VMOSA stands for Vision, Mission, Objectives, Strategies, and Action Plans. It’s a type of strategic planning that takes a big picture view of the school district, allowing everyone involved to understand your school district’s vision and break down what must happen in order for that vision to become a reality. You can look at a VMOSA plan as a cascading plan because its name also describes the order in which information should appear. Here’s a rundown of what each of these terms means in practice:

  • Vision describes your school district’s ideal scenario and should be summed up in a single, compelling statement. An example might be: A school district where every child has the opportunity to shine. It’s common for vision statements to use inspirational language.
  • Mission involves a statement that indicates how your school district will bring its vision to life. An example might be: To meet every student where they are and provide them with the guidance and support they need to succeed in life. Language in your mission should be more practical but still at a high level. Specifics will come later.
  • Objectives should provide details about the school district’s mission by stating clear SMART goals and objectives. An example would be: To improve student test scores by 10% by the end of the school year by providing small group tutoring and practice tests. You can name as many objectives as you want, but each should be relevant and achievable.
  • Strategies involve ways to achieve your objectives and you should have at least one for each objective you identify. An example would be: To make students more comfortable with standardized tests by implementing a peer tutoring system.
  • Action Plans outline specific steps in a strategy. An example would be: Recruit 15-20 peer tutoring volunteers and train them to help their fellow students.

As you can see, VMOSA allows school districts to identify and carry out their vision by breaking each piece of the plan down into specific steps that may be completed in pursuit of the vision.

The five-step model of strategic planning involves asking questions and answering them in detail to create an achievable action plan:

  • How are we doing? The response should include metrics and other detailed information that will help you understand where you are in terms of your school district goals.
  • How much better do we want to be? Here, you should use your starting metrics to describe, in detail, what your goals are. For example, if you had test scores in the 70th percentile, your “how much better” statement might say, “We want to have average test scores in the 80th percentile by the end of the school year.”
  • How might we achieve this? Looking at your “how much better” statement, you’ll need to brainstorm some ideas that will help you achieve your stated goal. You might conduct regular practice tests, use small group instruction to help students understand the test format, or get parents involved in helping their kids prepare for a test.
  • Planning and action. This section should include detailed steps to be taken to help you achieve your goals.
  • Implementation and review. During the implementation stage, you’ll need to gather necessary resources. As you launch your action plan, you’ll also need to track key metrics and use them to adjust your action plan to be sure you achieve your goals.

The five-step plan is a useful one if you’re not sure of your vision yet because answering questions can help you focus your efforts where they’re most needed.

The steps to create a school district action plan are relatively simple. We suggest starting with a plan model to use to communicate your plan, and then taking the following steps:

  • Analyze the resources you have available to achieve your goals. Your resources will certainly involve some amount of money from the school district budget. How to Create an Action Plan to Achieve Your Goals

Setting a goal is easy; achieving it is the hard part. This blog post offers five tips to help you stay on track.

Whether it’s the start of a new year, an academic semester, or a job, new beginnings are always an inspiring time to set new goals.

However, many of us struggle to meet those goals and maintain momentum. According to  Adrienne Tierney , creating an action plan is key to avoiding potential pitfalls. Tierney, an instructor and research advisor for Harvard Extension School’s psychology master’s program , offers five tips to get started.

1. Make The Goal Concrete

“Often, goal setting begins by thinking about abstract aspirations,” says Tierney. “Those aspirations can be helpful in identifying where we want to end up, but they can feel so distant and out of reach that we easily give up or feel like we will never get there.”

Tierney suggests breaking larger goals down into more manageable steps that can be achieved with specific actions. 

For example, instead of setting the goal of exercising more, set the more concrete goal of walking three times per week for 30 minutes each. This more specific framing can help you put it into practice and evaluate your progress.

Tierney also recommends writing the goal down, whether on paper or on your phone or computer to make it visible and serve as a reminder.

2. Identify the Requirements

Each goal will require different parameters to achieve it. Identifying the type of goal will help to clarify your next planning stages. 

For example, if you want to cut down on something, such as sugar, caffeine, or screen time, plan to have appealing and accessible alternatives to help along the way.

Conversely, if you want to add something to your routine, such as exercising, reading, or practicing a skill, try creating a plan to work it into your schedule. The plan should include parameters like what days, for how long, and what activities you work on so you don’t have to figure it out each time. 

Creating specific plans helps to cut down on the mental energy along the way and makes the process of achieving your goal as painless and easy as possible.

3. Set Aside Time

Similar to planning ahead, determine whether or not your goal requires a time commitment. If so, set aside the time in advance instead of waiting for an opportunity to arise. 

Reserve the appropriate amount of time in your calendar so that other demands have to work around your time commitment, rather than the other way around.

4. Personalize Your Approach

Some people thrive best when seeking to accomplish a goal all at once, while others find more success in taking things step-by-step. 

For example, some people enjoy the month-long commitment of Dry January and prefer to cut out alcohol entirely for that period of time. Others prefer to reduce their intake for the month but not eliminate alcohol altogether (often called “Damp January”).

Different goals might also work best with different approaches, so experiment along the way and adjust accordingly.

5. Find Motivation

It is important to keep yourself motivated throughout the process of pursuing a goal. Tierney suggests a few ways to support your progress, no matter what step in the journey you’re on.

Make a social commitment

“Having social accountability is enormously helpful in supporting us through the tough moments in working towards our goals,” says Tierney. “Having a group can help us achieve goals over the long term by offering a chance to share the successes, to help you show up, or to help you renew the commitment along the way.”

Try searching for accountability partners with friends who share similar goals, or on an app or online group that offers virtual communities. Bolstering your support system means that you’re not alone and have others cheering you on.

Celebrate successes

As you make progress, make sure to acknowledge your successes and the work it’s taken to get there. Celebrating not only gives you the credit you’ve earned, but also is a reminder that you have the wherewithal to achieve your goals, no matter where you are in the process.

Be realistic 

Whether your goal is focused on changing old habits or building new ones, both can have their challenges. Mistakes and setbacks can happen and it’s important to be compassionate toward yourself. 

“Look for progress not perfection,” says Tierney. “If you have a day where you don’t achieve your goal, don’t let the frustration or disappointment make you give up. Re-commit for the next occasion.”

