However, it was passed earlier on 14 May 2022 by the Union Cabinet. The Defence Minister of India Mr. Rajnath Singh has declared the news of proposing the Agneepath scheme for youths who wanted to join the Indian Armed Forces.

Under this scheme, candidates will be selected in the Indian Army, Air Force, and Navy for a service period of four years including 6 months of training. Candidates will be recruited for the post below the rank of officer and will be posted within Jammu and Kashmir borders.

This scheme promises to offer lots of benefits to the selected candidates or the Agniveers. An initial salary of 30,000 will be given to the candidates. All the allowances as per the military rule will be provided to the Agniveers. A package of 11.71 lakh will also be provided as “Seva Nidhi” after completing the four years of service.

Only about 25% of Agniveers will be allowed to work further for 15 more years and the remaining will be sent home. According to the government, after four years Agniveers will be given priority in other civilian jobs. No plans like pension or gratuity will be given under this scheme. However, only 70 % of the salary will be given in hand rest of 30 % will be deducted for the “Seva Nidhi” package. This package will remain free from taxes.

After four years of service, Agniveers will be given a “Seva Nidhi” package of 11.71 Lakh. This is the sum of their deducted salary along with the equal contribution of the government with interest. During the four years of service, Agniveers will be provided life insurance of 48 lakhs and 1 crore will be given to the family in case of death.

Apart from financial benefits, candidates can generate skills like discipline, physical fitness, teamwork, etc. They will be awarded the certification of their training that will be helpful in other future aspects.

People of the country are not accepting this scheme happily and even protesting against it. In many states like Bihar, Uttar Pradesh, Haryana, Rajasthan, etc students are conducting a violent protests against this scheme. Soon after the declaration of the Agneepath scheme, people started protesting against it. The first news was heard from Bihar a day after the announcement on 15 June 2022. Soon the fire spread to many states of India covering Delhi, Uttar Pradesh, Haryana, Madhya Pradesh, Kerala, etc.

Youths began to harm public property by burning the trains and buses. This protest affected the lives of people as many trains were canceled, shutting down internet services, etc. Protesting organizations also called a countrywide strike on 20 June 2022 called “Bharat Band” demanding a rollback of the scheme.

Government’s Promises for Non-Retained Agniveers?

After completion of four years of tenure Government will help the non-retained Agniveers to start the next phase of work with bank loans which will be extended to them on priority. Proposal for preferences and reservations in other services will also be given to non-retained agniveers.

The Ministry of Education has developed a three-year bachelor’s degree program based on skills for those who are currently serving in the military. This program will recognize their training and assist them get jobs in the civilian sector. The IGNOU is already in charge of this program.

Is the Agneepath plan good for the defense of India? The purpose of the Agneepath scheme is to make India’s security forces powerful by reducing the average age of a soldier anywhere between 24 and 35 years and providing the army a youthful, fit, and ready force.

How long do individuals who are employed for Agneepath work there? Individuals who are employed for Agneepath are given a four-year contract. Depending on their performance and willingness, they may be retained on in the regular cadre after their term comes to an end. Agniveers who are no longer required will get a severance pay.

Introduction

The Government has unveiled a new Agnipath scheme for recruiting soldiers across the three services. This new defense recruitment reform has been cleared by the Cabinet Committee on Security and will come into effect immediately. The soldiers recruited under the scheme will be called Agniveers . The changes in the recruitment policy of non-officer personnel to the armed forces is being termed as a radical shift. The scheme is expected to make the force leaner and reduce the defense bill. However there are some challenges and concerns which would require redressal.

What is the Agnipath Scheme?

It is a short-service manpower model under which around 45,000 to 50,000 soldiers will be recruited annually. Of these, 7 5% will leave the service in four years. 25% will be allowed to continue for another 15 years under permanent commission.

Eligibility Criteria : The new system is only for personnel below officer ranks (those who do not join the forces as commissioned officers). Aspirants between the ages of 17.5 years and 21 years will be eligible to apply. The recruitment standards will remain the same, and recruitment will be done twice a year through rallies.

Post Selection Scenario : Once selected, the aspirants will go through training for six months and then will be deployed for three and a half years. During this period, they will get a starting salary of INR 30,000, along with additional benefits which will go up to INR 40,000 by the end of the four-year service.

