Short-term work assignments have been steadily increasing over the years and certain factors like the pandemic have shined a light on vulnerabilities within numerous industries. For instance, the demand for travel nurses has never been higher, as certain staffing agencies need to fill voids and provide additional support at hospitals all over the US. Other companies are asking employees to train new hires at different locations or attend workshop programs and conferences out of state. Those working in media may need to spend days, weeks, or months in different locations covering news stories. HR representatives are focusing on talent mobility, which may require employees to take on short-term work assignments for specialized training and upward growth within a company.

No matter the industry or reason, employers are recognizing the value of short-term assignments, as well as the logistical steps required to smoothly transition their employees from point A to B. With that in mind, CapRelo put together an overview of short-term assignments, so your company knows what is needed to assist your employee during the hectic transition of a short-term assignment.

What is a Short-Term Assignment?

A temporary assignment is defined as a work stint lasting for one year or less. A short-term assignment can be a series of shorter rotational assignments or an assignment that requires an employee to stay in one place for the entire duration. Similar to temporary duty assignments in the military, short-term assignments are not permanent and are meant to carry out a specific purpose. Companies may send one employee or a whole team out on temporary assignments, depending on the industry and work goal.

What is the Purpose of a Short-Term Assignment?

There are plenty of different reasons why companies would send their staff out on short-term assignments. For instance, an employee may need to assist a branch that’s struggling to perform and help them to increase their sales numbers. It’s also not uncommon for staff to oversee different departments during a company merger, requiring temporary assignments to ensure company policies are being carried out consistently across the board. Perhaps limited resources have prevented staff at different locations from being properly cross-trained, necessitating the need for temporary work trips.

Whether three weeks or three months long, short-term assignments typically require companies to cover lodging, food, transportation, and other travel-related expenses with stipends.

Benefits and Challenges of Short-Term Assignments

While short-term assignments sound like a breeze, they can pose some serious challenges for both the employee and the company itself. International short-term assignments can pose tax and immigration issues if companies don’t comply with the laws and regulations in each country. Secondly, some countries have turbulent landscapes, which could potentially put staff at risk. Employees may also get stranded in the assignment country due to canceled flights or COVID-related concerns, further implicating the company when temporary assignments do not go according to plan.

On the flip side, a company can create a robust talent mobility strategy with initiatives that reward current and new hires willing to take on short-term assignments. For instance, paying employees during travel time can lead to higher retention rates. Companies can also train staff across locations to improve their skills, eliminating any consistency errors. A change of scenery might help employees to improve productivity as well, especially in locations that offer plenty of sunshine and warm weather for post-work relaxation.

Short-Term Assignment FAQs

  • Are Short-Term Assignments International? Short-term assignments can be either domestic (within a country) or international (across country borders). Certain companies like Amazon, FedEx, and Apple are known for leading the way with the most corporate travel, requiring employees to rack up airline miles to fulfill their job duties.
  • How Does the IRS Define Short-Term Assignments? The IRS defines short-term assignments as work in one location that can be reasonably completed in one year or less (and is). Employees typically file taxes with their home state. If a work assignment lasts for longer than a year then it is considered an indefinite assignment, prompting an employee’s tax home to change.
  • What is Relocation Tax Assistance? Before 2018, any moving-related payments or reimbursements to employees were not included in their annual reportable wages. These expenses did not require withholding taxes and would have been paid by the employee and later deducted. The Tax Cuts and Job Act of 2017 changed the way payroll handled relocation expenses. Nowadays, employers can offer relocation tax assistance or tax gross-ups . A tax gross-up simply means that a company provides a larger payment sum to the employee to compensate for the taxes that will be withheld from their payment if that employee is relocating somewhere new.
  • Do Family Members Join Employees on Short-Term Assignments? When it comes to temporary assignments, most companies do not assist families to join the employee in the new location if the assignment is expected to have a duration of six months or less. Assignments greater than six months may include company support for family accompaniment. Some companies will offer to pay for visits home after a certain amount of time has passed for employees who are not accompanied. This could be anywhere from 8 to 12 weeks after the start of the assignment but depends on the company’s unique policies.

How Can Companies Assist Employees?

Companies should have well-defined relocation policies in place before sending employees out on temporary assignments. The policy should include details on the relocation services and benefits which will be provided to employees and who will be assisting them with these services. It is important to note for international cases that proper immigration documentation is required before the start of the assignment. Letters of assignment (LOA)s should also be created for employee and company signature and should include specifics on the location and duration of the assignment and specific benefits. Companies should have a dedicated budget in place to assist with short-term assignment relocation expenditures; a comprehensive cost estimate including tax costs can be prepared in advance to ensure appropriate approvals can be obtained. A survey of HR professionals conducted in partnership with CapRelo found that 33% of participants stated their relocation policies have been updated to accommodate employees’ mental health and well-being, which is another factor that should be taken into consideration to help employees cope better with their new surroundings.