You may realize your initial goal was too ambitious, and you need to course-correct or revise that goal while still working toward your long-term objective. 

Determination is important, but having the judgment to make these decisions as you go may serve you better in the long run.

What is an Action Plan?

Breaking down the goal into smaller, manageable steps, makes it easier to stay motivated and track progress.

Planning helps you prepare for the obstacles ahead and keep you on track. And with an effective action plan, you can boost your productivity and keep yourself focused.

  • It gives you a clear direction. As an action plan highlights exactly what steps to be taken and when they should be completed, you will know exactly what you need to do.
  • Having your goals written down and planned out in steps will give you a reason to stay motivated and committed throughout the project.  
  • With an action plan, you can track your progress toward your goal.
  • Since you are listing down all the steps you need to complete in your action plan, it will help you prioritize your tasks based on effort and impact.

From the looks of it, creating an action plan seems fairly easy. But there are several important steps you need to follow with caution in order to get the best out of it. Here’s how to write an action plan explained in 6 easy steps.

Step 1: Define your end goal

If you are not clear about what you want to do and what you want to achieve, you are setting yourself up for failure.

Planning a new initiative? Start by defining where you are and where you want to be.

Solving a problem? Analyze the situation and explore possible solutions before prioritizing them.

Then write down your goal. And before you move on to the next step, run your goal through the SMART criteria . Or in other words, make sure that it is

  • Specific – well-defined and clear
  • Measurable – include measurable indicators to track progress  
  • Attainable – realistic and achievable within the resources, time, money, experience, etc. you have
  • Relevant – align with your other goals
  • Timely – has a finishing date

Step 2: List down the steps to be followed

The goal is clear. What exactly should you do to realize it?

Create a rough template to list down all the tasks to be performed, due dates and people responsible.

It’s important that you make sure that the entire team is involved in this process and has access to the document. This way everyone will be aware of their roles and responsibilities in the project.

Make sure that each task is clearly defined and is attainable. If you come across larger and more complex tasks, break them down to smaller ones that are easier to execute and manage.

Step 3: Prioritize tasks and add deadlines

It’s time to reorganize the list by prioritizing the tasks . Some steps, you may need to prioritize as they can be blocking other sub-steps.

Add deadlines, and make sure that they are realistic. Consult with the person responsible for carrying it out to understand his or her capacity before deciding on deadlines.

Step 4: Set milestones

Milestones can be considered mini goals leading up to the main goal at the end. The advantage of adding milestones is that they give the team members to look forward to something and help them stay motivated even though the final due date is far away.

Start from the end goal and work your way back as you set milestones . Remember not to keep too little or too much time in between the milestone you set. It’s a best practice to space milestones two weeks apart.  

Step 5: Identify the resources needed

Before you start your project, it’s crucial to ensure that you have all the necessary resources at hand to complete the tasks. And if they are not currently available, you need to first make a plan to acquire them.

This should also include your budget. You can assign a column of your action plan to mark the cost of each task if there are any.  

Step 6: Visualize your action plan

The point of this step is to create something that everyone can understand at a glance and that can be shared with everyone.

Whether your action plan comes in the shape of a flowchart , Gantt chart , or table , make sure that it clearly communicates the elements we have identified so far – tasks, task owners, deadlines, resources, etc.

This document should be easily accessible to everyone and should be editable.

Step 7: Monitor, evaluate and update

Allocate some time to evaluate the progress you’ve made with your team.

You can mark tasks that are completed as done on this final action plan, bringing attention to how you’ve progressed toward the goal.

This will also bring out the tasks that are pending or delayed, in which case you need to figure out why and find suitable solutions. And then update the action plan accordingly.

Developing an action plan can help changemakers turn their visions into reality, and increase efficiency and accountability within an organization. An action plan describes the way your organization will meet its objectives through detailed action steps that describe how and when these steps will be taken. This section provides a guide for developing and utilizing your group's action plan.

What is an action plan?

In some ways, an action plan is a "heroic" act: it helps us turn our dreams into a reality. An action plan is a way to make sure your organization's vision is made concrete. It describes the way your group will use its strategies to meet its objectives. An action plan consists of a number of action steps or changes to be brought about in your community.

Each action step or change to be sought should include the following information:

  • What actions or changes will occur
  • Who will carry out these changes
  • By when they will take place, and for how long
  • What resources (i.e., money, staff) are needed to carry out these changes
  • Communication (who should know what?)

What are the criteria for a good action plan?

The action plan for your initiative should meet several criteria.

Is the action plan:

  • Complete ? Does it list all the action steps or changes to be sought in all relevant parts of the community (e.g., schools, business, government, faith community)?
  • Clear ? Is it apparent who will do what by when?
  • Current ? Does the action plan reflect the current work? Does it anticipate newly emerging opportunities and barriers?

Why should you develop an action plan?

There is an inspirational adage that says, "People don't plan to fail. Instead they fail to plan." Because you certainly don't want to fail, it makes sense to take all of the steps necessary to ensure success, including developing an action plan.

There are lots of good reasons to work out the details of your organization's work in an action plan, including:

  • To lend credibility to your organization. An action plan shows members of the community (including grantmakers) that your organization is well ordered and dedicated to getting things done.
  • To be sure you don't overlook any of the details
  • To understand what is and isn't possible for your organization to do
  • For efficiency: to save time, energy, and resources in the long run
  • For accountability: To increase the chances that people will do what needs to be done

When should you create an action plan?

Ideally, an action plan should be developed within the first six months to one year of the start of an organization. It is developed after you have determined the vision, mission, objectives, and strategies of your group. If you develop an action plan when you are ready to start getting things done, it will give you a blueprint for running your organization or initiative.

Remember, though, that an action plan is always a work in progress. It is not something you can write, lock in your file drawers, and forget about. Keep it visible. Display it prominently. As your organization changes and grows, you will want to continually (usually monthly) revise your action plan to fit the changing needs of your group and community.

How to write an action plan

Determine what people and sectors of the community should be changed and involved in finding solutions.

If you have been using the VMOSA (Vision, Mission, Objectives, Strategies, Action Plans) model, you might have already done this, when you were deciding upon your group's objectives. Again, try to be inclusive. Most of the health and development issues that community partnerships deal with are community-wide, and thus need a community-wide solution. Possible sectors include the media, the business community, religious organizations, schools, youth organizations, social service organizations, health organizations, and others.

