Their minds are going to be expanded, and their reasoning and decision making will be enhanced.

What makes this example bad? Here are a few points to consider:

  • Unlike the first example, this paragraph is long and not specific enough. The author provides plenty of generalized phrases that are not backed up by actual arguments.
  • This piece is hard to read and understand and sentences have a confusing structure. Also, there are lots of repetitions and too many uses of the word “college”.
  • There is no summary of the key benefits.
  • The last two sentences that highlight the value of education contradict with the initial statement.
  • Finally, the last sentence doesn’t offer a strong conclusion and gives no thought to ponder upon.
  • In the body of your essay, you have hopefully already provided your reader(s) with plenty of information. Therefore, it is not wise to present new arguments or ideas in your conclusion.
  • To end your final paragraph right, find a clear and straightforward message that will have the most powerful impact on your audience.
  • Don’t use more than one quote in the final clause of your paper – the information from external sources (including quotes) belongs in the body of a paper.
  • Be authoritative when writing a conclusion. You should sound confident and convincing to leave a good impression. Sentences like “I’m not an expert, but…” will most likely make you seem less knowledgeable and/or credible.

Now that we've learned what a conclusion is and how to write one let's take a look at some essay conclusion examples to strengthen our knowledge.

The ending ironically reveals that all was for nothing. (A short explanation of the thematic effect of the book’s end) Tom says that Miss Watson freed Jim in her final will.Jim told Huck that the dead man on the Island was pap. The entire adventure seemingly evaporated into nothingness. (How this effect was manifested into the minds of thereaders).
All in all, international schools hold the key to building a full future that students can achieve. (Thesis statement simplified) They help students develop their own character by learning from their mistakes, without having to face a dreadful penalty for failure. In conclusion, public workers should be allowed to strike since it will give them a chance to air their grievances. (Thesis statement) Public workers should be allowed to strike when their rights, safety, and regulations are compromised. The workers will get motivated when they strike, and their demands are met.
In summary, studies reveal some similarities in the nutrient contents between the organic and non-organic food substances. (Starts with similarities) However, others have revealed many considerable differences in the amounts of antioxidants as well as other minerals present in organic and non-organic foods. Generally, organic foods have higher levels of antioxidants than non-organic foods and therefore are more important in the prevention of chronic illnesses.
As time went by, my obsession grew into something bigger than art; (‘As time went by’ signals maturation) it grew into a dream of developing myself for the world. In a short paper—even a research paper—you don’t need to provide an exhaustive summary as part of your conclusion. But you do need to make some kind of transition between your final body paragraph and your concluding paragraph. This may come in the form of a few sentences of summary. Highlight the “so what”  

At the beginning of your paper, you explain to your readers what’s at stake—why they should care about the argument you’re making. In your conclusion, you can bring readers back to those stakes by reminding them why your argument is important in the first place. You can also draft a few sentences that put those stakes into a new or broader context.

In the conclusion to her paper about ADHD and RS, Roser echoes the stakes she established in her introduction—that research into connections between ADHD and RS has led to contradictory results, raising questions about the “behavioral mediation hypothesis.”

She writes, “as with many other conditions, ADHD and RS share a delicately intertwined pattern of neurological similarities that is rooted in the innate biology of an individual’s mind, a connection that cannot be explained in full by the behavioral mediation hypothesis.”  

Leave your readers with the “now what”  

After the “what” and the “so what,” you should leave your reader with some final thoughts. If you have written a strong introduction, your readers will know why you have been arguing what you have been arguing—and why they should care. And if you’ve made a good case for your thesis, then your readers should be in a position to see things in a new way, understand new questions, or be ready for something that they weren’t ready for before they read your paper.

In her conclusion, Roser offers two “now what” statements. First, she explains that it is important to recognize that the flawed behavioral mediation hypothesis “seems to place a degree of fault on the individual. It implies that individuals with ADHD must have elicited such frequent or intense rejection by virtue of their inadequate social skills, erasing the possibility that they may simply possess a natural sensitivity to emotion.” She then highlights the broader implications for treatment of people with ADHD, noting that recognizing the actual connection between rejection sensitivity and ADHD “has profound implications for understanding how individuals with ADHD might best be treated in educational settings, by counselors, family, peers, or even society as a whole.”

