Sure, this requires extra research, but what’re 20 or 30 minutes when this effort can pay off in dividends? Not only will research ensure your cover letter is relevant—not vague and generic—it’ll also prepare you well for common  teacher interview questions .

Mentioning that you’re a rock star at using Google Classroom isn’t enough; principals have  already  gathered that from your resume bullet points and  skills section .  

This is your opportunity to specifically share what you’ve done with Google Classroom. Many teachers set up Google Classroom for their students but don’t get around to using it. What have you done that sets the standard for every teacher following you? This is when quantifying your experience becomes exceptionally valuable. 

• Demonstrate how this resource has decreased late submissions by 53 percent.
• What did you do exactly to accomplish such a feat? One-on-one tutoring, an after-school club, unique teaching methodologies?

Step 3: Convey the right message

Beyond specific and descriptive paragraphs in your teacher cover letter, keep your document  at  or less than a page. Eliminate wordiness and avoid pleasantries. Be sincere and gracious, but, really, no one likes a teacher’s pet.   

So, consider your tone of voice. Be professional, avoiding clichés, contractions, colloquialisms, and the like. Remember you’re applying for a teaching position, not a quirky tech startup.

And when you think your cover letter is ready to go, hold up! You’re, indeed, almost at the finish line, but what is it you tell your students to do before they submit an essay (which they inevitably  never  do)? 

Yep—it’s time to practice what you preach. Invite a few people you trust to review your cover letter and offer constructive criticism while your eyes and brain rest. Then, return to your work, consider the feedback, and scour for any last content issues and spelling and grammar errors. Make revisions, save your document, and send your best teacher cover letter to the principal and hiring department with your resume, application, and any other requested materials.

Your Teacher Cover Letter Format & Outline

Now, if you’re staring at a blinking cursor on a blank document, not sure how to make the examples and steps work for you, don’t fret. It’ll come together beautifully like a perfectly executed lesson plan.

You just need a comprehensive outline that breaks the cover letter for a teaching position into distinct sections, making it easy to understand what to include in each part.

How to start a teacher cover letter

Your contact info: If you’re using a template, fill in the letterhead to suit your needs. Just ensure you replace all filler text and don’t accidentally exclude critical information like your name, email, and phone number. 

• Formatting:  If you write a block business letter rather than use a template, including your address is standard. Additionally, while your name will be prominently displayed on a letterhead on a template, a basic but professional block letter should omit your name (the principal will find your name easily in your signature line).

Date:  If you write your cover letter today but don’t submit it until next week, edit the date, to reflect the day you submit the letter and other career documents for the specific teaching role. 

• Formatting:  Write out the full date, e.g. January 12, 2023.

Inside address:  This is the contact information for the principal or hiring department at the school. Name the specific person; then, include the school and position title, e.g., Ryan High School Principal. Complete this section with the school’s address.

• Formatting:  Each piece of the inside address should be on a new line. You’ll want a double space between the inside address and the greeting.

Greeting:  Your goal is to start on the right foot with your principal, so avoid issuing a generic greeting, also known as a salutation, like:

While it can take some sleuth skills to track down the name of the hiring manager for some jobs,  most, if not all,  schools have staff listings on their website. You’re already researching the school to help you write an amazing cover letter, so take a couple of extra minutes to put a real name to the greeting:

• Dear Mr. Thatcher:
• Dear Ms. Li:
• Formatting:  Err on the side of caution and use a colon at the end of the greeting. A comma is more casual while a colon denotes professionalism, which will likely serve you best for a teaching role.  

How to write your teacher cover letter

Body:  The body of your teacher cover letter should be three to four brief paragraphs that state your interest, demonstrate your teaching credentials, and convey enthusiasm for further discussion. Let’s break it down further: 

• Formatting:  The body of your teaching cover letter should be single-spaced although you’ll need to double-space between paragraphs.

Opening paragraph:  The goal is simple—state your interest in the position and your overarching credentials that reflect your research for the specific role. While the goal is simple, the execution often leaves little to be desired. Too many teacher cover letters start the same way.

I found your posting online and am interested in filling the English III position. 

No. Just no. Bore the principal and the English department right out of the gate, and they’ll wonder whether you’ll hold the attention of your students. Instead, try:

With 12 percent of Ryan High’s student population slotted to graduate with honors, I am eager to lead the initiation of the English Advanced Placement program as stated in the job description. With seven years of experience teaching AP courses, I am confident that Ryan High’s students will excel in my classroom and beyond.

Not only does this signal that you’ve done your homework and researched the school’s unique standing and areas for growth, this opening paragraph hooks the reader. Clearly, you’re interested in the role, offer valuable experience, and with phrases like “lead the initiation” and “excel in my classroom,” there’s no doubt you’re confident and capable.

Paragraphs 2-3:  If you can squeeze in the third paragraph, we recommend it as each paragraph is an opportunity to demonstrate indisputable evidence of the credentials and qualifications you boldly state in your opening paragraph. 

Each paragraph should not be a repeat of your resume; rather, each paragraph should hone in on  one  clear accomplishment, be it the results of your teaching methodology, values, or something else. Don’t try to tackle multiple topics in a paragraph. Be detailed, specific, and quantify your results when possible. 