Some members of the community you might consider asking to join the action planning group include:

  • Influential people from all the parts of the community affected by your initiative (e.g., from churches and synagogues, the school system, law enforcement, etc.)
  • People who are directly involved in the problem (e.g., local high school students and their parents might be involved in planning a coalition trying to reduce teen substance use)
  • Members of grassroots organizations
  • Members of the various ethnic and cultural groups in your community
  • People you know who are interested in the problem or issue
  • Newcomers or young people in the community who are not yet involved

Let's consider some of the people who were involved with the planning group for the fictional Reducing the Risks (RTR) Coalition that hopes to reduce the rate of teen pregnancy. Some of the members of this planning group included teachers at the local high school, local teenagers and their parents, members of the clergy, counselors and school nurses, staff of the county health department, and members of youth organizations, service agencies, and other organizations that focus on youth issues.

Convene a planning group in your community to design your action plan . This might be the same group of people who worked with you to decide your group's strategies and objectives. If you are organizing a new group of people, try to make your planning committee as diverse and inclusive as possible. Your group should look like the people most affected by the problem or issue.

Once everyone is present, go over your organization's:

  • Targets and agents of change (e.g., youth, parents and guardians, clergy)
  • Proposed changes for each sector of the community (e.g., schools, faith community, service organizations, health organizations, government)

Develop an action plan composed of action steps that address all proposed changes. The plan should be complete, clear, and current. Additionally, the action plan should include information and ideas you have already gathered while brainstorming about your objectives and your strategies. What are the steps you must take to carry out your objectives while still fulfilling your vision and mission? Now it's time for all of the VMOSA components to come together. While the plan might address general goals you want to see accomplished, the action steps will help you determine the specific actions you will take to help make your vision a reality. Here are some guidelines to follow to write action steps.

Members of the community initiative will want to determine:

  • What action or change will occur
  • Who will carry it out
  • When it will take place, and for how long
  • What resources (i.e., money, staff) are needed to carry out the change
  • Communication (who should know what)
Example: RTR Coalition's Action Step (a sample) One community change sought by this coalition to prevent teen pregnancy was to increase publicity about contraception and unwanted pregnancy at the local high school. What action or change will occur: Hanging posters, displays, and other information about contraception and the facts about unwanted pregnancy in the hallways of the local high school. The posters and other information will become a permanent part of the high school. Posters and information will be regularly changed as new materials become available. Who will carry it out: A sub-committee comprised of parents and guardians, teachers, students, and coalition members will be responsible for maintaining the displays. The coalition as a whole will work towards finding funding to purchase the materials. Maria and Alex of the schools action group will be responsible for researching and ordering the materials. By when will it take place, and for how long: The coalition will try to have posters hanging and displays visible within six weeks of deciding on the action step (2/19/2013). What resources are needed to carry out the step: The coalition will approach the school district to request funding for the project. Otherwise, the group will seek funding from other sources such as foundations and local businesses to finance the program. Communication about the action step. The school principal and leadership of the Parent-Teacher Organization (PTO) should be given information about this planned change.

Things to note about this portion of the RTR action plan:

  • It appears complete . Although this step seems fully developed, we would need to review the entire action plan to see whether all community and system changes that should be sought are included.
  • It is clear . We know who will do what by when.
  • It seems current . We would need to know more about other current work (and new opportunities and barriers) to judge whether this portion of the action plan is up-to-date.

Review your completed action plan carefully to check for completeness. Make sure that each proposed change will help accomplish your group's mission. Also, be sure that the action plan taken as a whole will help you complete your mission; that is, make sure you aren't leaving anything out.

Follow through. One hard part (figuring out what to do) is finished. Now take your plan and run with it! Remember the 80-20 rule: successful efforts are 80% follow through on planned actions and 20% planning for success.

Keep everyone informed about what's going on. Communicate to everyone involved how his or her input was incorporated. No one likes to feel like her wit and wisdom has been ignored.

Keep track of what (and how well) you've done. Always keep track of what the group has actually done. If the community change (a new program or policy) took significant time or resources, it's also a good idea to evaluate what you have done, either formally or informally.

Keep several questions in mind for both yourself and others:

  • Are we doing what we said we'd do?
  • Are we doing it well?
  • Is what we are doing advancing the mission?

You can address these questions informally (ask yourself, chat with friends and other people), as well as formally, through surveys and other evaluation methods.

Celebrate a job well done! Celebrate your accomplishments; you and those you work with deserve it. Celebration helps keep everyone excited and interested in the work they are doing.

After you've written your action plan: Getting members to do what they said they would

Every community organization has undoubtedly had this happen: you plan and you assign tasks to get everything you've planned to do accomplished. Everyone agrees (maybe they even offer) to do certain tasks, and you all leave with a great feeling of accomplishment. The problem? At the next meeting, nothing has been done. Besides tearing out your hair, what can you do?

Fortunately, there are several things you can try. It's particularly tricky in the case of volunteers, because you don't want to lean too hard on someone who is donating their time and energy to begin with. Still, you can make it easier for members to get things done (and harder to avoid work) without acting like the mean neighbor down the street. Some of these gentle reminders include:

  • Regular phone calls from staff members or dedicated volunteers asking others how they are doing with their tasks. This should be a supportive call, not a "are you doing what you're supposed to" call. The person calling can offer emotional support "how are you doing?" as well as see if the group member needs any other assistance. A friendly call such as this can be seen as helpful, give the member the sense that he is a very important part of the group, and serve as a great reminder to do what he said he would do.
  • Distributing the action plan in writing to all members, with names attached to specific tasks. (Additionally, this can be a great time to ask for feedback before the plan becomes "official.")
  • Making sure timelines (with due dates) are complete, clear and current.
  • At regular group meetings, such as committee meetings or board meetings, ask members to report on accomplishing the tasks they have set out to do. Consider making this a regular part of the meeting.
  • Celebrate the accomplishment of tasks. It's important that getting something done actually means something, and is recognized by the group as a whole.

Follow up on the action plan regularly. You are asking members to be accountable, and to get things done on a regular basis. If they have agreed, you should help them fulfill their commitment as best you can.