To find your own “now what” for your essay’s conclusion, try asking yourself these questions:

  • What can my readers now understand, see in a new light, or grapple with that they would not have understood in the same way before reading my paper? Are we a step closer to understanding a larger phenomenon or to understanding why what was at stake is so important?  
  • What questions can I now raise that would not have made sense at the beginning of my paper? Questions for further research? Other ways that this topic could be approached?  
  • Are there other applications for my research? Could my questions be asked about different data in a different context? Could I use my methods to answer a different question?  
  • What action should be taken in light of this argument? What action do I predict will be taken or could lead to a solution?  
  • What larger context might my argument be a part of?  

What to avoid in your conclusion  

  • a complete restatement of all that you have said in your paper.  
  • a substantial counterargument that you do not have space to refute; you should introduce counterarguments before your conclusion.  
  • an apology for what you have not said. If you need to explain the scope of your paper, you should do this sooner—but don’t apologize for what you have not discussed in your paper.  
  • fake transitions like “in conclusion” that are followed by sentences that aren’t actually conclusions. (“In conclusion, I have now demonstrated that my thesis is correct.”)

The conclusion is a very important part of your essay. Although it is sometimes treated as a roundup of all of the bits that didn’t fit into the paper earlier, it deserves better treatment than that! It's the last thing the reader will see, so it tends to stick in the reader's memory. It's also a great place to remind the reader exactly why your topic is important. A conclusion is more than just "the last paragraph"—it's a working part of the paper. This is the place to push your reader to think about the consequences of your topic for the wider world or for the reader's own life!

A good conclusion should do a few things:

Restate your thesis

Synthesize or summarize your major points

Make the context of your argument clear

Restating Your Thesis

You've already spent time and energy crafting a solid thesis statement for your introduction, and if you've done your job right, your whole paper focuses on that thesis statement. That's why it's so important to address the thesis in your conclusion! Many writers choose to begin the conclusion by restating the thesis, but you can put your thesis into the conclusion anywhere—the first sentence of the paragraph, the last sentence, or in between. Here are a few tips for rephrasing your thesis:

Remind the reader that you've proven this thesis over the course of your paper. For example, if you're arguing that your readers should get their pets from animal shelters rather than pet stores, you might say, "If you were considering that puppy in the pet-shop window, remember that your purchase will support 'puppy mills' instead of rescuing a needy dog, and consider selecting your new friend at your local animal shelter." This example gives the reader not only the thesis of the paper, but a reminder of the most powerful point in the argument!

Revise the thesis statement so that it reflects the relationship you've developed with the reader during the paper. For example, if you've written a paper that targets parents of young children, you can find a way to phrase your thesis to capitalize on that—maybe by beginning your thesis statement with, "As a parent of a young child…"

Don’t repeat your thesis word for word—make sure that your new statement is an independent, fresh sentence!

Summary or Synthesis

This section of the conclusion might come before the thesis statement or after it. Your conclusion should remind the reader of what your paper actually says! The best conclusion will include a synthesis, not just a summary—instead of a mere list of your major points, the best conclusion will draw those points together and relate them to one another so that your reader can apply the information given in the essay. Here are a couple of ways to do that:

Give a list of the major arguments for your thesis (usually, these are the topic sentences of the parts of your essay).

Explain how these parts are connected. For example, in the animal-shelter essay, you might point out that adopting a shelter dog helps more animals because your adoption fee supports the shelter, which makes your choice more socially responsible.

One of the most important functions of the conclusion is to provide context for your argument. Your reader may finish your essay without a problem and understand your argument without understanding why that argument is important. Your introduction might point out the reason your topic matters, but your conclusion should also tackle this questions. Here are some strategies for making your reader see why the topic is important:

Tell the reader what you want him or her to do. Is your essay a call to action? If so, remind the reader of what he/she should do. If not, remember that asking the reader to think a certain way is an action in itself. (In the above examples, the essay asks the reader to adopt a shelter dog—a specific action.)

Explain why this topic is timely or important. For example, the animal-shelter essay might end with a statistic about the number of pets in shelters waiting for adoption.

Remind the readers of why the topic matters to them personally. For example, it doesn’t matter much if you believe in the mission of animal shelters, if you're not planning to get a dog; however, once you're looking for a dog, it is much more important. The conclusion of this essay might say, "Since you’re in the market for a dog, you have a major decision to make: where to get one." This will remind the reader that the argument is personally important!