Closing paragraph:  Clench an interview with this final paragraph. Now’s not the time to lay your head on your desk and call it a day. Don’t let this be your closing paragraph:

I believe I am the perfect candidate for this teaching position, and I look forward to hearing back from you soon. 

At best, it exudes laziness. At worst, no one will believe you’re actually interested in the job but just need something to put beans on the table. 

Instead, demonstrate that your unique values and qualifications align with the school’s needs, which will indicate a genuine interest in the role— even if you are  desperate to put beans on the table.

Finally, add a call to action that anticipates a follow-up or interview. With the following closing paragraph, it’s clear that teaching is far more to you than just a job:

Solving students’ pain points is more than acknowledging their existence. To me, pain points are a starting point to discovery. I firmly believe that some of the most challenging endeavors have the power to yield the most fruitful results. If these results speak to you, I am eager to share more of what my non-traditional classroom looks like and what you can expect from Belleville’s students and from me as their geometry instructor.  

How to end a teacher cover letter

Signature:  While you can include your gratitude at the end of the closing paragraph, you can also express thanks when you sign off. Keep it professional, and use your real name here just as you will on your resume and application form. 

• Formatting:  Typically, you’ll send your cover letter to the principal’s email; however, if you deliver your career docs in person or—gasp—by mail, be sure to quadruple space and sign your name in blue or black ink between your closing line and typed name.

Enclosure(s):  This is important, and most job seekers, including teachers, fail to include it. “Enclosure(s)” means that more documents follow your cover letter.

What information would that be? Well, hopefully, your  teacher resume , likely the school’s application, potentially your teaching license, also your college transcripts, and maybe even a reference letter or two, depending on the requirements detailed in the  teacher job ad . 

After your signature, you’ll include “Enclosure(s),” followed by the exact documents in order of appearance. 

• Formatting:  Use the singular form of “enclosure” if you’re only including one document. Also, include each additional document on a new line.

Have you ever been told you don’t need an application letter for a teaching job? Based on my conversations with many academic hiring authorities, you NEED one.

One of the most essential parts of the academic job search process is your teaching job application letter. Even a cover letter for a new teacher with no experience is critical. Grab a coffee, relax, and review these application letter writing tips to give you ideas to create your own.

Why would you risk not sending an application letter?

It is usually the first thing a school administrator or district superintendent looks at when hiring a new teacher applicant. An application letter, or a teacher cover letter, is how you introduce yourself as a teacher candidate. A one-page letter allows you to convey your passion, relevant expertise, credentials, and skills. Make sure you are not guilty of writing a long-winded cover letter .

Please don’t make it too short; you must communicate your value. It’s a balancing act!

How you write your application letter for a teaching job will determine if you will convince the reader to move on to your academic teaching resume and be offered a job interview. You must develop a hard-hitting, attention-grabbing application or cover letter with relevant keywords, teaching accomplishments, and action words that prove your worth as a teacher candidate.

Formatting a teacher application letter properly can be difficult if you are unfamiliar with technology and using word processing programs. It is best to match the resume formatting used to create your resume to keep your presentation consistent.

Writing an Application Letter Takes Time – Don’t Rush

First paragraph of your academic application letter.

The first paragraph of your application letter for a teaching position should address the position of interest and the fact that you are submitting your resume for consideration. A hiring school administrator may be looking to fill several positions; therefore, it is necessary to let the reader know right away which position is interesting. Other topics to incorporate into the opening portion of your cover letter include:

• Educational credentials, i.e., Bachelor’s Degree, Master’s Degree • Teaching certifications and licenses • Years of classroom experience or related expertise

If you are a student teacher or a new classroom teacher, you do not need to include your years of experience. Instead, it would be best to focus on the credentials, skills, commitment, and enthusiasm you bring to the classroom.

Including more in-depth, relevant details when writing your student teacher resume will provide the reader with additional qualifications and evidence of accomplishments. Don’t go overboard with including too many specific details when writing the cover letter .

Middle Paragraph of a Teacher’s Application Letter

Certain things within your application letter for a teaching position should be included to ensure you stand out from your competition. One of the best ways to skyrocket your resume straight to the top of the “to read” pile is by uncovering and including your teaching accomplishments .

These should be unique, quantifiable, and exceptional achievements that impress the reader. For instance, you may have differentiated instruction in your classroom, which is now expected of all educators. Therefore, you need to say how you could differentiate instruction and what it accomplished for your students.

As mentioned before, quantifiable accomplishments are preferential to use in your educator cover letter, as they are a way of proving you are a successful teacher. Using facts and numbers is an excellent method for capturing your skills and talents in the classroom.

Examples of academic resume accomplishments:

• Incorporating a literature circle, literature-based units, and exciting group projects raised student reading levels by at least one level by the end of the school year.”
• A struggling and discontent student started the school year with a minimum passing grade of 55%. I provided after-school tutoring and individualized instruction during class time and worked with his parents to ensure further education in the home. By the end of the school year, the same student had developed a new appreciation for the school and passed with a grade of 81%.”