Action Plan

An action plan is a plan created to organize a district- or school-improvement effort. It may take the form of an internal school document or a website that can be viewed publicly. Action plans may be reviewed and revised annually—based on progress made over the course of the preceding year or to reflect evolving school goals and values—but multiyear action plans are also common.

Action plans typically include information such as the following:

  • A school’s improvement goals, such as targets for improved student test performance or graduation rates
  • The specific actions or strategies a school will undertake to achieve its goals
  • The roles and responsibilities assigned to staff members
  • The project timeline or the deadlines to be met
  • The resources allocated to its execution
  • The milestones or growth targets expected to be achieved at specific stages of the plan’s execution
  • The data or other forms of evidence that will be collected for the purposes of action research or project evaluation

While the “plan of action” concept is straightforward, the design, use, and purpose of action plans may differ significantly from district to district or school to school. That said, there are generally two basic forms of action plan:

  • A systemic action plan is designed to organize a comprehensive or multifaceted educational-improvement plan focused systems-level changes—major redesigns of the structure and operations of a district or school, particularly its academic program. A systemic plan would map out and organize the complexities of coordinating such an initiative, typically for the purpose of making sure that the plan is coherently designed (all the parts are feasible and work together), aligned in both purpose and execution (all the parts make sense and are focused on achieving the same goals), and understood and agreed on by all those responsible for its execution.
  • A project-specific action plan is similar in all major features to a systemic action plan, except that its scope would be limited to a district program, grant-funded initiative, academic department, or some other subordinate part of a school system. The potential downside of a project-specific action plan is that it may fail to take into account potential effects on the larger system, or its execution may result in redundancies or other unforeseen conflicts with preexisting plans or programs.

In many cases, action plans are a required component of a state program, a grant-funded initiative, or a government policy. For example, schools that are determined to be “low performing” by a state education agency may be required to create and implement an action plan. In these cases, districts and schools may be required to report on action-plan progress over the course of a school year and account for any unmet goals. Many plans, however, are voluntarily developed and undertaken by schools committed to improvement and to achieving better educational results for students. Action plans are also used to help maintain fidelity to the commitments described in a school’s vision and mission statements, or the obligations that accompany the acceptance of a public or private grant.

In many schools, a leadership team will oversee the development and coordination of the plan, but committees of students, parents, and community members may also participate. Schools may also hire outside organizations or school coaches to help them develop their action plan, monitor progress, and make in-process adjustments. Action plans may be debated, viewed with skepticism, or criticized if they are perceived to be poorly constructed, overly ambitious or infeasible, inconsistent with the school’s stated values and commitments, or biased in favor of some students over others, among many other possible concerns. Top-down or unilateral action plans created “behind closed doors” without the involvement of teachers, students, parents, and other members of the community may be more likely to become objects of criticism, particularly if poor communication also gives rise to confusion or misunderstanding in the community. Some may also question whether an action plan will actually effect positive change in the school, particularly in situations where previously developed plans either failed or were prematurely abandoned. Like any proposed course of action, the effectiveness and benefits of an action plan rely entirely on the quality of the design and execution.

We’re going to show you how to create this clear roadmap step by step and other tools you should utilize to get the most out of your action plan. Let’s dive in.

What is an action plan?

An action plan is a list of tasks or steps you need to complete to achieve your goals. An effective action plan works like a management plan for your company’s initiatives, outlining the steps you need to take to make these larger goals a success. Once you go through the goal-setting process, create an action plan with specific tasks and timeframes to reach each goal. 

Who needs an action plan?

An action plan is useful for anyone who needs a step-by-step planning process. When you create an action plan, you detail exactly what actions you'll take to accomplish your project goals. These plans can help you organize your to-dos and ensure you have the necessary information and resources to accomplish your goals.

But you can create action plans for more than just strategic planning. Use this tool to reach any specific goals in a systematic way. Try setting up:

Who needs an action plan?

6 steps to create an action plan

Step 1: set a smart goal.

When it comes to setting goals, clarity is the single most important quality. With the SMART goal method, your goal is clearly defined and attainable. Set specific, measurable, achievable, realistic, and time-bound goals to benefit from this tactic.

For example, your goal could be to deliver your current project (measurable) in four months (time-bound) without overspending (specific). Assuming this goal is both achievable and realistic based on your available resources, it’s a great SMART goal to set for yourself.

Step 2: Identify tasks

Now that your goal is clearly defined and written down, you’ll want to identify the steps you have to take to reach it. Identify all of the tasks that you and your team need to complete to reach milestones and, eventually, the main objective.

Here are a few action plan examples with tasks for different kinds of goals:

Goal: Expand team from seven to nine team members by June.

Meet with Human Resources to discuss the recruitment campaign.

Create a template project to track candidates.

Schedule three interviews per week.

Goal: Select and onboard new work management software to the entire company by the end of Q2.

Apply for the budget.

Create a roll-out plan for Q2.

Schedule training for team members.

Goal: Host 5k charity run in May to raise $15,000 for the local food bank.

Find volunteers and determine responsibilities

Prepare marketing materials and PR plans

Secure sponsors

Step 3: Allocate resources

Once you’ve outlined all of your tasks, you can allocate resources like team members, project budget, or necessary equipment. Whether it’s assigning team members to certain tasks, applying for a budget, or gathering helpful tools—now is the time to plan and prepare.

Sometimes, you can’t allocate all of your resources before you put your action plan in motion. Perhaps you have to apply for funding first or need executive approval before you can move on with a task. In that case, make the resource an action item in your plan so you can take care of it later.

Step 4: Prioritize tasks

When your team is clear on their priorities, they know what work to do first and what work they can reschedule if necessary. No action plan is set in stone, so the best way to empower your team is to let them know what tasks have a high priority and which ones are a bit more flexible.

To make this clear, sort all of your action items by priority and sequence:

Priority: Important and less important tasks.

Sequence: Order in which tasks have to be completed so others can start.

When you’re organizing and prioritizing your action items , you’ll notice that some action items are dependent on others. In other words, one task can’t begin until the previous task is completed. Highlight these dependencies and factor the sequence into your prioritization. This reduces bottlenecks , removing obstacles that would make a less important action item delay a high-priority item.  

