Mafia 3 features three underbosses who can help you seize and maintain control of businesses, rackets, and Lincoln’s criminal empire. In addition to this, each Mafia 3 underboss brings his/her set of bonuses. As you progress through Mafia 3, you will recruit three gangsters as your lieutenants as well as their crewmembers during your journey through the game. These Mafia 3 underbosses include Cassandra, Thomas Burke, and Vito Scaletta.

Since managing an entire city on your own can be troublesome, you can always rely on these Mafia 3 lieutenants to help you out. However, do note that managing underbosses is a two-way street and you will have to complete side-missions for your lieutenants to keep them happy. Failure to do so will result in one or more of them turning against you.

Mafia 3 Underbosses and District Assigning

In this Mafia 3 underbosses guide, we have detailed everything you need to know about all three lieutenants in Mafia 3, their unique bonuses, a brief introduction for each of them, and the best districts to assign them. There are a couple of Trophies/Achievements associated with these underbosses as well.

These Trophies/Achievements are called ‘Just You and Me’ and ‘We’re in This Together’. We have also provided a brief overview of these Trophies/Achievements at the end of this guide.

Mafia 3 Cassandra Underboss She is the leader of the Haitian Mob in New Bordeaux. She operates out of a voodoo shop located in Delray Hollow. Known as the Voodoo Queen, her crew includes the following:

Assigning Districts to Mafia 3 Underbosses

As mentioned earlier, as you progress through the game and take over rackets, you will have to assign them to one of your lieutenants. Doing so will allow you to increase that underboss’s earnings and unlock new upgrades and favors.

After taking control of all available rackets in a district and eliminating the Marcano lieutenant overlooking them, you will be able to assign one of your lieutenant to look after everything. As mentioned earlier, it is important that you keep all your lieutenants happy to eliminate the chances of them turning against you.

To ensure this, try to distribute districts evenly. By doing so, you will not be able to enjoy the end-tier bonuses of an underboss but you will most definitely unlock ‘We’re in This Together’ Trophy/Achievement. Alternatively, you can simply boost one of your lieutenants while ignoring the other two until the end of the game to unlock ‘Just You and Me’ Trophy/Achievement.

From our experience so far, the following is the best way of assigning districts to your Mafia 3 underbosses:

  • Vito Scaletta = Frisco Fields, Downtown, and River Row
  • Cassandra = Southdowns, Barclay Mills, and Delray Hollow
  • Thomas Burke = French Ward, Tickfaw Harbor, and Pointe Verdun

The reason for this style of distribution is because Vito gets the more traditional ‘mob-ish’ places, Burke gets more shabby places, and Cassandra gets the rest.

4. Mafia III: Definitive Edition Story - Part 2

In this part of the story, you will now be given the option to decide how to assign rackets and districts that you take over. This is a rather important decision, as your choices can have major ramifications on your relationship to each partner. Assigning control of rackets and districts, and completing their agenda missions, is a good way to improve your relationship and gain an underboss' loyalty. Repeatedly giving more control of the city to one boss over another, or taking that control away by giving a district to a different boss than who was assigned the racket is a great way to lose favor and potentially earn a new enemy.

There are several achievements related to how you approach the remainder of the game. Due to competing achievements, you will want to either assign districts equally between the three, or deem only one as worthy and give them control of the entire city. Below is a breakdown of both options and which achievements can be earned accordingly.

Playthrough Option 1

Assign districts equally, each underboss getting control of three in total. Be sure to plan ahead by assigning both rackets to the intended district manager, otherwise you risk pissing off the person who lost control of a racket. Since each will control three districts at the end, you can also complete each of the underboss' five part agenda mission as well; earning those respective achievements. Completing the agenda missions should be enough to earn the loyalty each underbosses and the hopefully net you the prized Family achievement; you may have to complete a few trafficking missions for each boss as well.

*My progress was corrupted so I didn't actually earn this achievement, and I cannot be 100% sure that the trafficking missions are needed to obtain Family .

Playthrough Option 2

Decide on one underboss that you want to stick with until the end, and assign all districts to them. Whomever you chose, will not be getting assigned rackets ahead of time. Instead, be sure to assign a racket to each of the non-chosen underbosses. These two will then become increasingly upset by the loss of influence when handing over the district, which subsequently reassigns all associated rackets, to your chosen underboss. Eventually, both undesired underbosses will turn hostile, and begin to retaliate against you. You will then need to kill the two dissenters, before assigning the last district to the only remaining underboss to complete the achievement requirements. As an added bonus, putting all your eggs in one basket will maximize that underbosses earn and reward you with a larger individual kickback. Since you earn 2% of the underboss' total earn in kickback, once their total earn exceeds $500,000 you can go pick up your cut of $10,000 or more for another achievement.

Result - Just You and Me/Big Earner

It is recommended to choose Option 1 for the first playthrough, but that is up to you. Whichever option you choose, just do the other on the second run.

Trafficking Missions - Optional

After leaving the plantation house, you will usually be relatively close to one of the three random goods locations for any of the trafficking missions, and this is generally the most efficient time to pursue these missions. Just be sure that you speak to the underboss' lieutenant, initially, to get the mission objective to hijack the cargo location in the bayou. Additionally, be sure to return to them upon delivering the cargo to rest the objective for the next use.

District Takeover - Continued

Now that you have three new districts open, you will have to go meet Donovan to kick off each story mission. I strongly recommended that you work on taking over Tickfaw Harbor first. Successfully doing so will award you one of the best vehicles in the game.