The United States labor market showed signs of cooling in July, as job openings fell to 7.7 million , according to the latest Job Openings and Labor Turnover Summary report. This marked the lowest number of job openings since January 2021. The data, which fell short of economists’ projections, represents a decrease of 1.1 million openings compared to the same period last year.

The employment data released by the U.S. Bureau of Labor Statistics holds significant weight for various stakeholders in the economy. Economists, investors and the Federal Reserve closely monitor these figures as indicators of labor market conditions. The number of jobs available is a crucial factor in the Fed's decision-making process regarding monetary policy, particularly when considering interest rate cuts.

The first interest rate adjustment is expected to take place at the Fed’s next September 18 meeting and would mark the conclusion of the central bank’s most intense battle against inflation in over four decades.

This shift in policy direction is poised to have significant and widespread implications for U.S. consumers and businesses alike.

The Fourth of July holiday likely played a role, as employers traditionally slow down their hiring processes during the summer, due to increased travel, reduced staff availability and a general malaise in business activities.

The majority of Americans (56%) planned to take a vacation this summer , with 42% of people having scheduled a trip in July, according to data from consumer insights platform AYTM.

This seasonal trend makes it more challenging to coordinate interviews and complete the hiring process efficiently, often leading companies to postpone posting new positions until September when people return from summer holidays and the business cycle picks up again.

Moreover, businesses may be adopting a more cautious approach to hiring due to economic uncertainties, including the potential interest rate cuts. Organizations may be holding off on expanding their workforce until they have a clearer picture of the economic landscape.

Additionally, the cooling labor market could indicate that companies are focusing on optimizing their current workforce rather than creating new positions. Automation and artificial intelligence technologies may also be reducing the need for certain roles, leading to fewer job openings in some sectors.

Lastly, the data could reflect a natural correction in the job market after a period of robust growth, with companies having filled many of their open positions in previous months, resulting in fewer new openings.

Unemployment abroad

If you lose your job while working in another EU country , which country pays your unemployment benefit depends on your work situation and place of residence - not your nationality.

What to do if - before losing your job - you were:

Living & working abroad open close, planning to stay.

If you lose your job and choose to stay on in the EU country where you were employed, you should claim unemployment benefits there.

Register as a jobseeker with the local employment services . You will be treated the same as nationals of that country.

Pay special attention to:

  • periods of work required to qualify for unemployment benefit
  • applicable rates for calculating the benefit
  • duration of the benefit

If you need to certify any previous periods of employment and social security cover abroad, you may need to apply for a U1 form (formerly E 301 form) in the country where you worked before.

Even if you don't submit a U1 form, the claim handlers can get the information directly from the other country's authorities. However, the form could help speed up processing.

Going back home?

If, after losing your job, you choose to go back to your home country, you must contact the national employment service there to find out if you're still entitled to unemployment benefits after your time abroad.

If you are, you'll need to:

  • register directly as a jobseeker in your home country, and
  • apply for a U1 form (formerly E 301 form) in the country where you last worked.

If you're not entitled to benefits in your country of origin, you can apply for an authorisation to transfer your unemployment benefit from the country where you became unemployed either:

  • back to your home country, or
  • to any other country where you wish to look for a job

Benefits are usually transferred for 3 months, but this may be extended to a maximum period of 6 months.

Posted abroad on a short assignment ( less than 2 years) Open Close

If you chose to remain covered in the country from which you were posted , your unemployment benefit should be paid there.

In this case, you should register as a jobseeker with the employment services in that country.

A civil servant seconded abroad Open Close

If you become wholly unemployed, you can choose to receive unemployment benefits in either the EU country you were posted to or your home country - by registering with the employment services .

This form shows the periods to be considered when calculating unemployment benefits. Send it to the national employment service in the country where you are applying for benefits.

  • If you decide to apply for benefits in your home country , you will have to go back there.

Your benefits will be calculated in accordance with the rules of the country where you register as a jobseeker, taking account of any periods worked abroad.

Sample story

Think twice where you register as unemployed.

Mirko from Germany was working as a German civil servant in Ireland when he lost his job. He could have gone back to Germany and registered as a jobseeker there. However, he chose to stay in Ireland and to apply for unemployment benefits there.