30% of their salary will be set aside under a Seva Nidhi programme , and the Government will contribute an equal amount every month, and it will also accrue interest. At the end of the four-year period, each soldier will get INR 11.71 lakh as a lump sum amount, which will be tax-free.

They will also get a INR 48 lakh life insurance cover for the four years. In case of death, the payout will be over INR 1 crore, including pay for the unserved tenure.

There shall be no entitlement to gratuity and pensionary benefits . 

What is the significance of the Agnipath Scheme?

Leaner and Younger Force : The move will make the permanent force levels much leaner for the over 13-lakh strong armed forces in the country. As only 25% recruits will be allowed to continue for another 15 years under permanent commission. Further, the average age in the forces is 32 years today. It is expected to go down to 26 in 6 to 7 years with the implementation of the scheme.

Notably, the Indian army in 1978 was more youthful than at present at the level of Other Ranks (ORs), with sepoys comprising 72.6% of a total of 8,45,025 men.  Today, the number of sepoys has fallen below 40% . This is not a desirable mix when it comes to physically strenuous deployments, especially in high-altitude areas. 

Reducing Defense Bill: A leaner force and reduced benefits will considerably decrease the defence bill, which has been a major concern for governments for many years. This year’s Budget estimate on defense pension is INR 1,33,826 Crore which is 4.4% of total expenditure (0.6% of the GDP). Pensions made up 28.4% of this year’s defense budget.

Further, the saved money can be utilized to buy state-of-art technology and equipment which are the backbone of modern warfare.

All India, All Class Recruitment : The scheme will ensure ‘All India, All Class’ recruitment to the services. This is significant for the Army, where the regiment system has region and caste bases. These would be eliminated with time to allow anybody from any caste, region, class or religious background to become part of existing regiments. National unity, camaraderie and bonding should not be predicated on caste, community, religion or provincial affiliation but on the more equitable notion of being a patriotic Indian.

Adhoc Buffer Force: The ex-agniveers could act as an adhoc buffer force who may be called to serve again for boosting national security in times of external/internal threats.

Economic Benefits : The skills and experience acquired during the 4-year service will allow the soldiers to get employment in various fields. This will also lead to availability of a higher-skilled workforce to the economy which will be helpful in productivity gain and overall GDP growth.

Global Parity : All major militaries in the world are undergoing reform. There is a trend towards reduction in the number of personnel and emphasis on increasing capital expenditure on modern weapons and equipment. 

The People’s Liberation Army (PLA) underwent a massive demobilization from the 1980s onwards, bringing down total numbers from 4.5 million to about 2 million, with the focus on modernisation. Similarly, in many modern armed forces around the world, the service period ranges from 2 to 8 years with options for active and reservist service.

The Israeli army has service of 30 months and 22 months respectively for men and women, yet enjoys a reputation for being among the best in the world. 

What are the challenges associated with the Agnipath Scheme?

First, The government hopes to hire 46,000 “agniveer” this year. Although with the age limits, the recruitment may not include those who have been waiting for the hiring freeze since 2020 to end.  More than a lakh vacancies have built up in the Indian Army alone over the last two years, but under the new policy, not all may be filled.

Second , the Indian Army’s experiments so far with diversity in closed regiments have yielded mixed results. There is a probability that the new scheme may do more harm than good in diversifying the static regiments. 

Third , ex- agniveers may have to face hardships in getting employment after 4 years of service. Especially when meaningful employment opportunities in significant or adequate numbers still elude an ever-increasing number of graduates. Further, ‘trained-to-kill’ soldiers being demobilized every year could prove dangerous if they remain jobless and frustrated. Many believe it may lead to militarisation of society .

Fourth , Many experts believe that shorter duration service could compromise on training, morale and commitment in comparison to the permanent recruits. Critics argue that agniveers may turn out of to be risk-averse with the bulk looking to secure an alternate career. Moreover, the Government should have tested this scheme as a pilot, before scaling it up further.

What lies ahead?

First , the impact of changes such as hiring without the promise of lifelong benefits, the shortened training, and the opening out of regiments to AIAC can only be assessed in the coming years .