Transition signals link sentences together cohesively, enabling easy reading and comprehension. They are usually placed at the beginning of a sentence and separated from the remaining words with a comma. There are several types of transition signals, including those to:

●  introduce an example (e.g., specifically, for instance)

●  indicate a contrasting idea (e.g., but, however, although)

●  present an additional idea (e.g., also, in addition, plus)

●  indicate time (e.g., beforehand, meanwhile, later)

●  compare (e.g., likewise, similarly)

●  show cause and effect (e.g., thus, as a result)

●  mark the conclusion – which we’ll focus on in this guide.

When you reach the end of an essay, you should start the concluding paragraph with a transition signal that acts as a bridge to the summary of your key points. Check out some concluding transition signals below and learn how you can use them in your writing.

This is a particularly versatile closing statement that can be used for almost any kind of essay, including both formal and informal academic writing. It signals to the reader that you will briefly restate the main idea. At this point in your writing, you have most likely finished your introduction and the body of your thesis, dissertation, or research paper . While this is a reason to celebrate, you should not underestimate the importance of your conclusion. The conclusion is the last thing that your reader will see, so it should be memorable.

A good conclusion will review the key points of the thesis and explain to the reader why the information is relevant, applicable, or related to the world as a whole. Make sure to dedicate enough of your writing time to the conclusion and do not put it off until the very last minute.

While the thesis introduction starts out with broad statements about the topic, and then narrows it down to the thesis statement , a thesis conclusion does the same in the opposite order.

  • Restate the thesis.
  • Review or reiterate key points of your work.
  • Explain why your work is relevant.
  • Include a core take-away message for the reader.

Tip: Don’t just copy and paste your thesis into your conclusion. Restate it in different words.

The best way to start a conclusion is simply by restating the thesis statement. That does not mean just copying and pasting it from the introduction, but putting it into different words.

You will need to change the structure and wording of it to avoid sounding repetitive. Also, be firm in your conclusion just as you were in the introduction. Try to avoid sounding apologetic by using phrases like "This paper has tried to show..."

The conclusion should address all the same parts as the thesis while making it clear that the reader has reached the end. You are telling the reader that your research is finished and what your findings are.

I have argued throughout this work that the point of critical mass for biopolitical immunity occurred during the Romantic period because of that era's unique combination of post-revolutionary politics and innovations in smallpox prevention. In particular, I demonstrated that the French Revolution and the discovery of vaccination in the 1790s triggered a reconsideration of the relationship between bodies and the state.

  • Is there a bigger issue that your paper wants to draw attention to?

Also, try to reference your introduction in your conclusion. You have already taken a first step by restating your thesis. Now, check whether there are other key words, phrases or ideas that are mentioned in your introduction that fit into your conclusion. Connecting the introduction to the conclusion in this way will help readers feel satisfied.

Overview: This is a good concluding phrase for an evaluative essay where you need to compare two different positions on a topic then conclude by saying which one has more evidence behind it than the other.

Overview: I don’t like this phrase. It gives teachers the impression that you’re going around in circles and haven’t organized your essay properly. I would particularly avoid it in the body of an essay because I always think: “If you already stated it, why are you stating it again?” Of course, the conclusion does re-state things, but it also adds value because it also summarizes them. So, add value by using a phrase such as ‘summarizing’ or ‘weighing up’ in your conclusion instead.

Example: “As already stated, I’m going to repeat myself and annoy my teacher.”

My Rating: 8/10

Overview: In essays where the evidence may change in the future. Most fields of study do involve some evolution over time, so this phrase acknowledges that “right now” the best evidence is one thing, but it may change in the future. Often, my students make the mistake of thinking they can only take one side in an argumentative essay. On the contrary, you should be able to highlight the limitations of your point-of-view while also stating that it’s the best.

Example: “Despite the shortcomings of globalization, this essay has found that on balance it has been good for many areas in both the developed and developing world.”

My Rating: 4/10

Overview: While the phrase ‘Finally,’ does indicate that you’re coming to the end of your discussion, it is usually used at the end of a list of ideas rather than in a conclusion. It also implies that you’re adding a point rather that summing up previous points you have made.

Example: “Finally, this essay has highlighted the importance of communication between policy makers and practitioners in order to ensure good policy is put into effect.”