However, there may be other teaching accomplishments that haven’t even come to mind yet. Once again, you don’t want to include too much. Another place to communicate your authenticity is by writing a teaching philosophy statement . We call this an added job search marketing document. It gets results!

Uncover Relevant Teaching Accomplishments by  Answering These Questions

Have you pioneered any teaching techniques or educational programs that have proven successful in your school?

Were you asked to fill in for the assistant principal due to your leadership skills?

Did you receive an award from the school or district commending you on your instructional abilities?

These are all worth mentioning in your teacher application letter and resume.

Final Paragraph Writing Ideas

Make sure you thank the reader for their time and that you are looking forward to hearing from them soon. Address any points you feel do not fall into the standard categories (experience, credentials, achievements, strengths). Mention you are willing to participate in extra-curricular activities and lead school sports or clubs. If, of course, this is true!

Additional Application Letter Writing Tips for Educators

As mentioned earlier, your teaching job application letter should follow the same format as your teacher’s resume. Maintaining consistency between your documents ensures the hiring administrator can match them quickly.

For example, if you use a border in your application letter, use the same border in your resume. All fonts and sizes should match. Academic credentials should be similar (i.e., Bachelor of Science in Elementary Education). Maintaining consistency will demonstrate attention to detail and organization.

How to Write an Application Letter for a Teaching Job

Applying for teaching positions can be daunting because of all of the materials you need to submit. Your cover letter is an especially important part of the application since it highlights your best skills. Writing an excellent cover letter can set you apart from other applicants, so it’s important to take your time and write a targeted letter for every application. Start by researching the position and getting all of the necessary information before you start writing. Then, use the intro and body paragraphs to emphasize your qualifications for the job. Conclude your letter by emphasizing your interest in the position and requesting an interview, and don’t forget to revise and proofread before you send your letter to the prospective employer.

Gathering Information Before Writing

• For example, if the position is for a Kindergarten teacher, then the position may indicate that you need to have undergone a preparatory teaching program.
• If the job posting is online, you can transfer the text into a word processor and highlight using the highlight tool.

• Make sure to find out the person’s preferred prefix. For example, if the hiring manager is a woman named Nancy Cardigan, ask if she goes by Ms., Mrs., or something else.

Warning : Never write “To whom it may concern” to start a cover letter! This is too informal and it makes your letter seem generic from the start.

• The school’s student population
• Special challenges facing the school, such as budgetary issues or overcrowding
• Extracurricular programs available to students

• For example, if you’re applying for a Spanish teacher position, you might want to mention your study abroad experience that enhanced your Spanish speaking skills, or your additional certification as a TESOL teacher.

Writing the Introduction and Body Paragraphs

• For example, you might list your address as “100 Main Street, Everytown, ND, 12345.”
• Then, after adding a space, list today’s date in long form, such as August 8th, 2019.

• For example, “Mrs. Sherri Mascarpone, Executive Director of Personnel, Sacramento School District, 1000 Johnson Lane, Sacramento, CA, 12345.”

• For example, you might start with “Dear Mr. Rodgers,” and then add a space and begin your introduction.

• For example, you might open with something like, “I’m writing to apply for the Math Teacher position that was advertised in this week’s paper.”
• It’s also a good idea to give the employer some indication of who you are, such as by mentioning where you attended school and when you graduated or expect to graduate. For example, you might follow your first sentence with something like, “As a recent graduate of Universal University’s teacher education program, I am well-qualified for the position.” [6] X Research source

• For example, you might write something like, “I’ve had a broad range of professional experiences that qualify me for the position, including working in the school district as a teacher’s aide while working on my college education, getting the opportunity to tutor at-risk youth in an after-school program run by a local charity, and completing my student teaching at this school.”

• For example, if you mention that you completed one of your student teaching rotations at the school you’re applying to work at, then you might expand on what you learned about the school and its teachers during that experience and how that knowledge would make you a good fit for this position.
• If you mentioned that you hold a special certification, then you might expand on how that could enhance your ability to fulfill the needs of the position to which you’re applying.

• For example, you might include a line about your persistence and refusal to give up on students who struggle with course material, or you might mention that your professors or former employers have praised you for your ingenuity in designing engaging lessons.

Tip : Try to be as specific as possible whenever you talk about your qualifications. Point to professional experiences, certifications, training, and other evidence to support your claims.

Concluding Your Letter

• For example, you might write something like, “Because of my professional experiences and special certifications, I’m very interested in the 7-12 French teacher position at Northwestern Central School.”

• Try saying something like, “Thank you for considering my application! I hope we can meet soon to discuss my qualifications further.” [14] X Research source
• You may also indicate when you’re available or suggest a time and date for an even stronger option. For example, you could say something like, “I’m available to meet in person most weekday mornings and on Friday afternoons.” Or, you could say, “I’m available next Friday afternoon between 1:00 and 4:00 pm if you’d like to schedule an interview.”

• For example, you might write something like, “My cell phone number is (123) 555-1234 and my email is [email protected].”

Tip : You can skip this if you have included this information on your resume.

Revising and Proofreading Your Letter

• For example, if the job posting emphasizes that the ideal candidate should have evidence that their teaching strategies are successful, then you might want to add more detail on the positive feedback you’ve received during teaching observations.