You will usually have to meet Donovan at the mission waypoint to unlock the new racket contacts for the next three districts. In the below sections, I will list out all available objectives for reference as I did in the previous page, Story - Part 1 . Please note, the order in which the mission objectives are listed should not be taken as how they should be prioritized, instead this is just the order in which the mission lists them. Some objectives only become available after gaining intel from an informant, or another objective will lead into the next, which I will try to show through the outline format.

Some things to keep in mind during this next phase, is that not all objectives are created equal. Some tasks are unmarked, others spawn vehicles that drive around randomly, others direct you to the other side of the map, and some are simply not worth your effort. I will try to note these but just know you do not need to complete each objective. As long as you reach the required damage limit, there is no real need to complete any remaining tasks. Unmarked missions are stated as such in the outline below, for which the locations can either be found through wiretapping or happening upon them while exploring the district. I would argue these missions are a waste of resources to try and find, as wiretapping costs fuses. Instead, you can often spot one of these locations by noticing a few red dots on the mini-map that are outside of hostile areas.

District Takeover Mission – The Connection to Cuba – Frank Pagani

Mission - kill frank pagani: setup.

Infiltrate the tanager (large boat) and plant the tracker on the car in the hull, then escape.

Mission - Kill Frank Pagani: Takedown

Return to Donovan to receive a tracker, which you will use to locate Frank. Head north, as you get closer to the target the search radius gets smaller and eventually pinpoints his location at Pagani's Fine Motors. Once you enter the building, Frank will flee in his De'Leo Traviata. Since this is one of the fastest cars in the game, it is best to avoid a vehicle chase. You can bypass a car chase by destroying the car, or incapacitating him before he has time to escape. The easiest method will be to drop a proximity mine (preferred) or C4 (probably don't have this yet) in front of the garage door, allowing you to end the pursuit before it can start. If you have neither of those explosives, you can try to unload on Frank with your two-handed weapon as he tries to get the car started, hopefully dispatching him before he can flee; or you can try to use a standard grenade to destroy the car while it is still in the garage. If you kick in the front door, next to the garage door that opens for Frank to escape, you can then quickly move over to toss the grenade into the garage while Frank attempts to get into the car. Confront Frank when you are able to take over his district.

Completing this mission immediately calls another sit-down, allowing you to assign the district as you see fit. Just remember, that by assigning the district will also automatically assign both rackets to them as well even if other bosses were given control of them. So, if you didn't plan appropriately, you will likely offend and upset whomever loses control, good for Option 2 but bad for Option 1 .

You can either "Steal Dominick's Car" for a stealth method into the hotel, or head straight in for a harder/longer path to the target. After the confrontation, backtrack to the elevator to reach the hotel lobby, use the stairway in the back left (northwest) to go down to the garage for an easier escape, avoiding most of Marcano's men and the cops.

*There is a money exploit that occurs during this mission, and only while the drug racket mission is active. After tailing the red De'Leo 58 and discovering the stash location, eliminate the hostiles and take the $10,000 stack inside the warehouse. Leaving the area, at least 100m away, should produce another $10,000 stack in the same location for you to return to and collect. Exiting the game or returning to Big Jim to complete the mission will result in this glitch losing its respawning capability. This is a great way to grind out $500k collected in a single playthrough and avoiding the potential for the related achievement to become corrupt or glitch your progress. This is still working as of November 2020 and is unlikely to be fixed via a patch, so happy grinding!

District Takeover Mission (1/2) – The Poor Sumbitch – Judge Holden

You are now tasked with killing a judge as he is escorted by police from the courthouse. The easiest method for this is to plant some C4 in the road and detonate it when his armored car drives over it. Proximity mines are not as useful here as the escort police vehicle will trip it before the judge’s car can, meaning you would have to toss one at the car as it passes by. If you don't have either, a well timed/thrown grenade will also suffice. The convoy U-turns from the court house and travels towards the intersection that Donovan drops you off at. At the intersection, they turn left to head north. If you are having a hard time figuring out the path or where to place the charge, let the car go by to see where you can set up, then restart the checkpoint or allow the police to kill you. Once you have killed the judge, evade the cops to complete the mission.

Drive Donovan to the waypoint in the bayou. You will need to interact with all four marked charges, then use the detonator to stop the boat. Once you are able, jump into the water and quickly swim to boat to climb aboard. Head inside and follow the path available to eventually reach Uncle Lou.

Infiltrate the wake at the yacht club. You won’t have any weapons so just follow the mission tasks to play the part. Eventually the scene will change, and you can follow your target upstairs. When you get to the bar, grab the gun and eliminate the guards, then confront your target.

Now you will have to go find and rescue the nephew at the other end of the complex. Use the car outside to escape the area and evade the cops (the police dispatcher associate is helpful here) before taking him to Donovan.

Agenda Missions - Earn Loyalty

If all three underbosses are alive (Option 1), now is the right time to complete all three agenda missions, to earn your allies' loyalty and more achievements. This mission series is only fully accessible to underbosses who have control of at least three districts, so it is best paired with the Were In This Together achievement playthrough. You will need to speak to the underboss before the mission objectives advance, then return to them after you complete the task to complete the mission and earn your reward. Speak to them once more to start the next objective, if available, to keep making progress.

