• Explanation : There are no strict rules in place regarding the environment. So industries let out their wastes into the nearby water bodies such as lakes, rivers, etc which affects the respective eco-system and thereby leading to more serious issues.
• Example : As installing a wastewater treatment plant is an additional burden and is costly, it is easier to let the waste water into the nearby water bodies as nobody questions this.

• Action Words : Instruction words or action words make it clear for the candidates what the examiner wants them to do.

Now that the purpose of the question is clear to you, form a specific idea for the essay in your head. For each problem you think of, identify a direct solution for the same.

Follow the structure & write down the essay

Write down the essay by ensuring to follow a proper structure, including an introduction, two body paragraphs, and a conclusion. The essay should include examples and discuss possible solutions.

Problem Solution IELTS Essay Pattern

A basic four-paragraph structure should be used to structure the problem solution IELTS essays. The structure is as follows:

Paragraph 1 – Introduction

In the introduction paragraph, you can first paraphrase the statement part of the question and outline the ideas to be discussed in the essay further. Paraphrasing the questions means rephrasing the sentence without changing its meaning using synonyms. The outline sentence helps the examiner to understand what they can expect from the essay and thus ensure clarity. Cohesion and clarity play an important role in the scoring of the essay.

Paragraph 2 – Problems

In the second paragraph, state the problems you thought of and then explain the first problem and the second problem in the second half of the essay thoroughly.

Paragraph 3 – Solutions

In the third paragraph, list down the solutions to the problems listed above, the first solution with its examples, and then the second solution along with relevant examples that support the solution.

Paragraph 4 – Conclusion

In the conclusion paragraph, cover all the important points discussed in the above 3 paragraphs and end your essay.

Problem Solution Essay IELTS: Key Points to Remember

Some of the main points to remember while attempting the problem solution essay questions in IELTS are:

• You have only 40 minutes to complete the essay writing task, and you have to write a minimum of 250 words.
• Use linking words, collocations, and phrases to ensure a flow in the essay.
• If you are using any facts or statistical data, make sure it is accurate and reliable.
• Make sure that the introduction is clear and engaging. It helps the examiner to get a sense of what will be discussed in the essay further.
• Use refined and accurate grammar and vocabulary, which will help the examiner understand your proficiency in the language.
• Provide relevant examples to explain your content. An explanation of your opinions is the best way to ensure a higher IELTS score.
• Identify the keywords and secondary keywords. Relate them with the problems and the solutions, and make sure to include the keywords in the content. 
• Plan the problems you are going to discuss in your head and the possible solutions before writing them down.
• The paragraphs should be ideally balanced by discussing the problems in one body paragraph and solutions in the second body paragraph.

Common Mistakes

Though problem solution essay IELTS is highly asked in the exam, there are some common mistakes that are made by the candidates. Some of these mistakes that a candidate can avoid while attempting these types of questions are:

• Candidates often do not expand on their ideas and often list down a lot of problems and solutions. The examiners mark the essays on the basis of the explanation of the problems and solutions listed. It is usually advised to pick a problem or two along with their solutions and then explain them with relevant examples.
• Another common mistake by the candidates is writing indirectly about solutions that are not directly related to the questions. You should opt for concrete ideas rather than writing a generalized answer. Identify the keywords and the micro-keywords from the question and try to include those in the topic.
• Many people often list down good problems but fail to link them with the solutions. Each problem should have a directly linked solution that actually solves the problem.
• Learn to identify the problem and solution and causes and solution questions as both of them might look similar but have a certain difference in how they are to be structured.
• Avoid writing in absolute terms by using qualifiers which ensure that your sentences look like claims rather than proven facts.

Problem Solution Essay IELTS is a type of question that includes problems for which you have to find the solutions through a logical flow of thought. 40 minutes are given to complete the 250 words essay writing task. The structure of the essay for a problem-solving question includes an introduction, discussion of problems, possible solutions with examples, and a conclusion. 