Second , in more immediate terms, when recruitment begins under the Agnipath Scheme in September, the response will show to what extent the absence of a pension acts as a spoiler.

Third , the Government should help rehabilitate soldiers who leave the services after four years. They can be provided with skill certificates and bridge courses that will help them in finding gainful employment.

No reform can be fool-proof and without teething troubles. But as Agnipath Scheme concerns national defence and security, the Government will need to have a plan to anticipate and address the problems that lie beyond the bold step forward.

Agneethpath Scheme is a recruitment program introduced by the government to recruit young Indian personnel for Indian Army, Indian Navy and Indian Navy Force.

Agneepath Scheme UPSC was introduced by the Indian government to recruit interested citizens to the Indian Armed Services. The Cabinet Committee on Security authorised the experimental program to gain the interest of the citizens to participate in the ‘tour of duty’.

Through the Agneepath Scheme UPSC, young Indians can get admission to the Indian Army, Indian Navy and Indian Air Force. Qualified candidates can join the combat forces and get recruited for a 4-year commitment.

Recently, the ‘tour of duty’ concept in the Indian armed services received much attention. The Cabinet Committee on Security decided to release the Agneepath Scheme UPSC on May 14, 2022, to offer an opportunity to young Indian citizens to be part of the armed forces.

By qualifying for the scheme, candidates will be offered a chance to be recruited to the most prestigious combat services, including the Indian Army, Indian Navy and Indian Air Force. Since the central government launched the Agneepath Scheme UPSC, around 50,000 soldiers have been recruited for a 4-year service period. Those candidates who qualify for the scheme are called ‘Agniveers’. During four years, candidates will be trained for the forces.

After the training period, 25% of the Agniveers will be retained, and the others will be provided with reservation in state government jobs in fields such as the state police, Assam rifles and CAPF.

In order to qualify for the Agneepath Scheme UPSC, candidates must satisfy certain eligibility requirements set by the conducting body. The eligibility criteria to participate in the scheme include age limits, educational qualifications and other requirement.

  • Candidates must be between the ages of 17.5 to 23 years. The upper age limit for 2022-23 recruitment, the upper age limit was increased from 21 to 23 years.
  • Agniveers must be physically fit according to the prerequisites set by the army. They must be medically eligible to be part of the armed forces.
  • They must be certified by a recognised board.
  • Candidates must have scored a minimum of 50% in class 10+2.

Different posts offered through Agneepath Scheme UPSC have separate qualification requirements. Candidates must have these educational qualifications to be posted in the roles and positions they desire to be recruited. The different qualifications will be included in the official notification for each job position.

As mentioned above, the candidates who qualify for Agneepath Scheme UPSC are called Agniveers. A minimum wage of INR 30,000 will be offered to the Agniveers in the initial stages. The salary and benefits will gradually increase to INR 40,000 in the 4-year service period.

Through the Seva Nidhi scheme introduced during the tenure, 30% of the salary will be retained. The government will add monthly contributions to the fund, and interest will be added. At the end of the 4-year service period, Agniveers will receive INR 11.71 lakhs without tax. They will also receive INR 48 lakhs life insurance policy.

In case of an unfortunate incident that leads to the death of a candidate, the family will receive more than INR 1 crore payout, including the remuneration for the absent time. The pre-selected candidates for the service will not be given any retirement benefits for the 25% of troops for their previous 4-year service. They will not receive any gratuities or pensions in such cases.

The government of India has promised the ‘Agniveers’ to reserve 10% of positions in the home and defence ministries. The Union Defense Minister said the Agniveers would be provided 10% of employment chances in the Indian Coast Guard. This opportunity is available for 16 state-owned businesses under the Defense Ministry.

10% of positions are reserved for them in the Central Armed Police Forces (CAPF) and Assam Rifles. The Agniveers who are technically proficient will be employed in the Civil Aviation Ministry.

The retired candidates will be allowed to complete classes 10 and 12 by the National Institute of Open Schooling by taking special courses. They will also be offered a 3-year special technical education program by the Union Ministry of Education at the undergraduate level for Agniveers who are farmers and agricultural workers.