Tip : If you’re a recent graduate or student applying for a teaching position, you might ask your advisor to review your cover letter for you and provide feedback. If they’re unavailable, visit your college’s career development center and ask one of the career counselors to review it for you.

• Not making your letter more than 1 page long
• Describing your skills using action verbs similar to the ones in the job posting
• Avoiding long, intricate sentences that may be difficult to follow

• Try reading the letter out loud to help you spot any errors that you might miss while reading the letter silently.

Teachers’ capacity must be enhanced to implement letter grading system

In the Secondary Education Examinations (SEE) conducted this year, over 52 percent of students failed to graduate to grade 11. The National Examination Board had enforced the ‘non-graded’ category from this year. The underperformance of the majority of school students has stirred a fresh debate about the test system. The Post ’s Thira Lal Bhusal sat down with former National Planning Commission member Usha Jha, who led the committee that recommended the government to adopt the letter grading system.

How do you analyse the SEE results published on Thursday?

People have reacted to it with shock, not me. In fact, on the basis of the teaching system that is being practised in our schools, I think the results are good. We get the results based on what and how we teach students. Over 52 percent of students have been categorised as non-graded. We need to identify and address the causes behind the bad results. I have heard some people blame the letter grading system. This is wrong. A form of letter grading system was already there. We only suggested an upgraded form of the system. If we start blaming the system, we won’t find the real cause of the problem.

What may be the real causes that you are hinting at?

The first is the poor quality of teachers in our country. A form of letter grading system was there even before. But it had two loopholes. First, the government took an approach whereby all students would pass. That gave an impression to the students that they don’t need to study hard. That degraded the quality of their education. Second, there was a system of giving marks based on the students’ performances in theoretical and practical exams. Of the total 100 marks, the practical exams made up 35 marks. Most students were given maximum marks in the practical exams. That helped them get higher grades even if they didn’t do well in theoretical exams. This system encouraged students to neglect theoretical studies. That has caused huge damage to our education system. The letter grade system introduced this year has closed those loopholes.

But the letter grading system requires a learning environment. The system was introduced without adequate preparation for its effective implementation. Also, the Covid pandemic disturbed preparatory works at the time. We should have drastically improved classroom teaching practices, and trained teachers across the country because their teaching methods are outdated. They weren’t trained on the grading system. They give lectures and encourage students to memorise while the letter grading system requires a thorough process and encourages result-oriented learning. It doesn’t prioritise marks. Our teachers and schools lacked the capacity to implement the new system. Teachers weren’t trained and prepared. Even now, most teachers don’t know what the letter grading system is.

The system is necessary to make our students compete in global markets.While we upgraded the system, we didn’t upgrade the schools and teachers. Our teachers engage only in routine and formal responsibilities such as completing textbook courses before the examinations. This system should be properly internalised not only by teachers and students but also school management, palikas [local units] and parents of the students. Only then can it be effectively implemented. These are the major reasons behind the poor results.

How is the students’ performance evaluated in the letter grading system?

First, teachers should study a lot. They take reference of the subject matter from the textbook and teach students giving a broader perspective of the matter. They have to engage the students practically on the issue. The students should be regularly evaluated based on their participation and response in study and activities. The teachers should teach them and constantly monitor whether they are learning and making progress. The marking should be based on that. So, in this system, the examination starts from day 1 and everyday activities contribute to their marks. It also takes other activities such as behaviour, understanding, presentation into consideration. Therefore, it is called a regular assessment system based on a thorough process, unlike the traditional three-hour-long yearly examination method. If the teachers aren’t competent to carry out these activities, this idea can’t yield good results. They badly need capacity enhancement. The pedagogy should be remodelled.

What was the rationale behind the decision to implement this system?

One reason was to upgrade our education’s standard on par with the international standards and make our students fit for global markets. In the course of formulating this policy, we undertook a comprehensive research of international practices. Based on that evidence-based research, we submitted a report to then education minister Giriraj Mani Pokharel. The government studied and endorsed it. Basically, this system was introduced with an objective of upgrading our education system in the changed context. But we lacked preparations to implement this idea.

We will make a mistake if we change this system. I heard that the education minister [Sumana Shrestha] decided to make some changes in the policy and allow all non-graded students to sit for chance examinations, whereas the system says only those students who secured non-grades in two subjects can retake exams for the same subjects. There is no point in changing the method to favour even the students who have failed in all the subjects. She should have made it clear what factors made her change the criteria overnight. I cannot understand why the minister made the decision in a haste without considering its impact.

In fact, our next step should have been capacity enhancement of teachers. The minister took some right decisions such as separating teachers from political parties. But an incumbent minister changing a system that was implemented by a previous minister would cause a problem. She could have formed a panel to conduct a study to find if the letter grading system is the main cause behind the students’ underperformance. But changing a policy through an order didn’t look good.

Results show our students are very poor in mathematics, science and English. What could be the reasons?

This is unfortunate. We saw similar trends in previous years as well. Mathematics and science are becoming more challenging. One reason is the lack of sufficient teachers for these subjects. Also, some teachers are under-utilised. Some teachers don’t go to the schools. So special measures need to be taken to manage teachers mainly for these subjects. Otherwise, we will have similar results in the coming years.