The introduction has an overview of the essay. The main body paragraphs discuss the problems along with their direct solutions and examples. • How to answer problem/solution essay questions in writing task 2

Of all the questions students come across in their IELTS exams every year, the problem/solutions essay questions are the most challenging ones. The way they are presented in the question paper is often difficult to comprehend by a majority of students. 

What these questions expect you to do is write about a problem, its cause and effect, along with providing a reasonable and logical solution to the issue posed. There might be a few times where you will only be asked to pen down suitable solutions to the problems, and not the other way around! 

It is very important that you are able to analyze what the examiner expects from you. Let’s understand the problem/solution essay questions step by step and learn how to answer them better! 

What are problem/solution essay questions? 

Problem/solution essay question is a part of the writing task two in almost every IELTS exam. The questions are based on a contemporary statement, that is going to be followed by two questions. You will be required to identify the problem, the cause of the problem, and suggest a desirable solution to the same problem. 

To answer a problem/solution essay question, you must analyze the question in advance, carefully in order to understand what is required to be done. In order to gain an edge over the others in the exams, it is expected that you highlight the keywords and your opinions in the answer sheet. 

A typical problem/solution essay question will look like the following: 

In the developed world, average life expectancy is increasing.  What problems will this cause for individuals and society? Suggest some measures that could be taken to reduce the impact of ageing populations. 

The problem/solution essay questions need to be started with proper planning. You should carefully format the answer in your mind before you begin penning down your thoughts. You should have all the points clearly in front of you, including the main causes and the desired solution, only then can you sufficiently answer the question. 

Marking criteria 

The marketing criteria for all the answers in any writing task in your IELTS exam, including the problem/solution essay will be based on the following four basis: 

1. Task response 

Your score under this criterion will depend on how well you are in terms of paying attention to the requirements of the question. It will also depend on your skills being relevant in terms of the questions. Going off-topic and not making sense will only lead you to a lower score spectrum.  

2. Cohesion and coherence 

Concisely crafted pieces, written in not more than four paragraphs with a logically central idea is what your examiner is looking for. Your score in this criterion depends on your ability to present your ideas in a structured manner, with the right linking words supporting the body of the written piece and having a central topic flowing in a particular paragraph. 

3. Lexical resources and vocabulary 

You can score well in this particular section by keeping in mind just three things: 

1. Your ability to use appropriate words 

2. Your ability to use the words in their right collocative manner 

3. And, your ability to spell those words right. 

These three tips will go a long way as far as this particular section is concerned. 

4. Grammar range and accuracy 

Errors must not be made in the most common grammar rules. You must avoid using the wrong tenses and the wrong verbs as much as possible. Also, you must not forget to focus on the sentence structure and syntax, word order in the sentence, as well as the correct punctuation marks. 

Each criterion carries a 25% weightage in order to determine your final score for that answer.

How to answer a problem/solution essay question

A problem/solution answer is crafted out of three basic elements:

• An introduction 
• Two main paragraphs 
• And, a conclusion

Your introduction must consist of three sentences. 

• First, you will have to present a background statement, that is going to be a general statement highlighting the problem presented in the question. 
• The second sentence will be the paraphrasing of the question, i.e. rewriting the question in our own words. 
• The third part of the introduction involves a thesis statement presented by you. In this statement, you need to explain to the examiner what your goals are regarding the upcoming answer. The ideas that you are going to be presenting in the following body paragraphs should be presented here in a brief manner. 

Once you are done with your introduction, it is now time to begin writing the main body paragraphs to your answer. 

Body paragraphs will be divided into two parts, consisting of a few sentences each. 

In the first body paragraph, you must begin writing about the prominent problem that is present in the question itself. You should explain the problem, talk about the key points, and support those relevant points with accurate examples. Finally, when you move on to the second body paragraph, you must end the first paragraph with a closing statement, i.e. the sentence that is going to act as a transition between the two paragraphs. 

The second body paragraph will have you writing about the possible solutions to the problems presented in the question. You need to explain your viewpoints, explain them clearly and diligently, and support your opinions with a logical explanation and an example. You will not tie up all the loose ends and end the second body paragraph with a closing statement. 

Your conclusion must be simple, crisp, and all-inclusive. 