He expected to receive around 67% of his average daily wage, as is usual in Germany. But in Ireland, unemployment benefits are not based on previous earnings. Mirko was very surprised to find he was only entitled to a weekly flat-rate sum of €204.30.

Working in one country, living in another (cross-border commuter) Open Close

If you are a cross-border commuter (either employed or self-employed) and lose your job, you can only claim unemployment benefits in the country where you're living .

If, during your last period of commuting, you went home less than once a week , you can choose where to claim unemployment benefits (country of residence or country where you last worked).

This has been the rule since 1 May 2010, although some job centres still might not be aware of it. If you have problems with payment of your unemployment benefit abroad, contact our assistance services Open as an external link for help.

Whether you're entitled to unemployment benefit, and how much will depend on the rules in the country where you live and the time you've worked abroad.

Ask the authorities in the country (or countries) you've worked in for a U1 form (formerly E 301 form - showing periods to be considered when calculating unemployment benefits).

Send this form to the national employment services in the country where you wish to apply for benefits, so they can take account of any periods of social security cover or employment in other countries.

Even if you don't complete a U1 form, the claim handlers can get the information directly from the other countries' authorities. However, the form could help speed up processing.

If you need help finding a new job in the country where you lost your job, you can register as a jobseeker with the national employment service there. You will then have to comply with requirements in both countries: country of residence (paying your benefit) and country where you last worked (where you are also looking for a job).

Meeting the requirements of the country where you live is most important - if you don't, your benefits could be affected.

Arthur from Germany lost his job in 2008 and moved straight to Hungary to work there. He got a 1-year employment contract in Budapest, but kept his home in Germany and went back there on a regular basis.

When he lost his job again, he could have applied for benefits in Hungary. However, he decided to go back to Germany and had no trouble getting the benefit there.

Different country, different benefits

Each EU country has its own rules on unemployment benefits. This means you might get benefit for 24 months in your home country but just 12 months in another.

It's worth comparing the benefits paid in each country , paying special attention to:

  • applicable rates for calculating the benefits

Remember : You cannot choose which country you will be covered by!

When working or living abroad, you will have social security cover by either your home country or the host country . To avoid potentially serious problems and misunderstandings, find out about social security in your host country .

Best of Nizhny Novgorod

Alright, I can almost hear you say: “oh geez man, let me just stay in Nizhny for a few months to make sure that I experience everything you wrote.” I suppose you are right, not all will study in Nizhny, nor work there, some will just pass by and so on. If you do not have months to explore the city, but only a few days, perhaps just one, what then? Where to go and what to eat? Well, without much humility, I would strongly recommend you visit the following spots first and eat at these fine establishments before anywhere else. These are the must haves of Nizhny, according to yours truly!

DO AND SEE!

  • See the city’s Kremlin with your own eyes, and maybe visit the State Russian Art Museum there if you have the time.
  • Go to the lower side to gawk at the Cathedral of Aleksander Nevsky and all the goodies it holds.
  • Spend some time in the gorgeous Switzerland Park and watch a sunset there, or perhaps travel to the stars at Planetarium 1.
  • Appreciate the unique ornaments of the State Bank on the main pedestrian street, Bol’shaya Pokrovskaya.
  • Walk down Chkalov’s Stairs and then walk along the Volga until you visit the beautiful Church of the Nativity of the Blessed Virgin Mary.

EAT AND DRINK!

  • Savour the finest ramen this city (and perhaps the entire Federation) has to offer at Fukuramen.
  • Eat some decent pizza at either Yula or Pech, depending on which bank of the Oka you are exploring at the time.
  • Enjoy the company and service of the finest people in town by grabbing a mug of beer in Freakadely.
  • Go to Öö if you want to taste the best cocktails in town instead, in an almost hidden basement no less!
  • Head to Gellert for the best beer in town as well as some quick and rather affordable grubs.
  • Have some Cinnabon rolls at Cinnabon alongside with a hot drink of your choice to survive the Russian winter.
  • Try a business lunch at Skoba, with their own unique takes on many modern dishes.

Well, there you go. Almost a year spent in an unassuming “little” Russian city, one that surprised me at every turn, and one that made me say “thank you” to my former self for choosing to come here just a few months earlier. It was an amazing stay to say the least, and I did not even explore the outlying areas of the city, so, in all honesty, this guide can be expanded sometime in the future quite easily. I cannot say for sure whether I will be back to Nizhny at any point, but if I do, I know that I will be happy to do so. It feels quite weird to be able to put months of my experience into such a short guide, but if this will help anyone out there who is willing to come and enjoy this city, then I guess it will be doing its job just right.