Recently, the government has unveiled Agnipath scheme for recruiting soldiers across the Three services (Army, Navy and Airforce).

What is the Agnipath Scheme?

  • It allows patriotic and motivated youth to serve in the Armed Forces for a period of four years.
  • Under this scheme, the youth joining the army will be called Agniveer. Youth will be able to be recruited into the army for a short duration.
  • Under the new scheme, around 45,000 to 50,000 soldiers will be recruited annually, and most will leave the service in just four years.
  • However, after four years, only 25% of the batch will be recruited back into their respective services, for a period of 15 years.
  • Commissioned officers are the army's highest ranked officers.
  • Commissioned officers hold an exclusive rank in the Indian armed forces. They often hold a commission under the president's sovereign power and are officially instructed to protect the country.
  • Aspirants between the ages of 17.5 years and 23 years will be eligible to apply.
  • It aims at providing an opportunity to the patriotic and motivated youth with the ‘Josh’ and ‘Jazba’ to join the Armed Forces.
  • It is expected to bring down the average age profile of the Indian Armed Forces by about 4 to 5 years.
  • The scheme envisions that, the average age in the forces is 32 years today, which will go down to 26 in six to seven years.
  • Upon the completion of the 4-years of service, a one-time ‘Seva Nidhi’ package of Rs 11.71 lakhs will be paid to the Agniveers that will include their accrued interest thereon.
  • They will also get a Rs 48 lakh life insurance cover for the four years.

In News: The GoI unveiled its new Agnipath scheme for recruiting soldiers across the three services

  • The soldiers recruited under the scheme will be called Agniveers.

What is the Agnipath scheme?

  • Under the new scheme , around 45,000 to 50,000 soldiers will be recruited annually , and most will leave the service in just four years .
  • Of the total annual recruits, only 25 percent will be allowed to continue for another 15 years under permanent commission.

What is the eligibility criterion?

  • The new system is only for personnel below officer ranks
  • Under the Agnipath scheme, aspirants between the ages of 17.5 years and 21 years will be eligible to apply.
  • The recruitment standards will remain the same, and recruitment will be done twice a year through rallies.

What happens after selection?

  • Once selected, the aspirants will go through training for six months and then will be deployed for three and a half years.
  • During this period, they will get a starting salary of Rs 30,000 , along with additional benefits which will go up to Rs 40,000 by the end of the four-year service.
  • 30 per cent of their salary will be set aside under a Seva Nidhi programme , and the government will contribute an equal amount every month , and it will also accrue interest.
  • At the end of the four-year period , each soldier will get Rs 11.71 lakh as a lump sum amount , which will be tax-free.
  • They will also get an Rs 48 lakh life insurance cover for the four years .
  • In case of death, the payout will be over Rs 1 crore, including pay for the unserved tenure.
  • For those who are re-selected, the initial four-year period will not be considered for retirement benefits.
  • Recruitment will begin within 90 days under the scheme which will bring “all India, all class” recruitment to the services.

Essay on agneepath scheme for descriptive paper, paragraph 1, introduction.

Everyone needs a good job to fulfill their dreams and comforts of life. As the job opportunities are decreasing and unemployment level is at its peak, the announcement of Agneepath Scheme is definitely a good news for the unemployed youth of India.

The Agneepath Scheme was passed by the Union Cabinet in May 2022 which was later announced by Defense Minister Rajnath Singh on 14 June 2022. Under this scheme, youth will be recruited for for Indian Army, Navy or Air Force according to their merit.

Every year around 46,000 candidates will be recruited as Agniveer under this scheme.

The service period of Agniveers will be only 4 years with 6 months training. After 4 years, only 25% of the soldiers will be placed permanent based on their performance while others will be sent home with their service fund.

Paragraph 2

Why is it required.

One of the main reasons for starting Agneepath Scheme is to lower the median age of our security personnel. As India has mountainous border both China and Pakistan, forces with a lower age group will perform better in such areas. With the advance technological infusion in the defence, we need to come up with a future-ready fighting force.

Another reasons – are to cut the army's expenditure which is more than half the yearly defence budget allocated for pensions, increase budget for research and development, and reduce the problem of unemployment which is increasing day by day.

Paragraph 3

Eligibility criteria & selection.