Your problem/solution essay answer will end with a conclusion that will wrap up the final answer to this task. Your conclusion must begin with phrases like “To conclude” or “To sum up” and so on. This will be followed up by briefly describing what solutions and problems you talked about in your essay, or you could also again paraphrase the question supporting it with the solution briefly. 

There is no specific requirement to actually state your opinion on the problem/solution essay questions in the IELTS exam. However, it is recommended that you are offering your opinions or recommendations at least in the final conclusion paragraph, instead of the introduction paragraph. 

Planning ahead 

Before beginning to write your answer down, you must plan in advance correctly. 

You must analyze the question once you read it, before starting to pen down your thoughts randomly. Comprehending the question gives you the idea of what is expected out of you for that particular question. Frame out the structure of your answer correctly, in your mind, before you begin writing. 

Ensure you are using keywords present in the question prompt and the keywords are being highlighted properly. You lose the edge over other candidates when you are not undertaking the practice of not highlighting the keywords. 

Use formal language, brainstorm all the ideas, opinions, and keywords before you start writing, without having to push yourself to get the best answer. 

Avoid making spelling mistakes, or grammatical errors. Even if you do not have the best answers, avoiding spelling mistakes and grammatical errors are going to give you an edge over the others. 

Write fast. Write as fast as you can, of course in a legible manner. 

What should you not do? There are multiple things that you must avoid doing while presenting your answer to a problem/solution essay question.  Answering the question without having supporting explanations, arguments, or examples. Always, always ensure that you have explanations and examples that support your arguments in the answer.  Not being able to answer all parts to the question. Always make sure you are answering both parts presented in the question. Avoid skipping any one part. There are two parts present in the question for a reason, never skip a part. To avoid this mistake, always spare a few minutes to plan your answer in advance.   Avoid repeating words in your answer. Broaden your vocabulary horizon, ensure you are using different synonyms, wherever possible, throughout the essay.  Do not exceed the word limit to your answer. Stick to the safe zone as far as the number of words is concerned. Though there is no upper cap, still stick to a healthy word limit, i.e. 260-280 words.  Structuring your essay correctly is extremely important. Not being able to follow the basic structure of your essay reflects the lack of planning. Planning your answer in advance will lead you to have a cohesive and coherent answer, following the framework that is required.

IELTS Writing Task 2: how to write a problem-solution essay on increase of waste; with effective mind mapping technique and model answer

This IELTS Writing Task 2 post offers insights into writing a great answer to a problem-solution topic. This problem-solution topic asks the candidates to provide some reasons for the increasing waste around the world and suggest some practical solutions . Let’s take a close look at the question first:

What kind of essay structure should you follow.

In most IELTS Writing Task 2 essays, a 4-paragraph structure is followed. For this specific problem-solution essay, we should also follow a 4-paragraph essay structure.

Paragraph 1: Introduction (Introduce the topic with some background information in 40/45 words)

Paragraph 2: (Explain 2/3 reasons with examples in around 100 words)

Paragraph 3: (Suggest 2/3 best solutions with examples in around 100 words)

Paragraph 4: (Conclude the essay with a positive tone and what might happen if the solutions are not adopted.)

How to plan for your answer to a problem-solution topic:

When you start writing your task 2 answers, what strategies do you follow? Do you have a plan that you arrange beforehand and apply it accordingly?

It is always a very good idea to plan before you write something; even it takes 5/7 minutes of your time. A good plan reduces the pressure of real-time thinking and writing together. It also improves your power of thinking and arranging ideas. So, utilize the opportunity of thinking beforehand and taking some necessary notes that can help you to present your thoughts in an organized way.

For this problem-solution topic, we need to analyze the question and try to understand what the task requirements are. Let’s look at this question again and find out what they want us to write:

At present, we are producing more and more garbage.

Why do you think this is happening?

What can governments do to help reduce the amount of garbage produced?

As you can see, there are two questions on this topic and we should answer them effectively . We should also remember to write a minimum of 250 words to illustrate our ideas, thoughts, suggestions etc.

