacts on healthcare, tourism, employment, environment , and the economy.

Under the Ministry of Housing and Urban Affairs, more than 62 lacs toilets were constructed and 4,340 cities were declared Open Defecation Free (ODF).

Swachh Bharat Mission Grameen also produced fruitful results and more than 10 crore household toilets were built. Also, more than 6 lacs villages were declared ODF. The household toilet coverage reached the perfect score of 100% as of Oct 2, 2019 which started from 38.70% in 2014.

Each year, Swachh Survekshan conducts a Swachhta survey to monitor the progress of the mission and facilitate cities and people for their outstanding determination towards cleanliness.

To ensure cleanliness in the official buildings of UP, chewing of paan, gutka and other tobacco products were completely banned by the UP CM. Swachh Bharat Mission in Urban Areas

The Swachh Bharat Mission of urban areas aimed to cover almost 1.04 crore households in order to provide them 2.6 lakhs of public toilets, 2.5 lakhs of community toilets together with the solid wastes management in every town. Community toilets were planned to be built in the residential areas where availability of individual household toilets is difficult and public toilets at designated locations including bus stations, tourist places, railway stations, markets, etc.

Cleanliness programme in the urban areas (around 4,401 towns) was planned to be completed over five years till 2019. The cost of programmes was set, like Rs. 7,366 crore on solid waste management, Rs. 1,828 crore on public awareness, Rs. 655 crore on community toilets, Rs. 4,165 crore on individual household toilets etc.

Programmes which were targeted to be completed are complete removal of open defecation, converting unsanitary toilets into flush toilets, eradicating manual scavenging, bring behavioral changes among public, and solid waste management.

Gramin Swachh Bharat Mission

Gramin Swachh Bharat Mission is a mission implementing cleanliness programmes in the rural areas. Earlier the Nirmal Bharat Abhiyan (also called Total Sanitation campaign, TSC) was established by the Government of India in 1999 to make rural areas clean however now it has been restructured into the Swachh Bharat Mission (Gramin).

This campaign was aimed to make rural areas free from open defecation till 2019 for which the estimated cost was one lakh thirty four thousand crore rupees for constructing approximately 11 crore 11 lakh toilets in the country. It planned converting waste into bio-fertilizer and useful energy forms. This mission involved the participation of gram panchayat, panchayat samiti and Zila Parishad. • To promote ecologically safe and sustainable sanitation in the rural areas.

Swachh Bharat – Swachh Vidyalaya Campaign

The Swachh Bharat Swachh Vidyalaya campaign run by the Union Ministry of Human Resource Development had aimed for cleanliness in the schools. A major programme was organized under it from 25th of September 2014 to 31st of October 2014 in the Kendriya Vidyalayas and Navodaya Vidyalya Sangathans.

Lots of cleanliness activities were held such as discussions over various cleanliness aspects in the school assembly by the students, teachings of Mahatma Gandhi related to cleanliness, cleanliness and hygiene topics, cleaning activities (in the class rooms, libraries, laboratories, kitchen sheds stores, playgrounds, gardens, toilets, pantry areas, etc).

Another Cleanliness Initiative in Uttar Pradesh

Yogi Adityanath (Chief Minister of Uttar Pradesh), in March 2017, has banned chewing of paan, paan masala, gutka and other tobacco products (especially in the duty hours) in the government offices to ensure cleanliness. He started this initiative after his first visit to the secretariat annex building when he saw betel-juice stained walls and corners in that building.

The migration of people of all classes towards large cities results in their unprecedented growth. When we don’t have sufficient land resources for residential purposes, then what about waste management? So it becomes the duty of every citizen to reduce waste generation.

In villages, we have farm animals and crops. Solid wastes can be converted into manure. But there is not much awareness among people. So, people need to know the methods of waste management. Another major issue in rural India is the lack of sanitation facilities. Diseases such as diarrhea, dengue fever, and malaria are more widespread due to the non-availability of toilets.

Even when toilets are available, the fecal wastes are not treated. Without proper sewage treatment, we are causing pollution of water bodies, and are also responsible for the emission of toxic gases. The absence of toilets causes hygiene issues and discomfort to women too. At times, women also feel insecure due to open defecation practices.

To cater to the twin problems of waste disposal and sanitation issues, the Prime Minister of India, Shri Narendra Modi, launched Swachh Bharat Mission on 2nd October 2014.

Some people think that competition at work, at school and in daily life is a good thing. Others believe that we should try to cooperate more, rather than competing against each other. Discuss both these views and give your own opinion.

According to some people, it is important to compete with one another in all aspects of life. Others insist that learning to cooperate is even more important. In my opinion, a competitive mentality certainly benefits us in some ways. However, in most other aspects of life it is essential to cooperate.

Competition enables us to get ahead in life. If we are always happy with whatever comes our way, we cannot achieve much progress. A competitive mentality enables us to work harder so that we can outperform others. This is important when it comes to studies or work. For example, if we want a good job, we need a degree from a reputed university. University programs admit only the most deserving students. So, if we want admission, we have to try to do better than our classmates. Of course, they are our friends but that should not deter us from competing with them. If we do not, we will not get what we want and we may end up living our life in regret. At the workplace, too, some amount of competition is necessary if we want promotions and raises.

Even so, there are several other aspects of life where it is essential to cooperate rather than compete. For example, we cannot be competitive if we want to have healthy relationships. If we are competing with our spouse, siblings and colleagues, they will start detesting our presence in their life. Unhealthy competition also limits our success. In the modern workplace team work is extremely important as there is very little that individuals can achieve on their own. Hence, employees are encouraged to cooperate with their colleagues to achieve common goals. This cooperation enables them to complete their projects successfully. By doing this, they not only contribute to the growth of their company but also make themselves indispensable members of their team. On the other hand, if they are constantly competing with their colleagues with the sole objective of inflating their ego, hardly any employer will want to keep them on their payroll.

