The Project
The story of technological revolution in modern America is dominated by the internet. With the click of a button, a person can instantly access troves of information that once filled entire libraries and disseminate their thoughts and experiences to millions of people. This democratization of knowledge and influence comes with incredible opportunities but also immense challenges. How should policymakers think about the digital platforms that have become embedded in our social and civic life?
To answer this question, the American Enterprise Institute invited leading scholars working at the intersection of technology, law, politics, and culture to meet and discuss some of the most pressing policy debates in this field: whether social media companies should be governed by antidiscrimination rules, whether it’s possible to reduce the knowledge gap between regulators and internet innovators, what best practices should guide improving broadband access for underserved communities, and much more. Their discussions gave rise to reports exploring these complicated questions. By offering multiple perspectives on key topics, the Digital Platforms and American Life project aims to clarify the points of debate and possibilities for agreement and reform as we continue to navigate our increasingly digitized world.
This report series is edited by AEI Senior Fellow Adam J. White , an expert on administrative law and telecommunications regulation. The project is generously supported by the John S. and James L. Knight Foundation.

Their scholars also examine issues such as the financing and regulation of health care, prescription drug pricing and competition, Medicare and Medicaid reform, and the opioid epidemic.
AEI’s foreign and defense policy scholars believe that American global leadership is vital to a peaceful, prosperous, and free world. Additionally, their research focuses on both today’s threats and tomorrow’s challenges. Topics of study include national security and defense, global terrorism, transnational threats, and economic statecraft, across several regions and countries.
AEI’s politics and public opinion scholars are highlighting the links among the pressing demographic, social, economic, and political issues of our day. They also call attention to trends that characterize American life. Their research is informed by the understanding that freedom and prosperity depend on healthy social and political institutions.
AEI’s poverty studies scholars aim to maintain the nation’s progress in improving poverty while identifying public policy innovations needed to increase economic and social success. Meet the Experts
Scott Winship
Scott Winship is a senior fellow and the director of the Center on Opportunity and Social Mobility at the American Enterprise Institute (AEI), where he researches social mobility and the causes and effects of poverty. He also focuses on economic insecurity and inequality, among other issues.
Kevin Corinth
Kevin Corinth is a senior fellow and the deputy director of the Center on Opportunity and Social Mobility at the American Enterprise Institute (AEI), where he researches economic opportunity, social mobility, poverty, safety-net programs, and homelessness, among other issues.
Center Scholars
Robert Doar is the president of the American Enterprise Institute.
Mr. Doar became AEI’s 12th president in July 2019, leading one of the nation’s oldest and most respected public policy think tanks. Since becoming president of AEI, Mr. Doar has recruited dozens of leading scholars and fellows across multiple issue areas and launched a new research division focused on Social, Cultural, and Constitutional Studies.
Robert Doar
Angela Rachidi is a senior fellow and the Rowe Scholar in opportunity and mobility studies at the American Enterprise Institute (AEI), where she studies poverty and the effects of federal safety-net programs on low-income individuals and families in America. This includes programs that provide cash assistance, food assistance, childcare, and tax credits. Her research primarily focuses on the relationship between employment and poverty, specifically the effectiveness of government programs and policies in increasing employment and long-term family well-being.