So, here is a plan that I’ve made to establish my ideas, thoughts, and suggestions. You can do the same by doing some brainstorming and taking some notes. You need not be accurate to do this, just put down your thoughts and do some regular practice.

Now, let’s have a look at the plan:

Model answer:

With the ongoing development in the world, different sorts of problems are arising and the massive surge of garbage is one of those concerning issues . This essay will talk about the major causes of the issue and then submit some viable solutions like recycling which can be adopted by governments to minimize the problem.

Primarily , the population of the world has been escalating rapidly due to the high rate of births. The high population increases the consumption of different products which in return produces more waste. The massive amount of plastic bottles found in different islands is ocular evidence of this. Likewise, the demand for different products has been augmented by the materialistic insight and constant eye-catching advertisements of luxurious life. Recently, a great increase has been observed in the use of metals and plastics in my hometown due to changes in lifestyle and this is producing rubbish dramatically in city landfills . Besides, advancements of new technology with no suitable know-how of disposal are another reason and most of the mills and factories in developing and undeveloped nations are strong evidence of this.

The most effective step to solve this issue is a quick approach toward recycling programs by governments. Some countries in the Middle East have already adopted such a program where factories are bound to follow special protocols so that the waste can be stored for recycling, and the result has been brilliant. A secondary solution can be an awareness building program where mass people will practically observe the bad effects of increasing waste through statistical and other visual presentations. This has been done in my hometown and positive outcomes have been reported.

In fine, the huge increase in waste products is one of the foremost challenges that we are facing at present. It is high time to take a combined approach toward reducing it quickly and it can only be done by adopting solutions such as recycling and building awareness among people. Otherwise, it will ultimately lead to a global catastrophe .

Comments on the writing sample answer:

After analyzing the answer, it is clear that the essay has a clear 4-paragraph structure.

The mind map also has a positive correlation with the answer.

All the examples provided are logical and realistic. 

We can see some excellent use of important vocabulary and connecting words or linkers. This gives the writer extra benefits in earning a good band score. 

There is also good use of different sentence pa tterns.

know-how: knowledge of how to do something smoothly and efficiently

disposal:  the systematic destruction

approach:  to make advances to especially in order to create the desired result

special protocol:  a detailed plan of a scientific or medical experiment, treatment, or procedure

statistical:  of, relating to, based on, or employing the principles of statistics

outcomes: results, consequences

foremost challenges: the main problems

The Research Trajectory/Proposal

Picking a topic.

Think about what problem would you like to see solved. You should pick something that will be motivating to you, something that you are passionate about. Why? For one, it will make it easier for you to research and to keep yourself motivated to do the research. For another, it will make it easier for you to write on and make your paper more engaging for others to read. Your paper and the research it documents should be impactful to those who read it.

Important: make sure that you pick a problem that really has possible solutions. The same considerations apply to picking a topic for this paper as for any other -- the topic can't be too broad or too narrow, and it has to be something that can actually be researched. For more information on choosing a topic, check out this webpage on finding problem topics and useful ways to approach finding solutions to those problems .

Forming research questions

Not sure what to research for your topic? Take the topic you have selected and turn it into a research question. For instance, if your topic is "obesity in America," you could frame that into research questions like "What are measures that prevent weight gain?" or "What are the most sustainable diets for weight loss?" (Tip: Avoid search terms like "best" or "worst" because they are very vague and subjective. Choose terms that are more specific and quantifiable in meaning.)

Researching your topic

Now that you have a research question, do some preliminary research to give you direction on breaking your problem down in to feasible solutions. Choose more specific Browse the library's databases, skim through a book, or search the web for possible information.

Keep these questions in mind as you search:

• What type of information is available on your topic?
• Where did you find this information?
• Who are the experts, and what do they have to say about your topic?

Creating a thesis and presenting your proposal

Using the research you gathered from your research question(s), create a claim indicating what solutions you plan to propose in your paper. What three solutions are you proposing to the problem? The topic you submit in your proposal cannot be changed, but the research process is still ongoing, so your solutions may change if you find better ones in your ongoing research. This is a tentative thesis; you can make some changes to it later if you need to.