Overview: While this is not a phrase I personally use very often, I do believe it has the effect of indicating that you are “summing up”, which is what you want out of a conclusion.

17. In a nutshell…

Overview: This phrase means to say everything in the fewest possible words. However, it is a colloquial phrase that is best used in speech rather than formal academic writing.

Overview: This is not a good phrase to use in an academic essay. It is a colloquialism. It also implies that you have been rambling in your writing and you could have said everything more efficiently. I would personally not use this phrase.

Overview: This phrase is the same as ‘In summary’. It shows that you have made all of your points and now you’re about to bring them all together in a ‘summary’. Overview: While this phrase does say that you are coming to a final point – also known as a conclusion – it’s also a very strong statement that might not be best to use in all situations. I usually accept this phrase from my undergraduates, but for my postgraduates I’d probably suggest simply removing it.

Example: “Ultimately, new media has been bad for the world because it has led to the spread of mistruths around the internet.”

37. Undoubtedly…

Overview: If you are using it in a debate or argumentative essay, it can be helpful. However, in a regular academic essay, I would avoid it. We call this a ‘booster’, which is a term that emphasizes certainty. Unfortunately, certainty is a difficult thing to claim, so you’re better off ‘hedging’ with phrases like ‘It appears’ or ‘The best evidence suggests’.

Example: “Undoubtedly, I know everything about this topic and am one hundred percent certain even though I’m just an undergraduate student.”

38. Weighing up the facts, this essay finds…

Overview: This statement highlights that you are looking at all of the facts both for and against your points of view. It shows you’re not just blindly following one argument but being careful about seeing things from many perspectives.

Example: “Weighing up the facts, this essay finds that reading books is important for developing critical thinking skills in childhood.”

39. With that said…

Overview: This is another phrase that I would avoid. This is a colloquialism that’s best used in speech rather than writing. It is another term that feels sophomoric and is best to avoid. Instead, use a more formal term such as: ‘Weighing up the above points, this essay finds…’

Example: “With that said, this essay disagrees with the statement that you need to go to college to get a good job.”

Do you Need to Say Anything?

Something I often tell my students is: “Can you just remove that phrase?”

Consider this sentence:

  • “In conclusion, the majority of scientists concur that climate change exists.”

Would it be possible to simply say:

  • “ In conclusion, The majority of scientists concur that climate change exists.”

So, I’d recommend also just considering removing that phrase altogether! Sometimes the best writing is the shortest, simplest writing that gets to the point without any redundant language at all.

In Conclusion…

Well, I had to begin this conclusion with ‘In conclusion…’ I liked the irony in it, and I couldn’t pass up that chance.

Overall, don’t forget that concluding an essay is a way to powerfully summarize what you’ve had to say and leave the reader with a strong impression that you’ve become an authority on the topic you’re researching. 

So, whether you write it as a conclusion, summary, or any other synonym for conclusion, those other ways to say in conclusion are less important than making sure that the message in your conclusion is incredibly strong.

She faced racism in class, while home-buying and in childbirth. these potent essays spill the tea.

Poet and educator Taiyon J. Coleman's essay collection, which arrives in stores June 4, is summed up by its subtitle: "Essays From a Black Woman Trying to Survive in America."

Opening with a piece that recalls London subways' "Mind the gap" signs and ponders other sorts of gaps, "Traveling Without Moving" includes essays about the St. Catherine University professor's childhood, the beauty of poetry and encounters with racism in classrooms, while trying to purchase a home in Minneapolis and elsewhere.

The following is a chapter titled "Sometimes I Feel Like Harriet Tubman":

I was invited to speak at a Twin Cities area school, and it wasn't until I arrived at the school that the administrator asked me to discuss the immediate challenges facing parents and children in education in Minnesota.

Initially, I was hesitant because I didn't know if I wanted to take a personal risk with the topic. Sure, I could talk about literature, culture and creative writing, but K-12 education in Minnesota is a sensitive topic freighted with anger, shame and blame on all sides. And with my own three kids attending Twin Cities area schools, I have skin in the game.

According to the New York Times, "Black students [nationally] are suspended three times as often as their white peers; in Minnesota, it is eight times as often." Another report pointed out that while Black students are 41% of the student population in Minneapolis, they make up 76% of the suspensions. Even the best quests for solutions on this issue are mired in the fact that racial disparities in Minnesota are some of the starkest in the nation.