Stay down, and take cover against the wall on the left to make sure you're not spotted by the enemies. There's a window on the left that you can look through to see into the garage. Frank is sitting inside, next to his speedy sports car, with a couple of his men. You can kinda see where this is going, right? Frank has got the fastest car in the game (unless you've got some upgrades), and things are obviously gearing up for a big car chase through the city! Go back outside, and set up some C4 in front of the garage door right in front of Frank's Ferrari (De'leo Traviata). Then head back inside and start making your way through the building.

Head to the back of the hall, where there's an open door on the left. There's a man inside working on a printing press. He's easy to sneak up on for a silent kill. Then head toward the next room. There's a guy inside talking on the phone about all the boxes and boxes of money sitting around the place. He's looking the other way and is also primed for an easy silent kill.

You can hear Frank in the next room, talking to his men. He's unconcerned about you, because he's sure you'll never be able to catch him in is smokin' ride. Head to the door in the back. When you open the door, it trips an alarm. Frank will hop in his car and take off. When he drives over your C4, hit R1 to detonate it, destroying Frank's car and ending the chase prematurely. Now you just need to deal with one or two of Frank's remaining men, and you're home free.

Just walk up to the critically injured Frank Pagani and hold ⬜ to interrogate him.

| Tickfaw Harbor |

| Racket Assignment |

Tickfaw Harbor Contains the Car Theft, and Smuggling rackets. The district has a maximum income of $120,000. When you offer the district to Cassandra, you'll get the Deutsche M11B machine gun. It's not a great gun, but it features the highest ammo capacity of any gun in the game. Vito offers you the Masterson Phoenix Scoped - a revolver with a scope that can sub as a one handed sniper rifle. Burke will give you a Clipper .44, a handgun that packs a huge punch and is great in a fire fight. Any of these guns that you don't get as a favor will be available for purchase from the Weapons Van for $30,000 each.

Of course, if anyone owns rackets in the district and you don't give them the district, they will be very upset as they lose their income from those rackets.

With Tickfaw Harbor's close vicinity to Pointe Verdun, and Car Theft racket, this area seems custom built for Burke. For me, though, that didn't fit with my plan. I want Burke to get two districts that give him higher $140,000 incomes, to build up to an extra upgrade. So I gave this racket to Cassandra. Burke was unhappy with me, but he's not ready to shoot me in the face just yet. His loyalty level was down to 4 on a scale of 0-10, while Cassandra's loyalty was maxed out, giving me the trust trophy. Burke will definitely get the next district.

Of course, you may have a different plan than I had got handing out districts.

Additionally, completing this district gives you access to Frank's De'leo Traviata - the fastest sports car with the best handling available in the game - from Hank McGhee.

| Big Jim's beef with the local drug scene has left him open to working with you. |

Detective, Jim McCormick can be Found in the southeast corner of the French Row, in a little storage unit just off the bridge to Tickfaw Harbor. He's not exactly the most friendly to your cause, but he's willing to work with you and give you some information in hopes that you will help him shut down Doc Gaston, the leader of the drug ring in the district. Given your history of taking over crime rackets, as opposed to shutting them down, it seems unlikely that McCormick will be happy with your methods - or your results.

I recommend interrogating Buster Nunez, and Franz Nero. Then I recommend taking out the boathouse, and following the bagman back to his hideout to steal Gaston's money, while ignoring the mansion in the northwest section. Finally, go after his enforcer, Lester. You should be able to do any damage you still need while taking out Lester. Breaking up any of the little drug deals around town will net you an extra $500 each if you really want the cash. They're very easy mini-missions.

You can interrogate two of the three pushers. The first one will give you information about drugs being smuggled in on boats, and the second informer will give you information about a bagman who can lead you back to a stash house where Doc Gaston keeps a large sum of drugs and cash.

In most rackets, if you fail the interrogations the game will just cycle between available interrogation missions until you get it right. Here, you'll run out of interrogations to do. If you close the game and restart, it will repopulate the interrogation missions to give you another shot at them.

| ♦ Interrogate Pushers |

| Gaston looks past Eugenio Calabrese's quirks of dealing in a cemetery because he makes a shitload of money. Word is, a lot of that dough gets stashed among the crypts. |

Eugenio runs his business out the cemetery behind a church in the middle of the French Ward. He has a huge crew of guys rolling with him. It's advisable to sneak along around the outskirts of his crew, thinning them out with stealth and silenced weapons. But be ready for things to turn ugly at any moment. If things to go south, you probably just need to shoot Eugenio to keep him from running away. There's $2250 in cash next to the mausoleum in the middle of the map, but it doesn't count toward the damage for this mission.

You can sneak around the edges of the area and take down all but 4 of his crew - but those last 4 guys are right together. There's no way to kill them with stealth - unless you want to cheese the whistle mechanic to lure them over one at a time, which I generally refuse to do.

There's not really a good way to do this mission, though. Eugenio's car is on the southwest of the cemetery. Blocking access to the exit with a Pinkerton Titan will cause Eugenio to have to take a longer route to his car, buying you some time if he runs. But ultimately, if you get outside the cemetery you're screwed. There are cops everywhere out there, and if one of them sees you involved in a fight, the street will literally be filled with 20 or more police in under 10 seconds.

This is a much easier interrogation than the others, but it's not without its own set of difficulties. Buster can be found in a little bar near the middle of the French Row. It's just him and one other guy. They have a conversation, and then Buster sits down at the bar, while his friend goes over and leans against the wall. You can sneak up and kill the second guy, and then go immediately after Buster.