Dr. Rachidi has testified before Congress as an expert on federal safety-net programs, including Temporary Assistance for Needy Families, the Child Care and Development Block Grant, the Supplemental Nutrition Assistance Program, the earned income tax credit, and the child tax credit.
Before joining AEI, Dr. Rachidi spent almost a decade researching benefit programs for low-income populations in New York City. From 2007 to 2015, she served as a deputy commissioner in New York City’s Department of Social Services, where she oversaw the agency’s policy research and program evaluation efforts. She has also evaluated the effectiveness of government programs at research firms ICF International and Mathematica.
Angela Rachidi
Senior fellow.
Naomi Schaefer Riley is a senior fellow at the American Enterprise Institute, where she focuses on child welfare and foster care issues. Specifically, her work analyzes the role of faith-based and community organizations in changing the foster care and adoption services landscape. She also studies how race, class and family structure affect foster care placement and services and the impact of the drug crisis on child welfare. She is concurrently a senior fellow at the Independent Women’s Forum.
Ms. Riley’s books include No Way to Treat a Child: How the Foster Care System, Family Courts, and Racial Activists Are Wrecking Young Lives (Bombardier Books, 2021) and Be the Parent, Please: Stop Banning Seesaws and Start Banning Snapchat: Strategies for Solving the Real Parenting Problems (Templeton Press, 2018). Her book, Til Faith Do Us Part: How Interfaith Marriage Is Transforming America (Oxford University Press, 2013), was a New York Times Book Review Editors’ Choice. She was interviewed by Brian Lamb on C-SPAN’s Q&A about her book The Faculty Lounges: And Other Reasons Why You Won’t Get the College Education You Paid For (Ivan R. Dee, 2011).
Naomi Schaefer Riley
Paul Ryan, who served as Speaker of the US House of Representatives from October 2015 to January 2019, is a distinguished visiting fellow in the practice of public policy at AEI. He is also a professor-of-the-practice at the University of Notre Dame, where he is teaching political science and economics. At AEI, Speaker Ryan’s work focuses on opportunity, mobility, the social safety net, and entitlement reform.
During his tenure as the 54th Speaker of the US House of Representatives, he spearheaded efforts to reform the nation’s tax code, rebuild America’s national defense, expand domestic energy production, combat the opioid epidemic, reform the criminal justice system, and promote economic opportunity. He has also served as chairman of the House Ways and Means and chairman of the House Budget Committee. For two decades he represented Wisconsin’s 1st Congressional District, and in 2012, he was selected to serve as Gov. Mitt Romney’s vice-presidential running mate.
Speaker Ryan is a graduate of Miami University in Ohio, where he majored in economics and political science.
Visiting Fellow
Matt Weidinger is a senior fellow and Rowe Scholar in opportunity and mobility studies at the American Enterprise Institute (AEI), where his work is focused on safety-net policies, including cash welfare, child welfare, disability benefits, and unemployment insurance.
Before joining AEI, Mr. Weidinger served as the deputy staff director of the House Committee on Ways and Means and as the longtime staff director of its Subcommittee on Human Resources, with jurisdiction over safety-net programs. He began his career on Capitol Hill as a legislative assistant for Rep. Clay Shaw (R-FL). He also served on the staff of the 2012 Republican Platform Subcommittee on Economy, Jobs, and Debt.
In addition, Mr. Weidinger has been the principal editor of several editions of the House Committee on Ways and Means “Green Book,” a multi-chapter volume providing background materials and data on tax, health insurance, Social Security, welfare, trade policies, and statistics. He was also a primary staff author of the landmark 1996 welfare reform law (The Personal Responsibility and Work Opportunity Act).
Mr. Weidinger has an M.A. in political science from the University of Chicago and a B.S. in foreign service from the School of Foreign Service at Georgetown University.