Step 5: Set deadlines and milestones

When your team knows what they're working towards, they have the context to effectively prioritize work and the motivation to get great work done. Team members tend to be more motivated when they directly understand how their work is contributing to larger goals.

To engage your teammates from the get go, assign deadlines to all action items and define milestones . Milestones mark specific points along your project timeline that identify when activities have been completed or when a new phase starts

Create a timeline or Gantt chart to get a better overview of your prioritized tasks, milestones, and deadlines. Your timeline also serves as a visual way to track the start and end dates of every task in your action plan. You can use it as a baseline to make sure your team stays on track.

Step 6: Monitor and revise your action plan

Your ability to stay on top of and adapt to changes is what makes you a great project manager. It’s crucial that you monitor your team’s progress and revise the plan when necessary.

Luckily, your action plan isn’t set in stone. The best way to track potentially changing priorities or deadlines is to use a dynamic tool like a work management software . That way, you can update to-dos and dependencies in real time, keep your team on the same page, and your action plan moving.

Action plan vs. plan B vs. project plan vs. to-do list

So how exactly does an action plan differ from all these other plans and lists? To clear this up once and for all, we’re going to explain what these plans are and when to use which plan to maximize your team’s efforts.

Action plan vs. plan B

You may have heard the terms action plan and plan B used interchangeably. But in fact, an action plan and plan B are two completely different types of plans. Here’s how to tell them apart:

A plan B is a secondary action plan, an alternative strategy, that your team can apply if your original plan fails. Whether that’s because of an internal issue or an external factor—having a plan B is a great way to be prepared for the worst case scenario.

A project plan is a bit more complicated than an action plan. Project plans are blueprints of the key elements your team needs to accomplish to successfully achieve your project goals. A project plan includes seven elements:

Communication plan

Action plan vs. to-do list

A to-do list is typically used to write down single tasks that don’t necessarily lead to one common goal. To-do lists can change daily and are much less organized than action plans. An action plan will follow specific steps and include tasks that all lead to the completion of a common goal.

How to write an action plan step-by-step

1. Determine your goals

First, you need to understand what you’re trying to achieve. Then, make this goal as specific as possible.

For example, “increase sales” is not a clear enough goal. “Increase sales by 20% in quarter three” is more specific and allows you to set a metric for achieving it.

2. Break down the steps required to achieve each goal

What actions are necessary to get there?

In this example, that might include:

  • Hire three new sales development representatives
  • Increase content marketing budget by $20,000
  • Implement a new sales training program for new hires

3. Determine task dependencies and priorities

Remember: you can’t do everything at once! So now that you’ve broken down that big goal into bite-sized chunks, you need to figure out the perfect order for completing the tasks. In the above instance, you need to hire new sales representatives before starting a sales training program.

4. Set milestones

Now, set some milestones for significant events or checkpoints along the project. Some typical milestones are:

  • Completion of a substantial task or phase of the project
  • A significant event, such as a product launch
  • Important meetings, like customer review meetings

5. Add deadlines

When do you need to complete each task? Setting deadlines for each task helps your team stay on track and allows you to identify if your timeline for the larger goal is realistic.

6. Identify the resources you need

What’s getting in the way of completing these tasks? What do you require — perhaps from leadership or another team — to meet or exceed your goals? In our sales team example, we might need some assistance from the HR department to advertise an open role and attract new applicants.

7. Assign tasks to individuals

Who is responsible for each action? Assign a clear task owner to each task. Ownership doesn’t just make someone feel accountable; it empowers them to take the initiative and solve problems without dragging in management at every twist and turn.

8. Agree on a plan to review progress

Before you jump in and start your project, determine how you will measure progress toward your goals. For example:

  • Will you review your action plan every day or every week?

The meaning of an action plan is having a plan to follow to solve a particular problem. It sets out the course that you should take within a predetermined time frame. It’s a management strategy to achieve improved results by taking time, cost and quality into account. An action plan or a work plan is used across sectors because it comprises four underlining steps that can be tailored to different objectives. Your organization can make an action plan for a product launch, training schedules for new employees, business development or creating a budget.

Every action plan must include these four steps for effective execution:

Prioritize tasks on the basis of urgency and importance

Define deliverables for every member of the team

Create a schedule and categorize tasks that need to be completed

How to create an effective teaching plan in 4 steps

What is a teaching plan?

Just as a writer creates a plan for what they are creating, a teacher must create a plan for teaching. A teaching plan is an outline of a lesson. It includes the steps for the lesson, the instructional methods to be used, student differentiation needs, scaffolding techniques, questions to be asked, and assessments. 

Different lessons may require different types of plans. Some lessons may require more extensive questioning, while others may require the teacher to provide greater levels of differentiation. Lesson planning can be modified to fit the needs of the students and the teacher. 

Gradual release of responsibility

Teaching plans can take many forms. School districts often have specific requirements for what must be included. Regardless of a school’s requirements, one research-based way to develop a teaching lesson follows the “I do, we do, you do” or gradual release of responsibility model. 

I do, we do, you do or the gradual release model can be used across subjects, grade levels, and student abilities. It can be stretched across several lessons and may not necessarily all be accomplished in one. 

This model is what it sounds like – a gradual release of responsibility for learning from the teacher to the students. The mental load shifts during this process from the teacher to the students. 

The I Do part of the lesson plan is where the teacher does the teaching. This is where explicit instruction occurs. The teacher “demonstrates the new skill, which they have broken down into small and understandable steps ” ( Structural Learning ). 

This part of a lesson plan is where the teacher will include the content – be it a math lesson, a history lesson, a music lesson, or any other subject matter. Modeling and explaining belong in this section. The teacher shares the content knowledge. 

Collaboration is the key to the We Do stage. Students collaborate with other students to apply the learning from the I Do stage. 

This is where students may discuss the content in groups. If a lesson were over using adjectives in sentences, for example. Students might use this time to create sentences with appropriate adjectives together on chart paper. 

The We Do stage provides time for the students to collaborate, but also for the teacher to assess comprehension from the I Do lesson. The teacher should take time to observe, collaborate with, and provide feedback to students. 

After the We Do phase, students move to the You Do phase. This is where students show what they have learned. This is independent practice. The I Do can take many forms. It is not always a formal assessment. Perhaps it is a written response, a quiz, a project, demonstration of a skill, or an oral response. 