The difficulty comes with the bartender and waitress. They will call the police while you interrogate Buster. Either have Clicks disrupt the phone lines, or be ready to run out the back door and evade the police after the interrogation. If push comes to shove, there's an unlocked door in the alley that has an open hatch leading down to the canals under the city that you can use to easily escape the police.

Franz can be found just a few feet away from where you met Jim McCormick, hanging out in front of a long building with three of his goons. There's really not a good way to separate him from his crew. Drive around him to the south, out by the dock. Angle your car so you can use it as cover. Then start taking out Franz guys with a sniper rifle. As long as he's far enough away that he can't see you, Franz won't run. After you take out the rest of his guys, you can stay behind cover and wait for Franz to get close and then interrogate him - or you can go after him, but he'll run when you get close. If he makes it to his car, pull out a machine gun and put a bunch of bullets into the engine block to disable the vehicle and give you time to catch up with him. There's a bag of cash nearby that contains $1250.

| ♦ Destroy the Drug Resupply Boats | | ♦ ◊ Raid Mansion Drug Delivery | | Damage: $31250 |

This mission takes place on the river behind a mansion in the northwest corner of the French Ward. There are two boats docked behind the house that can be destroyed for $10000 damage each, and there are also two boxes of drugs that you can destroy for another $5000 damage each. There's a single stash of cash worth $1250. This mission is extremely difficult, and very cheap, and the reward for doing it is very small. This should be last on your priority list of missions to do in this area.

This would be a fun mission to do from a distance with a sniper rifle. Unfortunately that doesn't work because the mission is plagued with draw distance problems, and you won't actually be able to destroy a lot of the things you need to shoot to easily rack up damage until you get right up close.

You should approach from the front of the mansion. Be very cautious for roaming police as you start the mission out. Cops walk by the front of the house and drive down the street on a regular basis. You may need to take out a patrolling cop or two with a silenced gun to get enough peach to start in on this mission.

There are four guards roaming around the front of the mansion. They generally stay pretty far apart, and are easy to take down with a silenced pistol. From there, move behind the house and start picking guards off one at a time, starting as close to the house and the left side of the docks as you can.

Sooner or later, you're going to get spotted. There are a lot of places where guards will just automatically be alerted when you kill someone - even if they can't see them, and you make no noise. Be prepared to fight through the last few guys in a gunfight.

When you're finished with all the guards, you can destroy the boats by shooting the gas tanks next to them on the docks. If you need a little more damage, you'll have to toss a grenade into them. There's a table full of grenades to refill any you use in the little shed on the east side of the property.

An alternate approach to this mission is to just run over to the backyard of the house two houses to the left, and start picking off people with a sniper rifle. You'll be too far away for them to hear the shots or know where they're coming from. You can pick off everyone in the back yard, and then sneak in to destroy the boats and the drugs after everyone is dead. You need to clear the yard before you do this, by knocking everyone out or killing them, or you'll have citizens calling the police on you while you're trying to shoot the bad guys.

If you have access to the rocket launcher, that would be an alternate way to clear this mission from a distance. Exploding Zemis might work well, too, drawing enemies up to the gas tanks and then exploding and setting off the gas tanks as well.

| ♦ Destroy the Drug Resupply Boats | | ♦ ◊ Raid Boathouse Drug Delivery | | Damage: $26000 |

In contrast to the mansion mission, this mission is quite easy and pays out quite well. This mission takes place in a boathouse in the very southwest corner of the French Ward, just south of where you met with Jim McCormick.

There's a locked door on the front of the boathouse. Break the lock and sneak inside. There are three guys inside playing poker, and another guy who is walking around nearby. Occasionally, he goes over next to the table to watch the game. Take cover against the brick wall on the right after you come in the door. When the fourth guy goes over to the poker table, toss a grenade to take down all four at once. Make sure the grenade actually strikes one of the poker players. I you hit a guy directly with a grenade it will explode instantly, where if it lands on the floor it takes a second, giving enemies a chance to dive to safety.

There are two more guys down by the dock who will be alerted by the noise and will come to see what's going on. Keep in mind that there is a door on the left side of the building that they will likely come through, rather than coming around the way you'd expect them to.

There's a boat you can destroy for $10000 damage, and two crates of drugs worth $5000 damage each. There is also $6000 cash floating around the tables. Note that your grenade will have smashed the tables and scattered some of the money around on the floor.

| ♦ Tail Bagmen to Find Gaston's Stash | | Damage: $27000 |

After your second interrogation, you'll start to see enemies driving around in red De'leo 58s. Follow one of these cars and it will lead you back to a small warehouse where Gaston stashes his drug money. Pull out a silenced handgun and cycle targets to the driver. Then as soon as you see the car pulling into a little alley, shoot the driver, so you won't have to deal with him later.

There's a guard outside the warehouse who you can easily take down with a silenced weapon before you get close enough for him to realize you're a threat. Inside, there's only one guard roaming around, who you should kill with a silent takedown. Six more people are either playing poker, or watching the game, in the back. A well placed grenade will kill most of them. You should be left with no more than 2 guys to kill.

Killing the actual bagman is worth $2000 damage. There's also three crates of drugs in the back worth $5000 damage each. Finally, there's a huge stack of cash on a table in the back, worth $10000.

After you've done this mission, you'll continue to see bagmen driving around in red De'leos. While there's no point in following them a second time, you can continue killing the bagmen for $2000 damage each time.