The committee under your leadership recommended that those getting a GPA below 1.6 have to choose technical courses and those willing to study Grade 11 must score above 1.6 GPA. What was the idea behind that recommendation?

The idea was to end the situation of halting students’ study and activities because of their lower grades. We have a government body in the form of the Council for Technical Education and Vocational Training (CTEVT) which has been offering dozens of vocational training based on the needs and interests of people. So our youths can join a suitable CTEVT course. We need more people in vocational fields. Skilled people aren’t available in the country. A large number of people working in technical fields in Nepal are from India. We included the provision in consultation with CTEVT officials. Minister Giriraj Mani Pokharel had also prepared a broad plan to implement the letter grading system and integrate the vocational part in our education system. The present government should improve the education system by enhancing teachers’ capacity and encouraging youths to join vocational training to fill the gaps in the employment market.

Are the infrastructure and resources available in our education system sufficient to implement the grading system?

Some schools lack even essential resources while in some we find misuse or underuse of resources. So, our education ministry should carry out a comprehensive mapping and find where teachers are required, where they are underutilised and where they are idle. Then, the government can make optimum use of the teachers and make additional investment on need-basis. Such an approach will yield better results. In general, our academic institutions lack resources as there is a trend of allocating insufficient budgets for the education sector. Yes, the letter grading system needs more investment. We have to work on teachers’ capacity enhancement and to provide learning materials to students. When you make an activity participatory, you certainly need resources and investments.

Do we need to review our teacher recruitment process and our pedagogy in the universities that produce teachers?

The government can consider new requirements while recruiting teachers and train them accordingly. Also, we need to update our curriculum and pedagogy for courses such as BEd and MEd to produce quality teachers. I have doubts about the quality of our graduates, post-graduates and even PhD holders due to the poor teaching and learning environment of our academic institutions. There is a need for more coordination and collaboration between the government and universities to address such issues.

In the end, I want to stress that the government should adopt a clear and consistent policy and avoid ad-hoc decisions. The letter grading system is the best and we should push for that despite the challenges in its implementation. Just that it should have been enforced after enhancing teachers’ capacity. The problems we have now are due to lack of preparation.

A few days later, teachers and staff received a letter saying they wouldn’t get their paychecks on time.

It set off a flare signaling this urban district of 6,480 students was in deep trouble as its debts surpassed $100 million.

Republican lawmakers were clamoring for action when it appeared voters didn’t want skin in the game.

“I think they need to have a whole different management structure there,” said Senate Appropriations Chairman Sen. Luke Kenley, a Noblesville Republican who authored the law that placed Gary under state control.

Gary found itself veering down a rocky path en route to becoming the first state-run district in Indiana.

The state entrusted decision-making to Florida-based MGT Consulting, an education management company. The state stripped the school board and superintendent of authority.

It’s been a bumpy seven years, but after painful cutbacks and handwringing, Gary schools are back in the black.

State control ends Monday.

The district’s appointed school board and new Superintendent Yvonne Stokes are set to begin leading the district with promises to listen to parents and restore faith in the school system.

The bottom line

By 2016, Gary schools racked up an astounding $104 million in long-term debt. Its annual operating budget was $23 million in the hole.

The district owed the Internal Revenue Service $8.4 million because it failed to withhold payroll taxes. It fell in arrears with utility companies, including the Gary Sanitary District and the Northern Indiana Public Service Co.

Vendors wouldn’t take their calls because they didn’t get paid. It meant school fire extinguishers weren’t serviced, roofs didn’t get repaired and faulty toilets remained broken.

Supporters acknowledged some lax management but put a big share of blame on state policies that flooded Gary with charter schools.

A separate law capping property taxes meant Gary couldn’t raise money without taxpayer approval. Another law allowed big industry like U.S. Steel to assess its own property.

In 2014, the elected school board tried to stem the bleeding with hasty decisions to close schools, including Lew Wallace High School. The cuts came too late.

By then, the IRS had liens on the schools because the district failed to withhold payroll taxes, owing the IRS $6.4 million. With interest, it swelled to $8.4 million in two years.

Finger-pointing erupted from all sides and left confused parents searching for answers. Some found them in the city’s 10 charter schools that promised newer buildings and less uncertainty.

In 2017, the state’s solution called for the dissolution of the school district and the scattering of students to neighboring districts.

Eddie Melton, who’s now mayor of Gary, was in his freshman term as a state senator and became a key player in derailing that plan.

“That would have been catastrophic,” Melton said of the dissolution. “Each legislator up here went to bat to show why it wasn’t feasible,” Melton said in 2017.

Their pleas worked. That year, the General Assembly tossed Gary a lifeline that left the district intact but in complete state control.

The takeover begins

A state law left the Black school district under the watchful eye of the Distressed Unit Appeal Board, a state agency that monitors the financial health of public entities.

On July 31, 2017, the DUAB hired MGT Consulting, of Tallahassee, Fla., giving it full autonomy over the district in a three-year contract. The move left MGT with 17 days to prepare for the first day of school. MGT’s contract would be extended for the entire takeover.