A Brown parent, a mother, at the back of the room stood and asked, "Can you give an example of implicit bias that has affected your own child in school?"

Her question forced me out of the autopilot zone that most professionals slip into when our hubris is set on high.

"That's a good question," I said, buying time.

Looking at the mother, I recognized that her mother body, like many weary parent bodies in the room, was seemingly at ease but conditioned to brace at any moment for the dreaded expected unexpected. I recognized my own mother body and experience inside hers. This is what it feels like to be the parent of a child in Minnesota schools who is the victim of implicit bias. Powerless.

I told the audience about my Black children who attend schools in the Twin Cities. Like their momma, they have dark brown skin with beautiful tightly curled hair. They are physically bigger than their classroom peers, and their speech reflects a confidence and experience beyond their years as they hear two different languages at home. Natural leaders, my Black children are kind and charming, and like their Tanzanian Bibi (grandmother) who is a lawyer working for the rights of women and children, my Black children are intelligent, smart, competitive, analytical and protective. They have a keen sense of fairness and speak up if they sense inequity.

Traveling Without Moving

These unique qualities that make my Black children great are the very same qualities that are perceived by some teachers and administrators as aggressive, adult, disrespectful, loud and defensive.

I laughed and told the mother that as the parent of children experiencing implicit bias, I often feel like Harriet Tubman on the Underground Railroad, trying to help my marginalized children get free, get educated. I added that my husband and I feel incredible fear and guilt at the recognition that our own educational success does not protect the Brown bodies of our children from the consequences of implicit bias within Minnesota schools.

"Yes. That's just how it feels," she said to me.

In that moment, with those amazing and hopeful parents who had cared enough to show up, I had no choice but to do what most well-meaning professionals in education fail to do: validate the experiences of non-White students and their parents, so we all know that we are not alone. We are not the only ones struggling with this very real educational and human rights crisis. And there is strength, hope, and healing in telling our stories.

In " The Anthropocene Reviewed ," Green writes essays reviewing different topics from Halley's Comet to Diet Dr Pepper and even the Indianapolis 500, the IndyStar previously reported.

He wrote the Indy 500 review during the pandemic.

“I wanted to write about my experience of suddenly being unable to go to the race, and how it felt to go through all the same rituals that I always go through on that Sunday, and to bike to the race as I always do and to arrive at an empty Speedway, with the gates locked shut."

"It can be hard at times because we have to get used to a new normal to be able to reflect on how much has been lost in the last year and a half," he said. "And obviously the loss of fans at the speedway wasn't one of the big losses, but it was a loss. One loss among billions. For me, it was a way to feel that."

But people don't have to feel that loss again as they can attend the race on Sunday.

The book, which was released in 2021, is his first work of nonfiction and is inspired by his podcast of the same name where he also published monthly reviews.

Forgotten Spaces: Ecocriticism Social Justice, and the U.S. South (Collection of Essays)

The U.S. South is often a forgotten space within ecocritical discussions, yet it provides fruitful ground for thinking about environmental issues. In 2019, in the first edited collection of essays on the topic, Zachary Vernon notes that focusing attention on this bioregion might help “provide a way out of the limitations of thinking too locally or too globally,” and it might inspire a group of stakeholders to come to the table as well (7). One problem with ecocritical approaches is the long history of representing the U.S. South as an “internal other in the national imagination: colonized, subordinate, primitive, developmentally arrested, or even regressive” (Watson 254). Another issue is that both the environmental humanities and Southern studies have frequently been white spaces. This proposed anthology convenes a conversation about the U.S. South and environmental issues with an eye towards social justice. We seek theoretically-sophisticated essays attentive to intersections between race, class, gender, and sexuality within the U.S. South to round out our proposed collection.  Interdisciplinary environmental research from a variety of frameworks and disciplines is welcome, including literature, film, art, history, popular culture, public memory, sociology, political science, and geography. 