However - if you don't destroy any of the drugs during the mission, you can keep doing this mission over and over, picking up the cash every time, and the $10,000 cash will respawn every time!

| ♦ Kill Gaston's Enforcers | | ♦ ◊ Lester Terriot | | Damage: $43500 |

This mission is worth a ridiculous amount of Damage. This by itself is almost enough to end the drug missions. Killing Lester himself is worth $10000. There's a crate of drugs nearby that's worth $5000. There's $3500 in cash in the building with Lester. Finally, there's a small storage room nearby with 5 crates of drugs, worth $5000 each.

Unlike most enforcer missions to this point, there is not an easy way to just take Lester out from a distance with a sniper rifle. You're going to have to work for this damage.

The mission takes place in a complex toward the east side of the French Ward. There's a fence with barbed wire on the top, running most of the way around the complex. You can only approach from the southwest. Lester is in a small building on the northeast, nowhere near any doors or windows. There is a back door on one of the buildings on the northwest than you can break open the lock to come up behind some of his men, but there are multiple men in the building. Nothing about this will be easy.

Lester has 7 men - in addition to himself, in a very small area. It's too small for any particular plan of action for stealth. It is possible to clear the room without anyone ever seeing you using a silenced weapon - but it's quite difficult. Be prepared at all times for this thing to devolve into a gunfight.

Of course, another option is that you could use a screaming zemi and follow that up with a grenade to thin the ranks before the fight.

| ♦ Kill Gaston's Street Dealers | | Damage: $2500 x 7 |

There are seven of these mini-missions spread out throughout the district. They're all pretty close to the same. There will be two drug dealers loitering around, often with a customer nearby. There will usually be one additional mob guy there protecting them. At least one group has 2 mob protectors. Killing the drug dealers causes $1000 damage each to the drug racket. There will also be a bag nearby containing $500 in drug money that you can steal.

After you've done enough damage, return to the warehouse in the southeast of the French Ward to talk to Jim McCormick again. As always, talking with McCormick after healing enough damage will remove all racket missions from the map, so only do this if you're ready to move on with the game.

| ♦ Confront Doc Gaston |

Gaston is in an underground Jazz club on the west side of town, taking stock of the damage. It's a location you've never visited before. You can find an entrance inside a Jazz club called bigmouths. There's a stairway leading down in the back. But if you go in that way, you're almost assured to get in a fight and have to shoot your way through the club.

Instead, head down the alley just to the left of the club, to reach the back alleys behind the club. There's a small shed out back with a bouncer standing guard in the doorway. Sneak around the back of the building, and you can take cover behind him and get him with a corner takedown. Inside the shed there's an open hatch, with a ladder leading down.

At the bottom, continue forward into the next room, with a staircase that spirals down along the walls to a lower level. Take the stairs down. You'll hear a couple of guys up ahead talking about drugs. Sneak forward. These two are in the next room, facing away from the door, standing in front of a couple of crates. Take cover behind the crates, and wait for one of the guards to walk off, then pull the other guard over the crate with a silent takedown.

Move into the next room. There's a big purple light in the middle of a large round room with a big party going on. Turn left and go down the stairs, past a couple of partiers who are making out. Moving down the stairs you'll come to a place where the hall splits and goes left and right. If you go forward, you'll go back upstairs to the balcony that runs around the room. Turning left will take you to the entrance inside the jazz club. Turning right will take you down into the room with the purple lights and the party.

First, there's a guy on the left that you need to take out. He's just a stationary guard, but you need to kill him to make sure he doesn't spot you while you're waiting for an opening to make your way into the circular party room. You can just go straight up to him for a silent kill. He's looking in your general direction, but not right at you, and you'll reach him before he realized what's going on.

Now return to the hallway with the stairs and take cover at the corner leading into the center room. There are two guards sitting at the bar on the opposite side of the room. They're looking at the bar, facing the wall and won't see you as long as you make no noise. There's a single guard patrolling the room. You can kill this guard, but that will disrupt the party, and probably make a log of people spill their drinks, and you don't want to commit a party foul. Also, there's a really annoying girl in body paint who will freak out if a disturbance is made, and she's so annoying that you'll almost be forced to murder her face off just to get her to shut up. Wait until the guard moves toward the right side of the room, then slip in and sneak around the left side of the room. There's an exit just to the left of the two guys sitting at the bar that you'll want to take.

Head into the hall immediately and turn left, so the guy patrolling doesn't come back your way and spot you. There's a weapon locker here with a Tac-Vest in it. If you grab the Tac-Vest, remember to crouch back down again before you start moving, or you'll make noise running and give away your position.

There's a sentry guarding the exit at the back of this room. He's looking in your direction. Take cover against the wall, and pop around the corner for a headshot with a silenced weapon.

When you go through the exit that the sentry was guarding, there's another guard up on a walkway a few feet up who is looking your direction. If you take cover immediately behind the crate in the middle of the room he won't get a good look at you, but he'll come to investigate, and you can kill him with a corner takedown when he gets close. Head up the stairs onto the walkway, then turn left and go through a door into the next room.

Doc Gaston is in the next room, talking to one of his goons. Eventually The Doc will slit the guys throat, killing him. Now it's just you and the Doc. He will walk over and lean against the wall. Once he reaches the wall he'll turn around and be able to see your approach. It's best to hurry in as soon as he's done with his henchmen to close the distance before he gets to the wall. If he does see you, it's just you and him, so it's not like it would be a difficult fight.

After I took over the club, I found $12,000 in cash floating around the place.