Finances were critical, but most parents fretted over the district’s academic decline.

MGT named retired River Forest and LaPorte superintendent Peggy Hinckley as Gary’s first emergency manager. Hinckley had previously won state superintendent of the year and outstanding educator honors.

Her memories of what she found still resonate even though she served just one year.

“There were black trash bags over commodes, the fire extinguishers were out of date, roofs were leaking everywhere. We had mold in bathrooms.”

Hinckley shared her initial findings with a curious Gov. Eric Holcomb. She told him she didn’t know how the Board of Health allowed schools to remain open because they seemed to be held together with “chicken wire and duct tape.”

She recalled hourly employees signing their name in a binder to show their attendance. “Our payroll system was frozen in 1980,” Hinckley said.

While investigating the cause of huge water bills at Wirt-Emerson School of Visual and Performing Arts, workers found a leak near a loading dock that solved the problem.

They also found a deer carcass in the flooded dock.

Deep cuts and layoffs became the only way out of state control.

After meeting with residents and citing low enrollment numbers, Hinckley closed Wirt-Emerson and sent students to the West Side Leadership Academy, which became Gary’s lone high school.

“There were too many people, and too many buildings. That’s the harder part,” she said.

“Not secondary to all of that was the fact achievement was very poor…. There was no plan for anything,” she said.

“We did the best we could.”

Hinckley ushered in a new “eight-step” curriculum, and bought new textbooks and supplies. For the first time, teachers no longer had to supplement restrooms with toilet paper.

Gary Teachers Union president GlenEva Dunham said each of the four emergency managers brought their own flavor to the job.

“They had a mandate from the state, but still had free will from the state,” she said.

“It’s been a long time and I’m glad it’s over. I’m very optimistic about the future. I think most of our members are,” Dunham said.

There were highs and lows with each emergency manager, Dunham said. “But I never thought MGT was the boogeyman.”

Not surprisingly, cost cuts and school closings made Hinckley a villain.

Unlike parents who took their children to charter schools, parents Nina and LeBarron Burton pulled their kids out of a charter and came back to the district.

“We could send our kids to private or charter schools but that would end up being part of the problem that left us in the situation in the first place,” said Nina Burton, whose five kids attended the Gary schools.

“It wasn’t just the mismanagement of funds. It was the loss of enrollment, charter schools and a lack of support from the state level. I think we need to look at how we fund education and what we’re offering,” she said.

The Burtons said losing Wirt-Emerson crushed the dreams of her three oldest children who were learning Mandarin and playing in the orchestra, which was dismantled. They looked forward to a trip to China that was canceled.

“As a Black parent, we look at the fact so many kids are going for track and basketball, but we had the opportunity to have children classically trained in an instrument for a scholarship. That opportunity was taken from them,” said Nina Burton.

She said her son did win a band scholarship despite the loss of his program.

State Rep. Vernon Smith, a Gary Democrat and educator, criticized Hinckley’s brashness.

“I think she came in a military style and turned the community off,” he said.

“She didn’t work with the community at all. She was authoritarian. She never came in to find out what we did in the past and what worked.”

Michaela Spangenberg, who formed the Gary Education Coalition, moved to Gary from California at the onset of the takeover.

“They killed our enrollment,” she said of MGT’s cost cuts. “There was no meaningful accountability or transparency,” she said.

“They talked a lot about knowledge transfer, but ignored the people who lived here and worked here…”

Spangenberg hopes the district can gain back an elected school board so residents can have a bigger voice.

“I hope the healing process is something that causes us to be more focused on students and the future,” said Spangenberg.

Hinckley, who led the Warren Township schools and was interim superintendent at the Indianapolis Public Schools, was surprised at the resistance.

“Even though I was born in Gary, obviously I wasn’t representative of the people who live there. I think they saw me as the enemy because I was appointed by the state.

“This was the hardest job I ever had, there was no money and there was never any money and you were under state control.”

In November of 2018, Hinckley called reporters together for a press conference and announced her departure after 16 months.

MGT named former Griffith superintendent Peter Morikis as her successor.

On Hinckley’s watch, debts began shrinking. The IRS was paid off, and liens were removed. Employees began signing in for work with a fingerprint in the new biometric system.

Hinckley also opened the Gary Middle School in Miller and made improvements at West Side and a police officer was assigned at each school.

“We had to make difficult decisions that we didn’t have time to build consensus around,” Hinckley said.

Morikis took over in late November 2018 and served until February 2020. He did not return a request for an interview.

During his watch, Morikis said he led a team in decreasing the district’s monthly deficit by 50%.

Under Morikis, the district sold seven vacant schools. It also opened Bailly STEM Academy Middle School and expanded an early childhood program.

The turning point

Paige McNulty, a former School City of East Chicago superintendent, arrived as emergency manager in February 2020, just one month before the worldwide COVID-19 pandemic sent schools into the unknown of remote learning.

McNulty’s three-year stint was the longest and most impactful.

She steered the district through the pandemic as it distributed 6,000 meals every Monday and prepared teachers to conduct classes on their laptops.

Most significantly, she convinced voters to back an eight-year $72.5 million property tax referendum, which stabilized the operating budget and afforded raises for teachers.