The age limit for joining the army under the Agneepath scheme is from 17.5 years to 21 years. Candidates must have 10th and 12th degrees. Medical standards will be the same as those set by the government for recruitment in the army.

The selection of Agniveers will be done through army rallies. These rallies will be organized across the country at an interval of 90 days, and on the basis of that, they will be selected into the Indian Army.

Paragraph 4

Advantages/benefits.

Agniveers will get many benefits under this scheme. In the first year of service, they will be given 30,000 per month which will later be increased to 40,000 by the end of service.

Only 70% of the salary will be given in hand, the remaining 30% will be deducted for the “Service Fund” package.

The Service Fund package will be tax free and given to them after 4 years of service. The package amount (approx. 12 lakhs) will be the sum of their salary deducted as well as equal contribution including interest paid by the government.

During the four years of service, they will be provided life insurance of 48 lakhs and in case of death, the family will be given 1 crore.

They will also be awarded with certification of their training which will help them in other future aspects.

What will happen after four years of service.

After four years of service, only 25% of the soldiers will be placed permanent based on their performance.

Rest of them will be sent home with their service funds and certificates.

They can use these certificates to apply for work in other types of the private or corporate world.

In some states, such Agniveers will be given first priority in the police service.

Disadvantages/concerns.

They will not get pension benefit under this scheme.

As they will join the force at the age when they could prepare for another jobs, after leaving the force, other jobs will be out of their reach and they will be left behind their peers.

After completing 4 years of service, the Service Fund which is approx. Rs. 12 lakhs can be used for starting a new business.

Government should help in providing loan on priority basis to Agniveers to start a big start-up.

Government should also extend some benefits like education and medical facilities to Agniveers after completing the tenures of four years which is given to present forces personnel.

The scheme may prove to be advantageous for the youth to gain experience. But the government should make sure to address all the worries of the youth so that they don't have to compromise with their careers again.

The Agnipath scheme has been receiving mixed reactions in the country. Read here to know the details of the scheme.

The government unveiled its new Agnipath scheme for recruiting soldiers across the three services ( Army , Navy , and Air force ).

The new defence recruitment reform, which has been cleared by the Cabinet Committee on Security, will come into effect immediately, and the soldiers recruited under the scheme will be called Agniveers.

Under the new Agnipath scheme, around 45,000 to 50,000 soldiers will be recruited annually, and most will leave the service in just four years.

Of the total annual recruits, only 25 percent will be allowed to continue for another 15 years under permanent commission.

Aspirants between the ages of 17.5 years and 23 years will be eligible to apply. The scheme is only applicable to personnel below officer ranks.

  • Commissioned officers hold an exclusive rank in the Indian armed forces. They often hold a commission under the president’s sovereign power and are officially instructed to protect the country.

Upon the completion of four years of service, based on organizational requirements and policies promulgated by the Armed Forces from time to time, Agniveers will be offered an opportunity to apply for permanent enrolment in the Armed Forces.

Currently, recruitment is based on a ‘regiment system’ based on region and caste bases.

The training will be for 6 months and then deployment for three and a half years.

  • At the end of the four-year period, each soldier will get Rs 11.71 lakh as a lump sum amount, which will be tax-free.
  • For 25% of soldiers, who are re-selected, the initial four-year period will not be considered for retirement benefits.
  • For those wishing to be entrepreneurs, priority under bnk loans will be provided.
  • A bridging course of the choice certificate will be provided for further studies.
  • The agniveers will be given priority in CAPFs, Assam Rifles,, and police and allied forces in several states.
  • Tangible skills and work experience in different facets including engineering, mechanics, law, and order.
  • Major companies and sectors (IT, Security, Engineering) have announced they will prefer hiring a skilled and disciplined agniveer.

Advantages of the Agnipath Scheme

Younger armed forces : For India’s over 13-lakh strong armed forces, the current average age profile is 32 years. It is envisaged it will come down by about 4-5 years by implementation of this scheme

Reduction of pension bill: The government has allocated or paid more than Rs. 3.3 lakh crore in defence pension since 2020.

The training of 6 months has been criticized as being less for armed forces and tasks they are currently trusted with.