The drug racket is worth a maximum of of $70,000 in income. Cassandra will offer to upgrade your cars with vehicle armor to reduce damage from wrecks and gunfire. Vito will offer to put a supercharger on your vehicles, greatly increasing top speed and acceleration. Burke will offer you bulletproof tires, making it so that the cops, or other enemies, can't disable your car by shooting out your tires.

With it's proximity to downtown it would make a lot of sense to give this to Vito. With the drug racket being an extension of Cassandra's smack racket, as well as the Jazz club that fits very closely with Perla's, which Cassandra controls, it would also make sense to give to Cassandra. But neither of those options fit with my overall plan. I needed the $70,000 income rackets for Burke to unlock the upgrades I want. So I gave this racket to Burke.

Your old buddy Harold Cauley, the reporter who helped you in the downtown district, is hoping to stir up some steamy headlines with the Sex racket in the French Ward. Cauley can be found in a little dance club called Les Dames Rouges in the middle of the French Ward, up the street from Bigmouth's jazz club.

You can do 2 of the 4 interrogations. Only 3 will ever show up at any given time on your map. The first successful interrogation will reveal the location of the Plow House - the hideout for this racket - and information about Harry's rich, kinky VIPs that frequent the place. The second interrogation will give you the location of an orgy, with rich patrons. There should be a lot of money on hand that you can steal. And boobs.

This mission takes place in a little garage in the northeast area of the French Ward. The garage is back behind another building, off the street, which is good, because there's a cop patrolling on the street.

There's a single guard patrolling the front, and another guard patrolling behind the building. They are easy to sneak up on and dispatch. After you take out the guards outside, you should enter through the front entrance. Billy Zaccaro is having a discussion with one of his henchmen. Take cover behind the mattresses, just inside the building. Being behind the mattresses - not the crates - will make sure you're far enough away to not get spotted. When the discussion is over, Billy's guy will walk toward the front door, and you can kill him with a corner takedown. Wait for the sentry to walk behind the set, and then take him out with a silenced weapon. The guy on stage will see the body and to go investigate, and you can kill him the same way. Then you can just go right up to Zaccaro for an interrogation.

There's $750 behind the set. There are 2 boxes of porn on the east side of the building that you can destroy for $2500 each in damages, and another 3 boxes in the building just to the east.

Freddie hangs out peddling his girls behind a grocery store in the north-central area of the French Ward.

There are only three guys here, including the guy you need to interrogate. Still, this is a surprisingly difficult interrogation. They all stay right together all the time, and the girls around the area will call the police if you start trouble. Sneak up behind the car. Freddie has a conversation with one of his men. After it's done, one of his girls goes up and talks to him and gives him money. Wait until this girl leaves and Freddie rests against the side of the building, then move around the corner and quickly rush him for an interrogation. You're outside of the range of the other girls, and the two guys won't shoot while you're holding a knife to their boss' throat. As soon as you're done with the interrogation, open up on these two with a machine gun, then run down the alley away from the street, as someone will certainly have called the cops by this time.

Pietro lovine can be found around a fairly nice hotel near the Bigmouth Jazz club. You should approach from the east. As you approach the yard, you'll notice a sentry on the balcony on the building to the left. Sneak up to the stone wall at the entrance to the courtyard. Make sure nobody is looking, then slip inside and go up the stairs on your left to get up to that balcony. Sneak up and kill the sentry. Then head over to the far side of the balcony, where there is a group of people chatting. Go punch one of them out. This will scatter the group and make them run away, so they won't call the cops later when things get more violent. After a few moments, Pietro will come up the stairs underneath you. He'll stop in the stairwell to talk to one of the hookers - who isn't there because she ran away when you punched that guy out - so Pietro will just stand in the stairwell. You can sneak up and interrogate him at your leisure. There's $750 sitting in the room upstairs, near a record album collectible. Be careful not to get spotted by the remaining guys on your way out.

This mission takes place in between the buildings of a strip mall in the eastern area of the French Ward. The obvious approach is to go around to the back of the buildings in order to attract less attention from passing mall patrons.

Make your way over to the right side and take cover beside the building. After Marco finishes his conversation, his henchmen will come over to take a leak behind the dumpster. If you're waiting by the building before he gets there, it's an easy corner kill.

Then move to the left side of the building to get a better angle on Marco and his other goon. Pop around the corner and shoot his other henchman in the head with a silenced gun, and immediately duck back behind cover. If you do it quickly enough, Marco won't see you and he'll come to investigate and you can interrogate him as he comes around the corner.

| ♦ Kill the Kinky Patrons |

| Shake things up by taking out these wealthy patrons with unique tastes. |

The first interrogation you do gives you information about the 'Plow House' - the inelegantly named brothel run by "Handsome" Harry. There are three very rich customers frequenting the place that like to hurt the girls. Killing these men will make the world a better place, and do immense damage to Harry's operation. This area is the hideout for this racket that you'll take over later. Therefore, I don't pick up any of the money here until later when I own the place and can walk around and do it without worrying about having someone come in and spot me.

The main entrance for the place runs as a flower shop cover on the southeast side. While you can certainly use that entrance without getting spotted, I recommend going down the street a little ways to the southwest. There's a small entrance to a back alley that goes all the way through the block. About halfway through, on the right side, you can find a side entrance to the brothel. There's a sentry down the hall, but when you enter the hall, he'll turn around and walk off the other direction, heading upstairs. You don't need to worry about him.