Brad Wilcox is a nonresident senior fellow at the American Enterprise Institute (AEI), where he directs The Home Economics Project. Inaugurated in fall of 2013, the research project explores the links between family and the economy at home and abroad,
Wilcox is also Professor of Sociology at the University of Virginia, where he directs the National Marriage Project, and a senior fellow at the Institute for Family Studies. He has been a research fellow at Yale University, a research associate at Princeton University, and a Civitas Fellow at the Brookings Institution. He is additionally the author of “When Marriage Disappears: The Retreat from Marriage in Middle America” and the coauthor, with Kathleen Kovner Kline, of “Gender and Parenthood: Biological and Social Scientific Perspectives.”
His research on marriage and family life has been featured in CBS News, National Public Radio, National Review, NBC News, The Atlantic, The New York Times, The Wall Street Journal, and The Washington Post, among other media outlets. He also consults regularly with companies on fertility and marriage trends in the United States.
Wilcox has a master’s degree and a doctorate in sociology from Princeton University. His bachelor’s degree in government is from the University of Virginia.

Robert Cherry is an adjunct fellow at the American Enterprise Institute, where he focuses on economic mobility, poverty, workforce development, and the US labor market. Ian Rowe is a senior fellow at the American Enterprise Institute, where he focuses on education and upward mobility, family formation, and adoption. Mr. Rowe is also the cofounder of Vertex Partnership Academies, a new network of character-based International Baccalaureate high schools opening in the Bronx in 2022; the chairman of the board of Spence-Chapin, a nonprofit adoption services organization; and the cofounder of the National Summer School Initiative. He concurrently serves as a senior visiting fellow at the Woodson Center and a writer for the 1776 Unites Campaign.
Until July 1, 2020, Mr. Rowe was CEO of Public Prep, a nonprofit network of public charter schools based in the South Bronx and Lower East Side of Manhattan. Before joining Public Prep, he was deputy director of postsecondary success at the Bill & Melinda Gates Foundation, senior vice president of strategic partnerships and public affairs at MTV, director of strategy and performance measurement at the USA Freedom Corps office in the White House, and cofounder and president of Third Millennium Media. Mr. Rowe also joined Teach for America in its early days.
Howard Husock is a senior fellow in Domestic Policy Studies at the American Enterprise Institute (AEI), where he focuses on municipal government, urban housing policy, civil society, and philanthropy.
Before joining AEI, Mr. Husock was vice president for research and publications at the Manhattan Institute. He has also been a director of case studies in public policy and management at the Harvard Kennedy School, a member of the board of directors of the Corporation for Public Broadcasting, and a journalist and Emmy-winning documentary filmmaker.
Mr. Husock has been widely published in policy journals and the popular press, including in The New York Times and The New York Times Magazine, The Wall Street Journal, The Atlantic, The Hill, New York Post, New York Daily News, The Boston Globe, The Chronicle of Philanthropy, City Journal, Forbes.com, the Journal of Policy Analysis and Management, National Affairs, Reason, The New Republic, Washington Examiner, and The Wilson Quarterly.

Brent Orrell is a senior fellow at the American Enterprise Institute, where he works on job training, workforce development, and criminal justice reform. Specifically, his research focuses on expanding opportunity for all Americans through improved work readiness and job training and improving the performance of the criminal justice system through rehabilitation and prisoner reentry programs.
Before joining AEI, Mr. Orrell worked in the executive and legislative branches of the US government for over 20 years. He was nominated by President George W. Founded in 1938, the organization is aligned with conservatism and neoconservatism but does not support political candidates. Which Organizations Are Here?
Every organization that has been recognized as tax exempt by the IRS has to file Form 990 every year, unless they make less than $200,000 in revenue and have less than $500,000 in assets, in which case they have to file form 990-EZ. Organizations making less than $50,000 don’t have to file either form but do have to let the IRS they’re still in business via a Form 990N "e-Postcard."
Nonprofit Explorer has organizations claiming tax exemption in each of the 27 subsections of the 501(c) section of the tax code, and which have filed a Form 990, Form 990EZ or Form 990PF. Taxable trusts and private foundations that are required to file a form 990PF are also included. Small organizations filing a Form 990N "e-Postcard" are not included in this data.

- Form 990 documents . Prior to 2017, these documents were obtained and processed by Public.Resource.org and ProPublica. Bulk PDF downloads since 2017 are available from the IRS .

Roosevelt Institute: When Tax Policy Discriminates: The TCJA’s Impact on Black Taxpayers
We found that black taxpayers who looked like their white counterparts in terms of these and other demographic factors paid higher taxes because the IRC favors certain behaviors and benefits that are closed to black people. For example, black people were then (and are now) less likely to receive valuable employer-provided tax benefits such as the opportunity to save for retirement tax-free, up to $50,000 of tax-free life insurance, and reimbursement for employee business expenses. A long history of federal government actions created and sustained redlining, making black people less likely to own homes and thus barred from receiving the home mortgage interest deduction and the deduction for state and local taxes, while also making it more difficult for black taxpayers to escape the standard deduction to get the benefit of other itemized deductions through IRS Form 1040 Schedule A. A long American history gave white people wealth while it made black people property, and so kept the benefits of the capital gains rate from Black taxpayers. The list of inequalities was extensive and, in the end, we inspired a generation of scholars to produce quantitative research on racial tax disparities.