The gradual release model fits into any teaching plan. Teachers can adjust it to meet their needs and the needs of their students. 

In my own classroom, gradual release is typically how my lessons are structured. Most of my teaching career has been working with English language learners. Gradual release has proven to be a great way to stretch students skills, while also providing appropriate scaffolds. 

When creating my own lesson plans, I include the “I do, We do, You do” outline and what each section will look like in practice. In Texas, we teach students to write a short constructed response that uses evidence from the text. 

When teaching students to write a short constructed response, I would do an example for the students first. During the creation of this example I would use a text we have read, present the writing prompt, and demonstrate how I would write my response for students. Then we would create one together using the same text, but a different prompt. Finally, students would write their own response, using the same text but a different prompt.

Benefits of a teaching plan

There are several benefits to creating a teaching plan. These include the ability to purposefully include differentiation strategies and scaffolding techniques, an increase in teacher confidence, and allow for a teacher to reflect on their practice.

1. Differentiation

One benefit of a teaching plan is the teacher’s ability to include differentiation and scaffolding. 

Learner diversity is present in every classroom. “Differentiation serves to address this variation by matching the content, instruction, and assessment to students’ needs and interests” (Reis, S. and Renzulli, J. The Five Dimensions of Differentiation ). 

Differentiation takes into account the needs of the students. A teacher is able to differentiate for various ways of learning, ability levels, and student interests. Regardless of what students need, the teacher can adjust instruction, assignments, and assessments to address those needs. 

A teaching plan can include these differentiation steps. If a group activity is being planned, the students can be placed into appropriate groups. Questions can be leveled for different students’ ability levels. Assessments can be accommodated or modified according to individual student education plans.

2. Scaffolding

A second benefit of creating a plan for teaching is it allows the teacher to deliberately include scaffolding techniques. Scaffolding is “an instructional practice where a teacher gradually removes guidance and support as students learn and become more competent” ( University at Buffalo ). 

Including scaffolding techniques within a lesson plan ensures that the teacher does not overlook student needs within their classroom. For example, if a teacher has English learners in their classroom they may choose to include several visuals to help with vocabulary.

3. Decision-making

Trying something new in our classrooms is also not easy. Creating a teaching plan can increase teacher confidence. A plan can help a teacher maintain focus and reduce the number of unplanned decisions they must make in a day. 

“Teachers make about 1,500 decisions per day, which can lead to decision fatigue , a situation in which the brain is so exhausted and overloaded with decisions that it either looks for shortcuts or stops working altogether” ( Goldberg and Houser , 2017).

Honestly, as a classroom teacher, I feel that it might be even more than 1500!

To reduce the number of unplanned decisions a teacher needs to make, a teaching plan is very effective. Thinking about what questions to ask, examples to give, what students to group together, what supplies are needed, etc. before the lesson reduces overall mental stress. 

4. Reflection

Another benefit of a teaching plan is it gives the teacher an opportunity to reflect on their teaching and make any changes. Reflection and refinement are how teachers hone their teaching skills. They help us perfect the art of teaching. 

Reflection can “also help teachers to stay motivated and engaged in their work, as they can see the progress they are making and the impact they are having on their students” (Dene Poth, R., 2023) . 

In my own teaching practice, I have used reflection to become a better teacher. One example that comes to mind came when I was teaching 5th grade. That year was a particularly challenging year, with particularly challenging students. At the end of each week I would spend about 10 minutes reviewing what had gone well and what needed to be adjusted. I would create a two column chart like the one below. Using this reflection tool on a weekly basis helped me to see how my teaching was evolving, but also how my students were improving. 

Becoming better at our practice takes concerted effort. It requires thought and dedication to craft. It may seem like there is not enough time in the day for reflection. As a classroom teacher I completely understand this feeling. 

Choosing to reflect on specific lessons or only parts of a lesson, can limit this overwhelming feeling. Setting goals and then reflecting on lessons that specifically apply to those goals limits the time required for reflection.

4 Steps to creating a teaching plan

So, what steps should teachers take when creating a teaching plan? Below I have outlined four steps that can increase the effectiveness of a lesson plan and decrease the in-the-moment decision making for a teacher. 

Effective Teaching Plan Learning Objectives

Step #1: Learning objectives

Setting the learning objective is the first step in creating a teaching plan. Learning objectives are used by the teacher and the students. They help to focus the learning and set expectations. 

“Learning objectives (LOs) are used to communicate the purpose of instruction. Done well, they convey the expectations that the instructor . . . has in terms of what students should know and be able to do after completing a course of study” (Orr, Csikari, Freeman, Rodriguez, 2022). 

When setting the learning objective for any subject, the teacher must take into account the standards set for the students. What standards are being used. In Texas, for example, we have the Texas Essential Knowledge and Skills (TEKS) as the standards for courses. These are the standards that students must master to be considered proficient in a subject. 

Other states in the United States have their own standards and many use the Common Core State Standards . Whatever standards you use, they are the place to start when creating a learning objective. 

While it would be possible to just write the standard on the board and call it good, “state standards are written in dry, technical terms for use by educators. They are not written for students” (Cain, Laird, Cotten, and Ellspermann 2021). It is the job of the educator to know the standards, to break down that standard, and then to write an objective that can be used in the classroom to guide instruction. 

How does a teacher write a student friendly learning objective? The place to start is with the verb found in the standard. As an example, I will use a standard from the Texas Essential Knowledge and Skills for 4th grade English Language Arts and Reading. 

From the Texas Essential Knowledge and Skills Fourth Grade Reading Language Arts: 

(12) Composition: listening, speaking, reading, writing, and thinking using multiple texts–genres. The student uses genre characteristics and craft to compose multiple texts that are meaningful. The student is expected to:      (A) compose literary texts such as personal narratives and poetry using genre characteristics and craft; (TEKS, 2019)

This is a very wordy standard, however, part (A) is what we will focus on for our student learning objective. The verb in this standard is compose . Students are required to compose texts. When creating a student friendly learning objective, it is important to use the verb and vocabulary found in the standard. This is because students are assessed at the level of the standard, so they need to understand that vocabulary. 

Examples of student learning objectives from this standard:

  • The student will compose a multi-paragraph narrative text. 
  • The student will use figurative language to compose a poem. 
  • The student will compose a personal narrative about a time they learned a lesson. 
  • The student will compose a poem using rhyme and alliteration. 