Questions to consider:

  • Why does the U.S. South seem like a forgotten space within ecocritical discussions?
  • How do we reach across entrenched divides and academic silos to engage in cross-disciplinary engagement with ecocritical concerns about the South?
  • What entanglements might we find between race, environment, gender, sexuality, class, and social justice?
  • How have artists, writers, activists, and cultural workers of color engaged with representing the environment, and what might their creative labor contribute to wider discussions beyond the academy?
  • How are rural and urban environments represented in the U.S. South? How are they represented from outside?
  • What constitutes the commons in the South? Was there ever really a Southern commons?
  • How are public parks, museums, and recreation areas curated in the South, and what might we learn about entanglements between race and the environment through attending to these spaces?
  • What is the history of traveling southward or leaving the South? What kinds of cultural constructions represent the region as a place to return to or escape from?
  • How might we interrogate Donna Haraway’s phrase “the plantationocene” to consider the vexed history of work, nature, and captivity in Southern spaces? 
  • How might we consider Settler colonialism, genocide, and Indian Removal within an ecocritical framework? How has a legacy of Settler colonialist violence in the South impacted the environment?
  • Can indigenous practices, beliefs, and cultural production be mobilized towards a Southern ecocriticism?
  • What are the many varieties of experience within different souths?

Other possible topics:

  • Climate change and its impact on southern spaces. Southern climate diaspora.
  • Hurricanes, floods, tornados. Natural disasters and social justice.
  • Disaster capitalism and southern spaces.
  • Sacrifice zones. Industrial pollution.
  • Carceral, military, and/or institutional Southern spaces.
  • Queer ecology and queer ecological souths.
  • Global approaches to environment and the U.S. South.
  • Animals and animality in southern cultural productions. Domestic/wild/wilding.
  • Southern megacities and the built environment in the U.S. South.
  • Race and nature in the South.
  • White supremacy and public spaces.

We seek MLA-formatted essays from 4,000-7,000 words. Please submit abstracts of 250-500 words by July 15, 2024. Notification of acceptance will be made by Aug. 1, 2024. And final essays will be due October 15, 2024. We will be submitting the proposal, table of contents, and sample essays to academic presses by Aug. 1, 2024.

It’s Time to End the Quiet Cruelty of Property Taxes

Property taxes, the lifeblood of local governments and school districts, are among the most powerful and stealthy engines of racism and wealth inequality our nation has ever produced. And while the Biden administration has offered many solutions for making the tax code fairer, it has yet to effectively tackle a problem that has resulted not only in the extraordinary overtaxation of Black and Latino homeowners but also in the worsening of disparities between wealthy and poorer communities. Fixing these problems requires nothing short of a fundamental re-examination of how taxes are distributed.

In theory, the property tax would seem to be an eminently fair one: The higher the value of your property, the more you pay. The problem with this system is that the tax is administered by local officials who enjoy a remarkable degree of autonomy and that tax rates are typically based on the collective wealth of a given community. This results in wealthy communities enjoying lower effective tax rates while generating more tax revenues; at the same time, poorer ones are forced to tax property at higher effective rates while generating less in return. As such, property assessments have been manipulated throughout our nation’s history to ensure that valuable property is taxed the least relative to its worth and that the wealthiest places will always have more resources than poorer ones.

Black people have paid the heaviest cost. Since they began acquiring property after emancipation, African Americans have been overtaxed by local governments. By the early 1900s, an acre of Black-owned land was valued, for tax purposes, higher than an acre of white-owned land in most of Virginia’s counties, according to my calculations, despite being worth about half as much. And for all the taxes Black people paid, they got little to nothing in return. Where Black neighborhoods began, paved streets, sidewalks and water and sewer lines often ended. Black taxpayers helped to pay for the better-resourced schools white children attended. Even as white supremacists treated “colored” schools as another of the white man’s burdens, the truth was that throughout the Jim Crow era, Black taxpayers subsidized white education.

Freedom from these kleptocratic regimes drove millions of African Americans to move to Northern and Midwestern states in the Great Migration from 1915 to 1970, but they were unable to escape racist assessments, which encompassed both the undervaluation of their property for sales purposes and the overvaluation of their property for taxation purposes. During those years, the nation’s real estate industry made white-owned property in white neighborhoods worth more because it was white. Since local tax revenue was tied to local real estate markets, newly formed suburbs had a fiscal incentive to exclude Black people, and cities had even more reason to keep Black people confined to urban ghettos.