In short, healthy competition certainly enables us to get ahead in life. However, if we become overly competitive and try to do better than others in all aspects of life, we will only make us thoroughly unpopular. Highly competitive people fail in their relationships and sometimes they may also fail in their career. An ability to cooperate, on the other hand, takes us far in life.

A Journey Along the Camino de Santiago, Spain’s Most Famous Pilgrimage Route

“ Tu mochila es tan pesada como tus miedos ,” says Leonardo San Sebastián, as he lifts the bottom of my backpack to check its weight. We’re standing before the Santuario de Santa María a Real do Cebreiro, an oval-shaped, thatched-roof church located in a mountaintop town that feels more likely to be in Ireland than in Galicia, an autonomous region in northwestern Spain. I enter the building and make an offering before lighting a candle within a red votive holder. I place it at the front of the church, near the altar, then take a seat in one of the old wooden pews to contemplate the last several days spent hiking the Camino de Santiago. I’ve walked over 100 miles, which has left my feet and legs tired and sore, but has given me hundreds of hours to be with myself and my thoughts amid rolling fields of poppy and wheat.

Guided by the experts of Mountain Travel Sobek , I’m walking the Camino Frances route of the Camino de Santiago, a network of paths that weaves through the South of France and nearly every stretch of Spain and leads to Santiago de Compostela. Though it’s a Catholic pilgrimage, I’m not participating in the walk for religious reasons. I’m here in the spiritual sense, a calling of curiosity to learn more about the world’s great pilgrimages and why people do them. I’ve had the opportunity to experience cultural rites of passages around the world, from walking parts of the Kumano Kodo in Japan with a practicing monk to participating in the Qoyllur Rit’i walk in Peru to celebrate the reappearance of the Pleiades constellation in the sky. I’m fascinated by the transformative power of a singular destination shared among many: when hundreds, even thousands, of people all have the same goal in mind, it creates a certain type of momentum—like magic. A desire to feel what that meant for people walking the Camino de Santiago drew me to this pilgrimage, as did my love for Spain.

Originally from the Basque Country, Leonardo is one of the three guides leading me along my two-week journey along the Camino Frances, one of the most popular routes of the Camino de Santiago. Given that my bags were already transported to the next hotel, he’s wondering what I have in my backpack that could weigh so much. I tell him a film camera, journal, and extra water are causing the weight, though I know what he really means. His question is deeper than my answer, and nods to the greater meaning of a journey like walking the Camino de Santiago: The more fear we have, the greater our load, whether alluding to the gear in a backpack or the fears and anxieties we hold as we move through life.

No matter which route travelers choose to take, they all end in Santiago de Compostela, where the trails come together at the town’s eponymous Romanesque cathedral, a structure completed in the early 1200s and believed to hold the tomb of the apostle St. James. When the tomb was purportedly discovered in the 9th century, the town and its cathedral became one of the most important Christian pilgrimage sites in Europe, leading to the creation of the Camino de Santiago. While each route has its unique history and heritage, the Camino Frances has been the most popular trail since the Middle Ages and is about 500 miles. It takes about five weeks to complete. Given that I only have a few weeks to spare, I’m hiking it in parts, totaling about a 125-mile journey on foot.

Beginning in St. Jean Pied de Port Camino Frances, a village on the French side of the Basque Pyrenees, I’ve already crossed from France into Spain and walked along the historical Pass of Roncesvalles, where the hero of the Charlemagne Army, Roland, battled against the Basques. I’ve crossed through the oak and beech forests of the Erro Valley, arriving in Pamplona before setting off for the 9th-century city of Burgos on the Rio Arlanzon. I’ve walked through central Spain, beyond seemingly endless fields of billowing wheat and poppies, to the city of Leon, home to one of the most famous Gothic-style cathedrals in Spain. I’ve walked down country roads lined with vineyards until crossing into Galicia for the final stretch of the journey.

Just a day away from reaching Santiago de Compostela, the lead guide of my trip, Erik Perez, tells me why he chose to dedicate his life to leading travelers along the Camino de Santiago. When he was 25, he was an avid mountain climber, until he had a fall that nearly left him paralyzed. During his three-month stay in the hospital, he began to form a unique view of the Virgin Mary, who was framed on the wall before his bed. He promised her he would dedicate his life to doing what he does today if she let him walk again. The walk he’s leading me on marks his 127 th journey.

“The Camino de Santiago is special that way. Many people do it at significant turning points in their lives: graduation, resignation, retirement,” says Erik. “Many pilgrims walk because their path forward is unclear. Through days of silence and time alone in nature, they eventually find their next step.”

Though the trail is a Catholic rite of passage, most people I meet aren’t walking for that reason alone, as Erik suggests. They, like me, are stepping out of one phase of life and entering another. One woman I met told me she talked to her late husband during her entire walk, feeling his spirit near her throughout her journey. Another pilgrim said he walked because, at 73, he didn’t know how much longer he would be able to do such an athletic feat. For me, I felt like I had a chance to process my last relationships. I hadn’t given myself much time between them, and I thought about my contribution to where things had gone wrong. At one point, during a water break at a mountaintop, I opened my journal to write. All that came out was, “I want something different.”

Walking the Camino de Santiago taught me many lessons. Each day is different. Sometimes it’s a pleasure to trip past undulating fields of wildflowers, and other times it’s a slog of rainy days where the path ahead is barely visible. But on the Camino as in life, I choose to keep walking. Even if the forecast calls for rain, it likely means there’s unknown beauty ahead—usually in the form of a rainbow smeared across the sky above a distant valley I’ve yet had the joy to know.