Learning objectives help both the teacher and the students to focus the learning. Using this learning objective to set the purpose for learning allows students and teachers to know the expectations. 

Step #2: Differentiation and scaffolding

Including differentiation and scaffolding in the teaching plan is vital for student success. Teachers need to know where students are and what they need.

Including both within a teaching plan ensures that a teacher is addressing student needs throughout the lesson. Addressing diverse student needs can sometimes feel like an overwhelming task. Including scaffolding and differentiation within the lesson plan can help to minimize this feeling. 

This is where the teacher should include what visuals they are going to use to help explain vocabulary. Examples for students would also be included. If you are doing a math lesson over equivalent fractions, for example, you would want to include the problems you are going to model for students. 

A teacher can also scaffold by including questions at different levels. This links to step #3. Including questions at various levels allows for students at various levels to participate in class discussion. 

If students need sentence starters or sentence frames to answer questions, the teacher can include these in the plan as well. 

Differentiation has become an overused term in education. However, adaptive teaching practices can be a way of looking at differentiation in a new way. The focus of adaptive teaching practices is:

adapting lessons, whilst maintaining high expectations for all, so that all pupils have the opportunity to meet expectations Eaton, 2022

Adaptive teaching requires a slight mind shift. Scaffolding, differentiation, and adaptive teaching work together to create a learning environment where all students can succeed no matter what their needs might be. 

It is not just making a different worksheet for students because they need the support, but putting in the work so that all students can meet the required expectations. Formative assessment plays a part in this process and will be discussed further in Step #4. 

Effective Teaching Plan Questioning

Step #3: Questioning

Questioning is how we, as educators, push students to deeper thinking. 

Questions are a way of engaging with students to keep their attention and to reinforce their participation.

Questions can review, restate, emphasize, and/or summarize what is important. Questions stimulate discussion and creative and critical thinking, as well as determine how students are thinking. Cornell University

Including the questions to be posed to students in the teaching plan is important. This is a way for a teacher to differentiate for various student needs because they can ask different levels of questions. It is also a way to spark thinking for conversation. 

Including the questions also allows the teacher to lessen their mental load during the lesson delivery. Instead of trying to form questions off the top of their head, the teacher can focus on student responses. 

Questioning can help to break the “I do” portion of the lesson into smaller chunks. Smaller chunks of learning make it easier for students to digest information. Questioning gives students processing time with a digestible amount of newly gained knowledge. 

Writing these questions does not need to be a time consuming task for a teacher. There are multiple resources with question stems that can be adapted to your subject and lesson. 

Questions that are based on Bloom’s are an easy place to start.

Regardless of what resource you use, the questions should reflect the level of thinking that you want students to exhibit. 

Providing students with adequate time to talk and express themselves is a best practice in education. Students need time to engage with each other and with academic vocabulary. Giving students time to discuss and engage with the academic topic increases comprehension and retention. 

“Planning for and implementing a short student talk sessions is one of the best ways to quickly reset attention” as well (Cain, Laird, Cotten, and Ellspermann 2021). The attention span of students, especially in recent times, has grown shorter. Short discussions allow students to refocus their learning. The overall mental load is reduced because they are able to refocus and address smaller chunks of information. 

Questioning can also be a form of formative assessment. As students are engaging in talk, the teacher can circulate and gain an informal understanding of levels of comprehension. Questioning for assessment purposes leads us to the final step. 

Effective Teaching Plan Assessment

Step #4: Assessment

Planning for assessment should be a part of any teaching plan. Assessment can be formal or informal. Assessments can also be for learning (formative) or assessments of learning (summative). 

How students are going to be assessed should be a part of every plan. Assessments may be quick – just a question or poll from the class. Or they may be more formal, as in a quiz at the end of a unit or an exit ticket as students leave. 

Included in the teaching plan should be how the assessment data is going to be used. This is for the teacher’s knowledge. 

Formative assessments are assessments in which “evidence about student achievement is elicited, interpreted, and used by teachers, learners, and their peers to make decisions about the next steps in instruction” (Solution Tree, 2018). 

Formative assessment can even be used to adjust instruction in the moment. The teacher might present a question for students to discuss in pairs. As students are discussing, the teacher is listening in on these discussions. If the teacher realizes that students are not responding appropriately, they can clarify misconceptions or confusion right away. 

Assessments of learning, or summative assessments, help the teacher to evaluate student learning. These are most effective when they include some sort of written response, if appropriate for the students. 

According to the Metropolitan State University of Denver , “Writing can help improve memory by creating deeper connections with subject material at the neurological level”. Writing about materials that have been learned aids students in retention. Students are able to think and respond more critically.  

My favorite formative assessments are written response assessments. As a reading and language arts teacher, I think opportunities to write are always a great idea. 

If we have been learning about descriptive sentences, for example, then I would have students write a descriptive sentence maybe as an exit ticket. Then I can take that and use it as a formative assessment. 

This exit ticket will tell me if students have understood the lesson, but also what students may need extra support or are ready for a more challenging lesson. 

I have also experienced creating formative assessments with my teaching team. These assessments were based on the curriculum. We often used the data from these assessments in our professional learning community (PLC). As a group we would analyze these assessments and make plans for how to address learning gaps and for future lesson development. 

Earlier in this article we briefly looked at adaptive learning practices. Adaptive learning “places a great emphasis on formative assessment” (Eaton, 2022). Adapting a lesson so that all students benefit and show mastery requires that we know where students are currently and what learning gaps may need to be addressed. 

Together adaptive learning and formative assessments can transform our teaching and the way we plan. 

Tips for better lesson planning

Creating a plan for teaching allows the teacher to focus the learning, plan for students’ needs, and prepare all aspects of the lesson. Lessons that have a dedicated plan can produce deeper and richer learning experiences for students. 

  • Make time for reflection. It is hard, but allowing this time is imperative. If it is easier, include it in your daily schedule. 
  • Many districts give a lesson planning template – but do not be afraid to make it your own. Include what you know students need. 
  • Recognize that the gradual release model may span several lessons, or may be repeated as needed. 
  • Do not be afraid to change your approach. Just because something has worked before, does not mean it will work the same again. Variety can enliven lessons.
  • Recognize that practice improves performance. The more lesson plans that a teacher creates, the more they learn about what their students need and what enhances their teaching.