Many veterans have raised concern about turning the armed forces into short tenure force, which will hinder the loyalty a soldier has towards the forces.

Many countries like the united states follow the voluntary tour of duty model where the deployment is based on the needs of the military and branch of service.

While there are countries like Israel, Norway, North Korea, Sweden, which have mandatory tour called conscription.

The scheme may prove to be advantageous for the youth to gain experience. But the government should make sure to address all the queries and worries of the public regarding the same.

India’s Agnipath Scheme: Solution or Time Bomb?

On June 14, in a surprise announcement the government of India released a new, controversial recruitment program for all branches of the Indian military called the Agnipath (“path of fire”) scheme. Following its announcement, disgruntled aspirants rioted in various parts of the country in protest. Notwithstanding this initial resistance to the Agnipath scheme, the recruiting process is now underway , with the first “Agniveers” expected to start training in late December. With the dust stirred up by the scheme’s initial introduction now settling, the time has come to take a measured view of what the scheme aims to achieve and its potential drawbacks. 

In essence, the Agnipath recruitment scheme alters the existing recruitment strategy for the Indian military by requiring a recruit to serve a four-year term of service, replacing the previous 17-year minimum tenure. After the four years, 25 percent of Agniveers will be selected for enrollment as regular soldiers for a further 15 years of service. The remaining 75 percent will be compulsorily retired and will not be able to claim a service pension. Instead, they will be given a certificate to formally recognize the skills they developed and a tax-free severance package, currently estimated to be a little over 1 million Indian rupees (around $14,675). The scheme will typically apply to people between 17.5 and 21 years of age, although due to the protests and the freeze of recruiting during the COVID-19 pandemic, the age limit has been temporarily raised to 23. 

The Agnipath Scheme’s Rationale

Officially, the primary objective of this reform is to create a more operationally ready force by bringing down the average age of the Indian military’s rank and file members. Currently the average age of a serving member in the Indian military is 32 years, which the Agnipath scheme aims to lower to 27 or 28 years. This effectively seeks to sacrifice some experience of the older hands to ensure that more members are fit, agile, and tech savvy. It also has the goal of ensuring that a significant section of the country’s youth are instilled with the values of discipline, patriotism, and teamwork, ideally creating for a pool of trained personnel for the government to potentially draw upon in a crisis. 

While not explicitly stated by the Indian government’s press releases, it is widely understood that the scheme has several additional unspoken goals. The first and foremost is financial. By some estimates , India currently spends at least as much on military pensions as it does on the salaries of currently serving personnel. However, limiting required service to four years and excluding a significant percent of personnel, by requiring them to leave service before earning benefits, will dramatically reduce the cost of pensions in the defense budget . While the wage of an Agniveer is currently about 5,000 rupees per month more than regular personnel, they are only on the books for four years and ineligible for service pensions, representing major savings in the long run.

A second unspoken goal of the Agnipath scheme is maintaining the military’s available manpower. The Indian military loses approximately 60,000 personnel per year through retirement, with recruiting struggling to replace the numbers. The problem was exacerbated by the pandemic preventing recruiting drives. Over time, this has led to a vacancy of over 100,000 positions across the Indian military. Previous efforts by the Indian military to retain its size have simply involved extending the periods of minimum service that a recruit signs on for, which gradually rose from seven years in the 1970s to 17 by 2019. While the Agnipath scheme initially will only take 46,000 recruits, the intake of recruits is expected to be scaled up to 125,000 by 2027 , allowing the Indian military to relatively quickly refill their ranks with fresh troops. There remains debate on what is the optimal balance of new recruits versus experience in a state’s military forces. Although it is still too early to tell if the Agnipath scheme will provide the optimal balance for India, it appears to be a step in the right direction.

Finally, as recruitment will be merit-based without regard to ethnicity, caste, or class, it will potentially finally do away with the old colonial practice of drawing soldiers from the “martial races” and structuring regiments on the basis of caste, religion, and region. While some critics have voiced concern that this may impact the fighting spirit and motivation of regiments, it is important to note that several of India’s more battle-hardened units , including the Parachute Regiment (Special Forces), Brigade of Guards, Artillery and Armored Corps, are of an “All India, All Class” composition.