The referendum’s passage sent a message to lawmakers that Gary voters wanted their school district back and would support it with their checkbooks.

“We had a great team and worked really hard going door-to-door in the middle of the pandemic while trying to educate the community,” McNulty said.

Baptist ministers, teachers, the Urban League of Northwest Indiana and Rep. Vernon Smith lent support to the grassroots effort.

McNulty wasn’t surprised the measure passed with 60% of the vote.

It would get the district closer to escaping its deficit and allow for enhancements like a new track and football field at West Side.

Officials also credited McNulty with increasing enrollment in preschool, lengthening the school day by an hour for students and increasing the graduation rate to 82%.

When school resumed after nearly a year of remote classes, Gary and other districts across the country faced a bus driver shortage.

McNulty turned to the same Baptist ministers who backed the referendum for help. They drove students back and forth to school in their church vans and buses.

McNulty’s time drew praise from Nina Burton.

“She seemed to genuinely care what parents and the kids felt,” she said.

McNulty stepped away about a year ago as the district headed into the home stretch of state control.

The final lap

MGT brought in Michael Raisor, a senior vice president and number cruncher, to begin the seventh and final year of state oversight.

His job was to ensure long-term financial stability.

“At its heart, this was a financial turnaround project,” said Raisor who credited debt reduction, the referendum’s passage and $71 million in COVID-19 relief funding.

Raisor said the relief money meant Gary could be operating again like other districts without the fear of constant belt-tightening.

“It was triage when we first arrived and now it’s a wellness plan,” Raisor said.

Over the seven-year takeover, Gary lost nearly 1,800 students.

Surprisingly though, enrollment did increase in the spring semester to about 4,100. In 2016, the district had nearly 6,500 students.

Raisor is hoping for a rebound once state control ends.

“The students are there and they’re in Gary. They’re just attending other schools,” he said.

By 2019, data showed of the 12,000 school-age kids in Gary, just 35% attended district schools. About 48% attended charters and 10% opted for other districts. The rest chose private schools that took state vouchers.

Raisor wants those numbers to change.

“As we lose the black cloud of state control, it will put the district in a better position,” Raisor said. “Like any wellness plan, we have to keep improving.”

He said the district just received Early College High School accreditation from the state, allowing students to earn dual credits in certain classes. Teachers are being trained to teach college level courses and they’ll receive a stipend for their work.

“We are doubling down on STEM. We have by far best STEM facilities in Gary for families… We can have a kid walking out the door to make a good living.”

Raisor has told the school board an extension of its referendum will be required by 2029 to maintain solvency. This time, however, a new state law requires the district to share the money with the city’s eight charters. Raisor estimated the district would get about 40% of the funding.

Raisor said MGT is leaving the district in sound financial shape with a cash reserve of about 47% while maintaining two years of solvency with budget surpluses.

Now, the torch is passed to Stokes and the school board.

On June 7, Gary NAACP leader Bruce Curry, said it’s now time for faith.

“When it comes down to a decision, everybody in this room has to have some trust in the board. Gary has to be positive now. That stuff in the past, you got to let it go.”

The final weekend of the general election campaign is over, with three days and nine hours left until polls open.

Today has seen a slight lull in the pace of campaigning ahead of the frantic final days as the politicians fight for every last vote.

Here's what you need to know about what happened today:

• Nigel Farage held a vast Reform UK rally in Birmingham as he tries to stabilise his party's position after a slew of racism allegations this week;
• Speaking to Sky's political editor Beth Rigby , Mr Farage described homophobic remarks by a close aide of his as "crass, drunken, vulgar, rude, wrong" - but also that "people say all sorts of things when they're drunk";
• Also in his interview with Beth, he finally ruled out joining the Tories after the election if he enters parliament, saying they are "ghastly";
• But the racism row engulfing the party continued, with one of his candidates quitting to back the Tories, citing "widespread racism and sexism" in the party, and "the failure of the party's leadership to not only take this matter seriously, but also to fundamentally address it".
• Rishi Sunak  started the day with a tough interview in which he was challenged on his party's record in power;
• He insisted on BBC's Sunday with Laura Kuenssberg show that the UK is "a better place to live than it was in 2010", despite a "difficult" last few years;

• In the afternoon, he visited a synagogue in north London and met community members;
• He pledged that a Conservative  government under his leadership would show "steadfast" support for Israel, and said he was "proud" that British forces helped defend Israel from Iran's attack in April;
• The PM hit out at the "sickness" of antisemitism, and pledged to "lead a long term effort" to tackle, and "change our culture so we tackle the root causes of this hatred";
• Speaking to Sky's Trevor Phillips this morning, Mr Sunak's deputy, Oliver Dowden , warned that Russia is using bots to boost Reform UK on social media (a spokesman for the party said Mr Dowden must think voters are "stupid").
• Sir Keir Starmer  was not seen on the campaign trail today, but his national campaign coordinator Pat McFadden was challenged by Sky's Trevor Phillips  about whether they would owe a potential victory on Thursday to Reform UK;
• He replied that the power is in the hands of the electorate, and dismissed any questions over the legitimacy of a potential Labour win;
• SNP  leader John Swinney  told Sky News that Scots have been "disenfranchised" by the timing of the election, because school holidays in Scotland have already started in large parts of the country;
• The first minister also made the case for independence with the SNP - but did concede his party has had a "tough time" in recent months.