As the postwar metropolis became a patchwork of local governments, each with its own tax base, the fiscal rationale for segregation intensified. Cities were fiscally incentivized to cater to the interests of white homeowners and provide better services for white neighborhoods, especially as middle-class white people began streaming into the suburbs, taking their tax dollars with them.

One way to cater to wealthy and white homeowners’ interests is to intentionally conduct property assessments less often. The city of Boston did not conduct a citywide property reassessment between 1946 and 1977. Over that time, the values of properties in Black neighborhoods increased slowly when compared with the values in white neighborhoods or even fell, which led to property owners’ paying relatively more in taxes than their homes were worth. At the same time, owners of properties in white neighborhoods got an increasingly good tax deal as their neighborhoods increased in value.

As was the case in other American cities, Boston’s decision most likely derived from the fear that any updates would hasten the exodus of white homeowners and businesses to the suburbs. By the 1960s, assessments on residential properties in Boston’s poor neighborhoods were up to one and a half times as great as their actual values, while assessments in the city’s more affluent neighborhoods were, on average, 40 percent of market value.

Jersey City, N.J., did not conduct a citywide real estate reassessment between 1988 and 2018 as part of a larger strategy for promoting high-end real estate development. During that time, real estate prices along the city’s waterfront soared but their owners’ tax bills remained relatively steady. By 2015, a home in one of the city’s Black and Latino neighborhoods worth $175,000 received the same tax bill as a home in the city’s downtown worth $530,000.

These are hardly exceptions. Numerous studies conducted during those years found that assessments in predominantly Black neighborhoods of U.S. cities were grossly higher relative to value than those in white areas.

These problems persist. A recent report by the University of Chicago’s Harris School of Public Policy found that property assessments were regressive (meaning lower-valued properties were assessed higher relative to value than higher-valued ones) in 97.7 percent of U.S. counties. Black-owned homes and properties in Black neighborhoods continue to be devalued on the open market, making this regressive tax, in effect, a racist tax.

The overtaxation of Black homes and neighborhoods is also a symptom of a much larger problem in America’s federated fiscal structure. By design, this system produces winners and losers: localities with ample resources to provide the goods and services that we as a nation have entrusted to local governments and others that struggle to keep the lights on, the streets paved, the schools open and drinking water safe . Worse yet, it compels any fiscally disadvantaged locality seeking to improve its fortunes to do so by showering businesses and corporations with tax breaks and subsidies while cutting services and shifting tax burdens onto the poor and disadvantaged. A local tax on local real estate places Black people and cities with large Black populations at a permanent disadvantage. More than that, it gives middle-class white people strong incentives to preserve their relative advantages, fueling the zero-sum politics that keep Americans divided, accelerates the upward redistribution of wealth and impoverishes us all.

There are technical solutions. One, which requires local governments to adopt more accurate assessment models and regularly update assessment rolls, can help make property taxes fairer. But none of the proposed reforms being discussed can be applied nationally because local tax policies are the prerogative of the states and, often, local governments themselves. Given the variety and complexity of state and local property tax laws and procedures and how much local governments continue to rely on tax reductions and tax shifting to attract and retain certain people and businesses, we cannot expect them to fix these problems on their own.

The best way to make local property taxes fairer and more equitable is to make them less important. The federal government can do this by reinvesting in our cities, counties and school districts through a federal fiscal equity program, like those found in other advanced federated nations. Canada, Germany and Australia, among others, direct federal funds to lower units of government with lower capacities to raise revenue.

And what better way to pay for the program than to tap our wealthiest, who have benefited from our unjust taxation scheme for so long? President Biden is calling for a 25 percent tax on the incomes and annual increases in the values of the holdings of people claiming more than $100 million in assets, but we could accomplish far more by enacting a wealth tax on the 1 percent. Even a modest 4 percent wealth tax on people whose total assets exceed $50 million could generate upward of $400 billion in additional annual revenue, which should be more than enough to ensure that the needs of every city, county and public school system in America are met. By ensuring that localities have the resources they need, we can counteract the unequal outcomes and rank injustices that our current system generates.

2024 Minnesota legislative session comes to chaotic end

ST. PAUL, Minn. — The Minnesota Legislature ended its work for the 2024 session Sunday with a chaotic finale, as political tensions erupted over a last-minute decision by Democrats to put their unfinished priorities into one bill to get them across the finish line.