Your first target is in a room immediately on your left, through a wide open door. He's got a girl tied to a chair and is screaming at her. It looks like he has something really bad planned. He's facing away from the door. You can slip in and kill him easily. You can release the girl from the chair by holding ⬜ next to her if you like.

Exit out the room the way you came and continue down the hall, following it as it turns right. There are a bunch of wine bottles in a wine bottle rack along the wall, and a stairway to the left. Head up the stairs. There's a guard in the bathroom near the top of the stairs, but he won't notice you. Turn left at the top of the stairs and move down the hall. There are two doors on the right. The second door has a sentry. Go to the first door and open it. It leads to an empty bedroom. Go in the room, then hop out the bedroom window onto a balcony. Turn left and move along the balcony, watching the windows on the right. Inside one of the windows, you'll find a guy in his underwear who seems to have killed the prostitute he was sleeping with. Hop into the window and murder this monster.

Exit back out the window, and continue along the balcony the way you were going. There are two guards in a room on the northwest side of the complex, but they're looking away from you. Just keep moving counter clockwise around the balcony. There's only one room along the northeast side, and Captain Pennies is inside - dressed as a half-naked clown with a tricycle nearby - boring the life out of a prostitute by regaling her with stories of how he scams old people and minorities out of their money. You can enter through the door or the window. It really doesn't matter. Just kill this clown.

Exit the room, and go down the stairs nearby to the courtyard below. Head southeast through the courtyard, past the fence in the middle that divides the courtyard in two. There are two guards on the upper levels who can see you from here. As long as you don't dawdle, you'll be fine. Once you're past the fence, turn left and head to the end of the yard in that direction, where you'll find a small stairway leading up a few feet, between two brick walls. Head up these stairs and continue through the door at the top, into a garage. You're home free from here. There are a couple of crates on the right, just outside the garage, that you can climb on and use them to hop the fence, then there's an exit out to the street just on the other side of the fence.

There's a huge reward for doing this level, and there are very few guards to get through. And there's a bunch of money too. ba'dum tsssss.

The orgy is taking place at a warehouse on the east side of the district. This is the same warehouse setup as you've seen in several other missions. There's one guard serving as bouncer at the front door. He's easy to take out if you want to go in that way. There's a staircase on the back of the building leading up to a 2nd floor entrance. The door is unlocked. There are two guards talking inside. After they're done talking they'll stay in the room, but they'll both position themselves looking away from you in different directions, making them extremely easy to kill.

There are two guards inside the main warehouse, down at ground level. One is on the left side, and the other is back working the bar on the right. I'll assume you don't want to wreck the party. There's a barrel on the left at the top of the balcony. Take cover behind the barrel and whistle to draw the guard upstairs so you can kill him without disturbing the guests. Then head to the other side of the balcony and take cover behind one of the covered spots in the railing and wait for the guard below to walk up to the bar and whistle to attract him. There's no good place to sneak up on him, though, so after you whistle, move and take cover behind the couch next to the wall. When he gets up to the top of the stairs, whistle again to lead him over to the couch where you can kill him without making a stir.

The cash is on a small table behind the bar. There's a whopping $20,000!

Irving Pichot can be found in a small upstairs room in the middle of a block near the east corner of the French Ward. Come in from the northwest. Their's a path above the courtyard, where you can get a clear shot a Pichot with a sniper rifle. Before you take the shot, take cover against the planter by the stairs and wait for a moment. One of his guards will come up the stairs. Take him out so he doesn't come up and surprise you from the side while you're aiming at Irving.

There's $2000 in Irving's room, if you feel like fighting all the thugs to get to it.

| ♦ Kill “Handsome” Harry's Enforcers | | ♦ ◊ Ernie Lupo | | Damage: $29500 |

| Ex-military officer and close pal to "Handsome" Harry. | | As a gift for his service, Harry's got him keeping one eye on a porno shoot and the other on the smut they're storing downstairs. |

Ernie Lupo can be found doing a porno shoot in what looks like an auto garage on the east corner of the French Ward. While the back door might seem like a better choice, I recommend going in the front door. It leads you to a hall / office that is unguarded.

There are two guards discussing the topless dancing girl. After their conversation, one of the guards will walk past you, but he'll go the opposite direction, up a short staircase in front of you. Follow him up the stairs and do a silent takedown. He'll fall in front of the open door, which will attract the sentry inside to come take a look. Take cover against the door and kill him with a corner takedown when he gets close.

In the room he came from, you'll find $2000 and two boxes of porn you can destroy for $2500 damage each. Ernie is in the next room, watching two topless girls make out for the camera. There's another guy in the room, though. Wait until they're both facing the same direction, one in front of the other, then slip in and kill them one at a time with silent takedowns.

Return back the way you came, but when you get to the bottom of the stairs, turn right and go down another set of stairs to a basement area. There are three more boxes of porn you can destroy down here. When you're done, you can just leave out the back door at the back of the room.

| ♦ Kill “Handsome” Harry's Enforcers | | ♦ ◊ Oscar Sabato | | Damage: $17000 |

| "Handsome" Harry's got no bigger scumbag among his ranks than Sabato. This douchebag takes each one of his girls upstairs to get his "personal" stamp of approval. |

Oscar Sabato is in a small motel, or maybe it's apartments, in the south area of the French Ward. He's upstairs in a room, getting a lap dance from one of the girls. There's no way to get a clean shot at him without clearing out his guys and going up to his room. It's best to bring a silenced pistol and a good machine gun, as the silent approach is not likely to get the job done.