TV presenter Rylan Clark has said he would "love" to become a politician - and replace the party system with a "Power Rangers of government" model.

The TV personality, 35, joined political editor Beth Rigby and former Scottish Conservative leader Baroness Ruth Davidson for this week's Sky News Electoral Dysfunction podcast.

Asked if he would ever consider the career change, he said: "If I wasn't in the job that I was in, I would love nothing more."

Rylan, who won Celebrity Big Brother and also appeared on the X Factor, appeared on the podcast in place of Labour candidate Jess Phillips after tweeting his praise for Rigby on the day Rishi Sunak announced the general election.

Sharing a clip of her and Sky presenter Sophy Ridge outside a rainy Downing Street waiting for Mr Sunak to appear at the lectern, he said: "Obsessed with the Rigby."

Speaking to her and Davidson, he said his "obsession" with politics began with Brexit - "as we've seen so many promises which weren't fulfilled" since then.

He added: "I lie there at night sometimes, and I think about [Volodymyr] Zelenskyy. He hosted one of the same shows I've hosted in Ukraine."

The TV presenter also shared his idea of abandoning political parties altogether.

Avid football fan Sir Keir Starmer has tweeted his reaction to England's win over Slovakia to reach the quarter-finals of the Euros.

Although England came a matter of minutes from losing before Jude Bellingham's stunning overhead kick in added time took it to extra time, the Labour leader tweeted that the win was "never in doubt".

Labour would definitely want to steer us away from inferring any commentary about the general election from that tweet as they fight for every last vote - unlike Rishi Sunak's more pointed message ...

The Financial Times (FT) announced today that it is backing the Labour Party at this general election, and on Politics Hub With Ali Fortescue , we spoke to the paper's Whitehall Editor, Lucy Fisher, about that decision.

She is, of course, employed by the paper as a journalist, and does not sit on the Editorial Board that decided the endorsement.

But she told Ali that it is "really significant" that the board has backed Labour, adding that it's "the first time since 2005" the paper has done so.

"The FT doesn't have a natural political allegiance, and in fact, being a very pro-free trade and private enterprise newspaper, wanting to see a very open, outward-looking Britain - [it] has more often supported the Tories than Labour.

"So it does feel significant. And the op-ed... makes clear the FT views this as a sea change moment in British politics akin to 1979 when [Margaret] Thatcher swept to power, or 1997 when Tony Blair came in."

Finally, we ask Treasury minister Bim Afolami if the Conservative Party can still defy the polls and win the election on Thursday.

He replies: "Of course we can. And, you know, we will see what happens

"But what I do know is on speaking to constituents... there are higher than normal numbers of undecided people.

"This is the fourth general election I've fought - a large number of people are still saying they don't know which way to go.

"And my message to them on the doorsteps and here today is if they want to lower their taxes, secure the borders, make sure that we have a thriving, prosperous economy going forward in the future, a Conservative vote is what they need to do."

Ali Fortescue points out to the minister that the overall tax burden will continue to rise under the Conservative Party - but he does not accept that, saying the tax cuts they want to make are targeted at ordinary working people, and the overall number factors in the wider economy.

"We are cutting taxes for working people and for pensioners as well," he insists.

In the last hour, we've had the breaking news from the French parliamentary elections that Marine Le Pen's far right National Rally party appears to have come out on top in the first round of voting, according to exit polls.

We ask minister Bim Afolami if he is worried about that at all, and he replies: "I must confess that I haven't really been following the French election as closely as I might have done because I've been focusing on my own in this country."

Asked if a Conservative government would work with Ms Le Pen and her party, he replies that "Britain has to work with whoever is chosen as the leader of other countries".

He says "of course" they would work with whoever is elected in France.

Sky's Ali Fortescue puts it to him that Rishi Sunak has previously said Nigel Farage would work with Ms Le Pen, implying it would be a bad thing to do.

Mr Afolami replies: "We're not advocating for Marine Le Pen to win.

"What I'm saying to you is you cannot choose... who leads other countries."

The first UK political guest on tonight's edition of Politics Hub With Ali Fortesue  is Treasury minister Bim Afolami, and we start by asking for his reaction to the Reform candidate in Erewash disowning his party to back the Tories.

Mr Afolami says: "Well, I'm glad he's seen the light."

He also says that he's glad that the candidate, Liam Booth-Isherwood, has made the point that only the Conservative candidate can stop Labour winning, which has been the Tory party's argument for weeks.

Asked if he would be glad if Nigel Farage decided to back the Tories, Mr Afolami says the Reform leader has "no intention" of switching sides.

He goes on: "I do find it quite curious, you know, this idea that Farage is somehow a Conservative. He spent 25 years trying to destroy the Conservative Party."

He adds that Reform is "designed to increase the power of a Labour".

Challenged on the fact that senior Conservatives like Suella Braverman and Sir Philip Davies have said they would welcome Mr Farage into the party, the minister says they are "in a small minority".