In the second year of total DFL control of state government, lawmakers on the final day sent to the governor one-time aid to shore up emergency medical services in rural Minnesota; new regulations for the fledgling cannabis industry; and a deal to pay rideshare drivers statewide a minimum wage that would keep Uber and Lyft from exiting the state, which they threatened to do because of a Minneapolis ordinance.

But the finale was far from smooth. Both chambers descended into chaos after Democrats bypassed debate and went straight to a vote on a tax bill in which they added provisions from eight other proposals that otherwise would not have cleared both chambers by the midnight deadline for passing bills. 

"Tonight the Democrats in the Minnesota House of Representatives did what we needed to do to pass our agenda," said House Speaker Melissa Hortman, DFL-Brooklyn Park.

Republicans were shouting, seeking motions to stop the vote by Democrats. Some members yelled "tyranny" and "communism" in the frantic final minutes; one representative characterized the bill as a "grand theft omnibus bill."

DFL leaders defended their decision to abruptly bring that bill up for a vote without debate, arguing Republicans already had a chance to voice their concerns on many of the conference committee reports included in it throughout the process. They accused the GOP of filibustering and forcing the Democrats' hands. 

"They knew exactly what they were doing when they spoke for hours and hours on things and told stories about their families and didn't talk about the bills at all," Hortman told reporters early Monday morning. "It was a deliberate effort to block progress and we had to take extraordinary measures, which are authorized by the rules, to pass the bills."

Meanwhile, Republicans said they didn't even get a chance to look at the 1,400-page bill before they were forced to vote on it. They condemned the DFL's action as steamrolling and silencing the minority in pursuit of a partisan agenda because they mismanaged their time, even though they control all of state government.

House Minority Leader Lisa Demuth quickly filed an ethics complaint against Hortman following the move. 

"This is the biggest disappointment. I just feel gross coming off that Senate floor today," said Senate Minority Leader Mark Johnson. "The abuse of the rules, the unconstitutional bills that are coming off of there, and by the way, they use an alleged felon to pass these bills — the number 34 vote on a number of the controversial bills that came through this year — all to protect an agenda."

Johnson was referring to Sen. Nicole Mitchell, a Democrat from Woodbury, charged with felony burglary for allegedly breaking into her stepmother's home in Detroit Lakes last month. Her arrest initially threw the rest of session and Democrats' ability to pass their priorities into doubt, and the impact loomed large in the final weeks of session. 

Republicans repeatedly tried procedural moves to limit what Mitchell could do in the chamber and get Democrats on the record about the incident, including motions to force her recusal from voting on bills and to expel her from the chamber . 

But on controversial bills, Mitchell joined other members in the one-seat DFL majority to get their agenda passed.

The House adjourned after members returned later Monday so retiring representatives could bid their farewells in a speech, as is tradition. The Senate ended the year sine die at midnight.

Equal rights amendment, sports betting fail to pass

Some issues did fall by the wayside amid the end-of-session crush of legislation. The Minnesota House approved an equal rights constitutional amendment early Sunday that would've asked voters whether they wanted to enshrine protections from discrimination on the basis of race, sex, gender and more into the Constitution. The language would've also bolstered abortion rights. 

Supporters of the ERA are urging Minnesotans to call Gov. Tim Walz and demand a special session to get it across the finish line and primed for a vote on the 2026 ballot.

It was unclear in recent days if Senate Democrats had enough support within their own caucus to pass it, but Senate Majority Leader Erin Murphy said it didn't pass due to time limitations in the final hours.

When asked at a news conference Monday if he would consider bringing lawmakers back to St. Paul, the governor said no.

"I think there was ample opportunities to have a broader discussion around the ERA, which I think this civil rights issue is important," Walz said. "But overall, I think with the list of things you saw got done, the things that move Minnesota forward — governing is not a moment in time. It's what you do over time, and we were able to do that, continue that momentum. I feel pretty good about that."

Key negotiators working to broker a sports gambling bill also came up short, though they said they reached a framework for a deal that all stakeholders could get behind, calling it a "foundation for the future" to get it done.

After weeks of back-and-forth between Republicans and Democrats, negotiations between all four leaders collapsed, and they failed to put together a bonding bill — which requires a three-fifths majority — to fund infrastructure projects across the state. 

At the last minute, House Democrats passed a $71 million cash bill, but it did not pass the Senate before midnight, so it failed.