Now that you have taken some time to seriously think about and research your topic, you are ready to present your trajectory/proposal (intentions) for the research project. The proposal must contain your final subject/topic for the research project.

Outlining a Problem-Solution Paper

A problem-solution paper is exactly what it sounds like. First, an issue or obstacle is posed, then a solution or series of solutions is suggested to resolve that issue or obstacle.

Problem-solution essays can be structured differently depending on the nature of the topic. (For instance, if there is important historical information to your problem that is a bit too long for your intro, then you might want to spend a paragraph between your intro and your solution body paragraphs to give your audience that history.) Most essays, however, follow this basic formula:

I. Introduction: Communicating the Problem

• Paint a vivid picture of the problem. Focus on the how and why: how did this become a problem? why is it (still) a problem? why is it important / why does it need to be fixed? 
• End your intro with a thesis statement recapping the problem and providing a preview of the solution(s) you will offer in the rest of your paper.

II. Body: Communicating the Solution(s)

• Cover each potential solution to the problem in its own paragraph, or cover each step of a multi-step solution with each step having its own paragraph.
• Each body paragraph should have a clearly stated claim that is distinct from, though connected to, the other paragraphs.
• Support each solution or solution step with several pieces of evidence from authoritative sources of information. (Best to go to the library catalog and article databases for these.)
• Cite each source used to support your claims correctly according to MLA citation format , using an in-text citation that corresponds to an entry in your works cited page.

III. Conclusion: Reiterating Importance

• Recap your thesis statement (problem + brief overview of solution)
• Close out your paper by emphasizing the importance of solving the problem you have covered.

In composition , using a problem-solution format is a method for analyzing and writing about a topic by identifying a problem and proposing one or more solutions. A problem-solution essay is a type of argument. "This sort of essay involves argumentation in that the writer seeks to convince the reader to take a particular course of action. In explaining the problem, it may also need to persuade the reader concerning specific causes" (Dave Kemper et al., "Fusion: Integrated Reading and Writing," 2016).

The Thesis Statement

In many types of report writing, the thesis statement is posed front and center, in one sentence. Author Derek Soles writes about how the thesis statement in a problem-solution paper differs from a straight "report of findings" type of text:

"[One]  expository  mode is the problem-solution essay, topics for which are typically framed in the form of questions. Why did fourth-graders from poor families score low on a nationwide math test, and how can educators improve math education for this group? Why is Iran a threat to our national security, and how can we reduce this threat? Why did it take the Democratic Party so long to select a candidate for the 2008 presidential election, and what can the party do to make the process more efficient in the future? These essays have two parts: a full explanation of the nature of the problem, followed by an analysis of solutions and their likelihood of success."

("The Essentials of Academic Writing," 2nd ed. Wadsworth, Cengage, 2010)

Readers need additional context before you get to your thesis, but that is not to say that the thesis has to be posed as a question in the introduction:  

"In a problem-solution essay, the thesis statement usually proposes the solution. Because readers must first understand the problem, the thesis statement usually comes after a description of the problem. The thesis statement does not have to give details about the solution. Instead, it summarizes the solution. It should also lead naturally to the body of the essay, preparing your reader for a discussion of how your solution would work."

Sample Introductions

It can be helpful to see completed examples before writing in order to examine what makes for an effective piece. See how these introductions give some context before posing the topic and lead naturally into the body paragraphs, where the evidence will be listed. You can imagine how the author has organized the rest of the piece.

"We buried my cousin last summer. He was 32 when he hanged himself from a closet coat rack in the throes of alcoholism, the fourth of my blood relatives to die prematurely from this deadly disease. If America issued drinking licenses, those four men—including my father, who died at 54 of liver failure—might be alive today."

Organization

In "Passages: A Writer's Guide, " how to organize a problem-solution paper is explained:  

"Though to some extent [your organization of the paper] depends on your topic, do make sure that you include the following information:

Introduction: Identify the problem in a nutshell. Explain why this is a problem, and mention who should be concerned about it.

Problem Paragraph(s): Explain the problem clearly and specifically. Demonstrate that this is not just a personal complaint, but a genuine problem that affects many people.