This is a very small, open area. It's unlikely you'll be able to complete the whole area using stealth. Approach from the southwest. You'll see one of the goons slapping around one of the prostitutes. There are two more goons talking behind him. You need to wait for them to stop talking, and for one of them to walk off to the left where he can't see you, then pop around the corner with a silenced gun, and kill the guy who was beating the girl.

The other guys in the area will see him go down, but they won't know exactly what killed him. After a moment, one of them should come to investigate and you can kill him with a corner takedown. Another guy will head up to investigate the body, with no idea where the shot came from. Pop around and kill him with a silenced gun too. A fourth guy should see him drop and come to investigate and you can get him with another corner takedown. There's only one more guy. He may make his way over to you, or you might have to go after him. Either way, he's all alone.

If things went as planned, Sabato will not have been alerted to what was going on, and is still happily getting his lap dance upstairs. It's extremely dark in the room. It's not advisable to go in. You'll be fighting blind. Kill Sabato by popping around the corner and filling him full of lead. There's $1250 in the room, and another $750 sitting at the bottom of the stairs outside.

| ♦ Kill Limo Patrons | | Damage: $10000 each |

Occasionally you'll see one of these limos driving around town. Killing the guy in the back seat on the right will do $10000 in damage to Harry's racket. If you have a silenced pistol, you can cycle through to targeting enemies and you can shoot the guy in the head and nobody in the limo will even notice. You don't get any extra damage for actually destroying the limo. My guys back at Bigmouths will occasionally start fights with passing limos, killing the patrons for $10000 damage without me doing anything.

These little mini-missions are scattered all over the French Ward - mostly in the center of the district. They only show up on the map if you wiretap the area. They usually feature two guards, a box of porn you can destroy for $2500 damage, and $1500 in cash that you can steal.

After you've done enough damage, returning to the dance club and talking to Cauley will allow you to go after Harry at the Plow House. Talking to Cauley will remove all Sex racket missions from the game, so only talk to him when you're ready to continue on with the game.

| ♦ Confront “Handsome” Harry Robicheaux |

At this point in the game, enemies are becoming more aware of you. They'll be alerted more easily when you kill someone with a silenced weapon, and will pay closer attention to the reactions of neutral characters than they have in the past. You have to make sure you're in a defensible position when you kill someone with a silenced gun, so that you can hide and sneak up on anyone who comes to investigate, and always make sure there's no one who could see you who isn't going to be dead after you pull the trigger. You need to be capable of reacting and adapting quickly if things don't go as planned. The strategies presented here work - but there's a lot that could go wrong that could change things on the fly.

Approach the Plow House from the northeast side. There's a garage with a spiked fence in front of it. You can use your car to plow through the fence, so you can enter the garage. Exit out the back of the garage, to an area with a short staircase between two brick walls, leading down to the yard. There are two guys having a conversation in the yard. Take cover behind the barrel a few feet behind them. You might need to take cover behind the stack of wood boxes on the other side of the walkway to trigger their conversation. After the conversation, one of the guys will walk across the yard to the bar. Don't go after the other guy just yet. A sentry from the bar will make his way across the yard in a few seconds. He will walk around and go up the stairs behind you. Stay put behind the barrel until he gets up the stairs where he can't see you, then step out and take down the guy left standing in the yard.

Make your way across the yard to the bar on the other side. There are sentries up on the balconies who can see you, but as long as you don't linger, you should be fine. Once you reach the bar, make your way to the stairs in the back. There's a guard at the top of the stairs who will see you if you go straight up. He can't see you at the bottom of the stairs, though, and you can see him. Line up a shot and shoot him in the head with a silenced weapon.

Go up the stairs, then turn around and make your way back out to the balcony. There's a sentry on the right, but he's off far enough that he won't notice you. Ignore him. There's a sentry patrolling the balcony to the left. Take cover at the corner of the balcony and wait for him to get close. He won't ever get close enough for a corner takedown. Wait until he turns around to walk back the other way, then step around the corner and do a takedown on him from behind.

Harry is just ahead. Continue across the balcony. Don't go into the room on the side. At the other side of the balcony, there's a door leading into the room where Harry is screaming at a couple of his guys. Eventually he'll lose his temper and shoot one of them. The other guy walks away, and Harry will turn to the wall. You can now slip in right behind Harry for the takedown.

After I took over the Plow House, I found $13,250 laying around, and the retaliation squad of course came after me while I was searching the place and was killed by my men without me having to do anything.

History [ ]

Each district in New Bordeaux contains two rackets, each run by their own Racket Boss , that Lincoln Clay will have to take over in his attempt to take down the Marcano Crime Family . Information on rackets, their location, and who runs them is obtained through Racket Contacts , and in some cases by interrogating various Racket Informants found in the district.

The initial income earned from each racket is dependent on whether or not Lincoln recruits the racket boss and informants while he's taking over the district. Recruiting a racket informant will raise that racket's earn by $1000 - $4000 per informant, while recruiting the racket boss will raise the earn by $2000 - $5000. Regardless of choices made, to raise the racket to its full earn potential Lincoln will have to perform trafficking runs and drop the shipments at the racket for them to sell. Perks received from Lincoln's underbosses are dependent on their total earn.

Safehouse [ ]

Once rackets are taken over they become safehouses for Lincoln. Most contain various supplies he can obtain for free, such as Medicine Cabinets and Weapon Lockers that contain a weapon and ammo or a Tac-Vest . He may also go to them if he is being chased by a retaliation squad and the guards there will defend him with their lives.