The Known Unknowns

Despite its benefits to India’s military, the Agnipath scheme has its fair share of potential and clear issues. The haste in which it was introduced, along with last-minute changes in the face of criticism, indicate that the government did not fully think their policy through or consider some of the ramifications. Indeed, the scheme appears to have been formulated with little consultation and in the absence of a clear National Security Strategy and a defense policy, which would have given a sense of direction for further reforms. The Agnipath scheme also does little to address the leadership and skills shortages that the Indian military is currently facing. According to some reports , the Indian military is facing a shortage of approximately 9,700 officers and vital positions, most notably medics.

There also exists a high degree of uncertainty surrounding the details of the Agnipath scheme. To start with, it remains unclear how exactly the 25 percent of recruits being retained will be selected. Will each service keep 25 percent of the Agniveers that they recruit or will this quota be spread over the entire military? Will the cohort being retained be spread evenly across units or will some units maintain most of their recruits while others see a near complete turnaround? What will the career progression and promotion opportunities for the Agniveers that remain in the service look like?

Another unknown factor surrounding the Agnipath scheme concerns the job prospects of the 75 percent who are compulsorily retired. The government has promised to reserve some public sector and central policing positions for Agniveers. However, the numbers are insufficient to cover the entire cohort currently being recruited, let alone the higher numbers expected in the future, and there remains the likelihood that the jobs could evaporate should budget constraints force a hiring freeze. Although the corporate sector and education institutions will likely absorb some of the recruits, such jobs are far from guaranteed. 

Apart from these ambiguities, there are some potential serious problems that concern the utility of the Agniveers to the Indian military, owing to their limited service time . The most notable question mark is the time the recruits will spend in training and of what quality it will be. Training times vary depending on the specific role the soldier or sailor is being trained for, but most sources indicate that the Indian military considers its rank and file soldiers to be fully trained after two or three years. Assuming that no corners are cut in training the Agnipath recruits, this means that the Agniveers will only be operationally useful to the military for half of their service, if not less.

In addition to this problem, there is a potential issue of how well the Agniveers will be able to fit in with regular personnel. Valid concerns have been raised as to whether there will emerge a perception gap between Agniveers and serving senior NCOs and junior commissioned officers. For instance, given the relative lack of training and experience compared to regular personnel, commanders might view the new recruits’ capabilities unfavorably and assign them to marginal tasks. There could be potential tension between Agniveers and sepoys (or their equivalent in the navy and air force) where the latter are senior by experience but officially the same rank as the former. Such problems could lead to motivation or discipline problems among the Agniveers. 

Time will tell if any of the potential downsides outweigh the benefits of the scheme and how it can be tweaked to address these issues. Questions remain whether a pilot project would have been a feasible option instead of a shock and awe strategy to push the reforms out. It is highly likely that the Agnipath scheme will yield mixed results and may go through an adjustment period. On paper, the scheme addresses a whole gambit of issues, but implementation remains a challenge where bureaucratic hurdles and budgetary constraints can act as spoilers. However, there is no denying that the Indian military requires structural reforms, and the Agnipath scheme is one such step out of many that are likely to be introduced.

After long days of waiting on 14 June 2022, the government of India announced a new recruitment scheme by the name “Agnipath Yojana”. However, it was passed earlier on 14 May 2022 by the Union Cabinet. The Defence Minister of India Mr. Rajnath Singh has declared the news of proposing the Agneepath scheme for youths who wanted to join the Indian Armed Forces.

Under this scheme, candidates will be selected in the Indian Army, Air Force, and Navy for a service period of four years including 6 months of training. Candidates will be recruited for the post below the rank of officer and will be posted within Jammu and Kashmir borders.

This scheme promises to offer lots of benefits to the selected candidates or the Agniveers. An initial salary of 30,000 will be given to the candidates. All the allowances as per the military rule will be provided to the Agniveers. A package of 11.71 lakh will also be provided as “Seva Nidhi” after completing the four years of service.

Only about 25% of Agniveers will be allowed to work further for 15 more years and the remaining will be sent home. According to the government, after four years Agniveers will be given priority in other civilian jobs. No plans like pension or gratuity will be given under this scheme. This recently launched scheme “Agneepath” does not meet the expectation level of youths and protests against it have spread all over the states of India.