"Solution Paragraph(s): Offer a concrete solution to the problem, and explain why this is the best one available. You may want to point out why other possible solutions are inferior to yours. If your solution calls for a series of steps or actions to be followed, present these steps in a logical order.

"Conclusion: Reemphasize the importance of the problem and the value of your solution. Choose a problem that you have experienced and thought about—one that you have solved or are in the process of solving. Then, in the essay itself, you may use your own experience to illustrate the problem. However, don't focus all the attention on yourself and on your troubles. Instead, direct the essay at others who are experiencing a similar problem. In other words, don't write an I essay ('How I Cure the Blues'); write a you essay ('How You Can Cure the Blues')."

Question: Environmental problems such as pollution and climate change are increasing nowadays. The government has taken some measures at a global level but they only get some solutions. Why is it so? How can this problem be solved?

In recent years, environmental issues such as pollution and climate change have become increasingly prevalent. While the government has taken steps to address them at a  worldwide level, these measures have only been moderately effective as economic interests are being prioritised over these burning issues and public efforts to curb these environmental problems are also lacking. By raising awareness and also following strict regulations, the problem can be mitigated to a great extent.

One reason why government measures have not been successful in addressing environmental matters is that they often lack effective implementation strategies and face opposition from profit-driven corporations. For instance, despite strict laws against the illegal dumping of waste, many factories still engage in the practice due to weak enforcement. Additionally, the lack of citizen awareness and action further diminishes the impact of government efforts. For instance, the ban on plastic bags may not be effective if citizens continue to use them due to ignorance. This highlights the need for citizens to be aware of environmental affairs and take action to support the government's efforts in reducing their impact.

To address these concerns, governments must work in collaboration with the private sector  and citizens to promote awareness and encourage eco-friendly practices. To further elaborate, companies could be incentivized to reduce their carbon footprint by offering tax credits or other benefits, while individuals could be encouraged to take public transport. Furthermore, governments must also take a proactive approach to the enforcement of environmental laws and regulations. This can be achieved through increased funding for environmental agencies and regular monitoring to ensure compliance.

To sum up, environmental problems persist despite government efforts. Collaboration between governments, the private sector, and citizens is crucial to develop effective implementation strategies, enforcing laws, and encouraging eco-friendly practices for a sustainable future.

How to Make Room for One Million New Yorkers

New York City doesn’t have enough homes. The average New Yorker now spends 34 percent of pre-tax income on rent, up from just 20 percent in 1965. There are many reasons homes in the city are so expensive, but at the root of it all, even after the pandemic, is supply and demand: Insufficient housing in our desirable city means more competition — and therefore sky-high prices — for the few new homes that trickle onto the market.

Some New Yorkers harbor fantasies that instead of building more, we can meet our housing needs through more rent control, against the advice of most economists , or by banning pieds-à-terre or by converting all vacant office towers into residential buildings, despite the expense and complexity . Given the enormity of the crisis, such measures would all be drops in the bucket, leading many to worry that if we were to actually build the hundreds of thousands of homes New Yorkers need, we would end up transforming the city into an unrecognizable forest of skyscrapers.

This resistance to change is more than just the usual grumbling from opinionated New Yorkers; it has become a significant obstacle, and it threatens to stifle the vitality of this great city. As Binyamin Appelbaum of The Times argues in his analysis of New York’s housing crisis: “New York is not a great city because of its buildings. It is a great city because it provides people with the opportunity to build better lives.”

I Want a City, Not a Museum

New York’s layers of laws to protect existing buildings has led to a shortage of housing.

To do that, New York needs to build more housing, and it can. New York could add dwellings for well over a million people — homes most New Yorkers could afford — without substantially changing the look and feel of the city.

My architecture firm, Practice for Architecture and Urbanism, previously worked with Times Opinion to imagine the future of the city’s rail infrastructure and streets . This time, we took a fresh look at housing.

We found a way to add more than 500,000 homes — enough to house more than 1.3 million New Yorkers — without radically changing the character of the city’s neighborhoods or altering its historic districts.