With an action plan , you will not only be able to determine the steps you need to take in order for you to reach your goals, but it will also enable you to break down these determined steps into actionable and manageable sizes based on the given timeline you have set for yourself.

Whatever goal you might have, be it geared toward your promotion at work or toward self-development, having a simple action plan could certainly guide you in making sure that you would have a clear road map in getting to the place where you want to be. It would also support efficiency by making sure that a time frame has been decided upon each of the steps that should be taken to complete the process.

Action plans would also provide the possibility of you to easily track your progress, your little success and failures, keep projects on time and according to the schedule, and stick to your projected budget.

While having a basic action plan is important, it is also important to make the action plan SMART. A SMART action plan means that you will then have to incorporate these five important characteristics: specific, measurable, attainable, relevant, and time-based.

How to Make an Action Plan?

Before you should get started in creating a SMART action plan, we must first know how to create a basic action plan:

One characteristic of an action plan is that it should be comprehensive enough and it should never be abstract. Therefore, it should contain elaborate and detailed steps that you must follow in order to complete a task and eventually achieve a certain goal . This only means that when you would be designing an action plan, it should have a format and the right contents so that will be easy for you to understand and comprehend.

While you can just use the free action plan examples we have here in this article, you may take note of the following suggested format and contents should you want to reconstruct the examples we have here to suit to your needs or when you would be creating your action plan from scratch:

1. Have you chosen an appropriate goal? Then you should already be able to clearly define your objectives. While it is important to take into consideration the importance of your goal, you should also put into mind whether you could or could not reach your better goals . And when considering whether you could or could not reach your goals, you have to think of the time frame and the resources that you have and that you would have to work with.

2. If you are creating an action plan for an organization, you could make use of a team that could help you in creating your action plan. Remember that that action plan is created for the team and while it is not possible that you would already be knowledgeable about your team, it would not hurt if you would decide to consider the sentiments, opinions, and insights of the other people involved in the general action plan that you are creating.

When you would decide to consider the other members of the organization or of the team as you would brainstorm for the possible contents of your action plan, it would result in creating a stronger action plan.

3. If you are creating an action plan for your own endeavors, you can still seek help with it. Having a fresh perspective will enable you to consider other ways or steps on how you are going to achieve a particular goal. You may also ask other’s opinion on the plans that you already have in mind since they could see something that you might have overlooked. You may also see business action plan examples .

4. Make sure that you would decide on actions that are not only attainable but are also concrete and measurable. Another thing you should make sure is that it should be well-defined and not random or vague ideas. 5. If it is a team action plan, make sure that you will be able to determine who is responsible for each of the action steps that you have plotted. If you are tasked to head the entire process, make sure that you will keep an eye on them. It does not mean that if someone is already assigned to a step that you would not anymore do anything. 6. Have a clear time frame or schedule of when you should be completing the steps in the action plan. You may have a goal that is short-term and this could just take for a month or two. For your long-term goal, it might take more than a year, this is why it is suggested for you to have short-term goals to complete each month in order for you to attain your long-term goal. It is very important for you to break down the time frame or the schedule for each step along the way because this also helps you in tracking your progress

7. Have a list of the necessary resources you need in order to accomplish each of the steps you have plotted out. This is helpful when it comes to instances wherein there will be a shortage of resources and you will be able to identify what resources you would need. 8. It is very important that you would continuously review and update your action plan because any change may arise and this can definitely affect your action plan steps.

9. As you create more progress and even create more failures, you have to make sure that you will be able to communicate about these with the key people.

  • Where do I want to be?
  • How will I get to where I want to be?
  • How will I know when I arrive there?
  • How will I know if I have been successful?

While SMART comes from SMART goals, it is possible for you to have a SMART action plan for your SMART goals. What you apply with your SMART goals can also be applicable to your action plan:

1. Specific

Having specific action plan steps will help you achieve your goals because being vague and broad brings nothing good to you at all.

For example, your goal is to decrease a few pounds. It will not be helpful if you would just state in your action plan “to eat less.” What exactly are trying to eat less? Less oily food? Less rice? Less meat? Less meal proportions? You may also like teacher action plan examples .

You could, instead, write down on your action plan what exactly you are going to eat less because the tendency of not being specific with your steps is that you will not be able to accomplish that step in the end. 2. Measurable

By making your goals measurable, you will be able to easily assess how far you have gone. You have to know when you have achieved your goals and you could do so by using numbers, dates, and times.

3. Attainable or Achievable

When setting your SMART action plan steps, you have to make sure that it is attainable or achievable. This means that you should keep your steps realistic as much as possible in order for you to become successful in your endeavor. It must answer the questions “How can I accomplish this goal?” and “How realistic are these steps based on other constraints like its financial factors?” You may also see one-page action plan examples .

For the similar example stated above, your goal is to become a head of a department in the company you are currently working on. In order to make your general SMART action plan steps realistic, you have to analyze first yourself whether you already possess the necessary skills for you to become qualified because even if you have taken the necessary training but you do not have the right skills and the capability to do the job, then your training will still be useless.

You also have to assess whether you could afford to undergo a lot of training that usually requires a fee.

4. Relevant

Make sure that your action plan steps are relevant to your goal. Make sure it is also aligned with your other relevant action plan steps. A relevant action plan steps would answer some of these questions: Are these steps worthwhile to take? Is this the right time? Do your action plan steps match to you other efforts or needs? For example, you want to get promoted but a promotion means that you would have to relocate to another state or country and that you would have to leave your growing family behind. Will it be just right if you consider that goal at the moment? Or can you just pass that goal later on when your family will already become settled and stable? 5. Time-bound

It is very important that you would be able to set a time frame for each of your basic action plan steps or else you might be taking too much time on a single goal. Ensure that you will be able to set a flexible and realistic deadline for each of your action plan step. Having set a time frame can also help in keeping you motivated to reach your goal.

For example, you are saving up for a professional camera because you do not want to use your credit card or pay for it monthly. By making your action plan steps toward that goal time-bound, save up for one year and in each of the months in that year, you have to save up a particular amount that makes it possible for you to buy that professional camera you have always wanted at the end of the year.