What is the Agnipath scheme?

The government unveiled its  new Agnipath scheme for recruiting soldiers  across the three services.

Under the new scheme, around 45,000 to 50,000 soldiers (will be called ‘ Agniveers’ ) will be recruited annually (for a short period , and most will leave the service in just four years. Of the total annual recruits, only 25 per cent will be allowed to continue for another 15 years under permanent commission.

Format of the scheme:

Eligibility: Aspirants between the ages of 17.5 years and 21 years will be eligible to apply. The scheme is only applicable to personnel below officer ranks.

Recruitment :

  • Twice a year through rallies.
  • The recruitment will be done on “all India, all class ” recruitment to the services (from any caste, region, class or religious background). Currently, recruitment is based on ‘regiment system’ based on region and caste bases.

Training period: 6 months + deployment for three and a half years.

Salary and Benefits:

  • Recruits will get starting salary of Rs 30,000, along with additional benefits which will go up to Rs 40,000 by the end of the four-year service.
  • During this period, 30 per cent of their salary will be set aside under a Seva Nidhi programme , and the government will contribute an equal amount every month, and it will also accrue interest. At the end of the four-year period, each soldier will get Rs 11.71 lakh as a lump sum amount, which will be tax-free .
  • For 25% of soldiers, who are re-selected, the initial four-year period will not be considered for retirement benefits .

Current Affairs

  • Make the armed forces much leaner and younger : For India’s over 13-lakh strong armed forces, the current average age profile is  32 years . It is envisaged it will come down by about 4-5 years by implementation of this scheme
  • As per Army calculations, the savings for the government in this ‘Tour of Duty model’ of recruitment from just one sepoy would be around 11.5 cr (the army initially proposed a 3-year service model).
  • Create “future-ready” soldiers : A youthful armed forces will allow them to be easily trained for new technologies.
  • The central government will likely give preference to Agniveers in regular employment after their four years stint.

Concerns regarding the scheme:

  • Present benefits and security of jobs will be lost : Recruits will not get permanent jobs or promised pension and health benefits even after retirement.
  • Doubt about training: 6 months of short training may not be enough to trust them with the same kind of tasks that current troops can be trusted with.
  • Erosion of loyalty: “All India, all class” recruitment to the services may lead to the erosion of the loyalty that a soldier has for his regiment.

What is the Agneepath Scheme? The Agneepath scheme is a public-interest and ambitious scheme run by the government of India. Age Limit of the Agneepath Scheme:- The age limit has been fixed at 17.5 years, with a maximum age of 23 years. On getting selected as an Agniveer, the candidates will be given 10 weeks to 6 months of training here.

Eligibility for the Agneepath Scheme: To get selected in the Agneepath scheme, candidates must have 10th and 12th degrees. Only then will he be able to apply for the Agniveer posts, where the medical standards will be the same as those set by the government for recruitment in the army. No change has been made in this.

What will happen after 4 years of Agniveers? Most of the eligible candidates who will be selected as Agni Veer in the Indian Army will be retired from the army after 4 years. After this, the government will issue them a certificate by which they can easily apply for work in other types of the private or corporate world. In some states, the state governments have also announced that such Agni Veer will be given first priority in the police service. However, the government has also indicated that 25% of the agniveers, who are being appointed for 4 years, will be re-employed in the army. Only if the notification for recruitment in the army is issued by the government then.

The Selection Process under the Agneepath Scheme: Under the Agni Path scheme, the appointment of Agni Veers will be done through army rallies. These rallies will be organized across the country at an interval of 90 days, and on the basis of that, they will be selected into the Indian Army. Due to the coronavirus epidemic, no army rally has been organized in India for the last 2 years, so very soon it will be organized across the country.

Salaries under the Agneepath Scheme: The total annual package under the Agneepath scheme about Rs 4.76 lakh will be given in the first year and Rs 6.92 lakh will be increased in the fourth year. Under the service fund scheme, the government will save only 30% of their salary. The government will also deposit same money in their account on their own behalf, and when they complete four years, they will be given 10 to 12 lakh rupees from the government. Apart from this, they will not get any other facilities, like a pension.