Here’s how we got to 500,000 housing units — the same number that the mayor has called a “moonshot goal.”

Apartments near public transit are convenient for residents and better for the environment, so we started by looking at areas within a half-mile of train stations and ferry terminals.

Next, we excluded parts of the city that might be at risk of flooding in the future.

In the remaining areas, we identified more than 1,700 acres of underutilized land: vacant lots, single-story retail buildings, parking lots and office buildings that could be converted to apartments.

For each lot, we calculated how much housing we could add without building any higher than nearby structures.

Take this single-story grocery store in the Crown Heights neighborhood of Brooklyn.

A mid-rise apartment complex built above a replacement grocery store could create 58 new housing units. The resulting structure wouldn't be any taller than the apartment complex next to it.

We also identified sites that could support smaller developments, like this vacant lot on the northern edge of the Bronx.

Low-rise apartment buildings house many more people than single-family homes. If designed thoughtfully, they could become just as much a part of the urban fabric as the city's brownstones.

This single-story store in Flushing, Queens, is just minutes away from a subway stop on a line that runs straight to Midtown Manhattan. It’s a prime example of underutilized land.

Matching the density of surrounding buildings, a high-rise built above new retail spaces could create 242 apartments.

Last, we considered office buildings that could be converted to apartments.

Office building conversions can require a tremendous amount of construction. But we should consider any reasonable proposal to house more New Yorkers.

The hypothetical buildings in our analysis would add 520,245 homes for New Yorkers. With that many new housing units, more than a million New Yorkers would have a roof over their head that they could afford, near transit and away from flood zones, all while maintaining the look and feel of the city.

Of course, adding apartment buildings would place more demand on our subways and schools in some neighborhoods. But the construction of over 520,000 homes would stimulate our economy; add people to our sidewalks, making them safer; and make the city more accessible to middle-class families — who are essential to the long-term health and prosperity of New York.

Several political, legal and economic impediments stand in the way of addressing New York City’s housing crisis. Mayor Eric Adams and Gov. Kathy Hochul have proposed ambitious plans to build hundreds of thousands of new housing units, but they have faced stiff opposition. Our City Council and State Legislature need to support a significant expansion of housing supply for the city or otherwise answer for our housing and homelessness crisis.

There are many reasons it is so difficult to build new housing in New York City — including zoning, the under-taxation of vacant and underutilized land, the continuing rise of construction costs, the elimination of important tax incentives, and intense and often misguided anti-development sentiments. These challenges can and should be addressed. But please, don’t let people tell you we can’t build the homes New Yorkers need because we’ve run out of room or because it would ruin the city’s character. We are, in fact, a very big apple.

Methodology

We identified underutilized lots using the Department of City Planning’s PLUTO dataset. Transit stations include stops for the subway, ferry, Long Island Rail Road and Metro-North train lines. For the flood risk analysis, we used the NYC Flood Hazard Mapper’s 0.2 percent annual chance floodplain for 2100.

Contiguous lots facing the same street were merged to maximize hypothetical development potential; small and irregular lots were excluded from the analysis. Maximum building heights were determined by looking at buildings in an 800-foot radius from sites on local streets or quarter-mile radius for sites on more heavily trafficked thoroughfares, as defined by the city’s LION street database.

For low- , mid- and high-rises, we calculated the number of units in each proposed building using the following assumptions: We allocated 37 percent to 45 percent of each lot to open space, and then multiplied the remaining lot area by the number of stories allowed as determined above to calculate the amount of buildable area. Of that total buildable area, we allotted 15 percent to hallways, lobbies and mechanical spaces; we divided the remaining residential space by an average unit size of 750 square feet to determine the number of units.

To identify offices that could be converted to apartments, we created a list of larger, older offices that were built between 1950 and 1990 and have not been altered since 2003. We excluded offices that are publicly owned or have architectural or historical significance. To estimate the number of units in the proposed conversions, we allocated 40 percent of each building to hallways, lobbies and mechanical spaces.

To calculate how many people could live in the proposed housing, we used a rate of 2.56 people per housing unit, based on statistics for New York City from the U.S. Census Bureau.
