This scheme aims to facilitate mobility of faculty members working in a regular capacity in State Universities / Colleges and in private Academic Institutions to carryout research work in an established public funded central institution such as IITs, IISc, IISERS, National Institutions (NITs, CSIR, ICAR, ICMR labs and other central institutions) and Central Universities, located preferably nearer to the institution where the faculty member is working. Research work will be carried out in such a manner to ensure that PI continue to work in the host institute as well as his / her parent institute on mutually agreed terms between the PI and Mentor.

Eligibility

  • Indian citizen residing in India holding Ph.D. degree in Science / Engineering or MS / MD in Medicine are eligible to apply.
  • The applicant(s) must hold a regular academic / research position in State Universities/ Colleges and private Academic Institutions.
  • Applicant should not hold any ongoing research projects or any fellowship at the time of submission of application.
  • The upper age limit for the award is 45 years at the time of the submission of application. Age relaxation of 5 (five) years will be given to candidates belonging to SC/ST/OBC/Physically Challenged & Women candidates.
  • Mentor should be at the level of Associate Professor/Scientist E, or higher level.
  • Only one candidate will be allowed to work with a mentor at any given point of time.

Nature and Duration of Support

Not exceeding three years covering areas under Life Sciences, Physical Sciences, Chemical Sciences, Engineering Sciences, Earth & Atmospheric Sciences & Mathematical Sciences, including interdisciplinary areas. Research fellowship of Rs. 60,000/- per year (in addition to the researcher's own salary) will be provided subject to completion of minimum 90 days research work per year in the host institution. Research grant of Rs. 5 lakhs per annum (50% each to host and parent institution) and overheads (as per SERB norms) will be provided.

A2: TYes. Research fellowship of Rs. 60,000/- per year (in addition to the researcher’s own salary) will be provided subject to completion of minimum 90 days research work per year in the host institution. A3: Parent institute mustundertake all project implementation related work including purchase, preparation of UC/ES, relieving PI for research work in the host institute, etc. as of any other funded projects.

A4: Fresh and ongoing research work not supported by any externally funded individual centric projects.

Q5: Can I choose Panjab University as Host institution for TARE because Panjab University is not a central university nor state university?

A5: Only central institutes / national research labs and universities are eligible as host institute.

Q6: Can the awardee accept only the "Fellowship" without the "project grant"?I want to understand the meaning of clause “The applicant(s) must hold a regular academic / research position in State Universities/ Colleges and private Academic Institution”

A6: The term "Regular" in the context of SERB refers to the applicants who are appointed against the sanctioned post or in a tenure post but are likely to be renewed after the end of the tenure. [Note: Research Associates, Ad-hoc faculties, Guest Faculty, Visiting Scientist, consultant, Project Fellows and Faculty members whose contract is renewed every year are not eligible.] (In cases where it is not covered in any of the above, SERB has the right to determine the eligibility)

Q7: Working day: 90 days attendance should include host institute working days attendance only or 90 days working in host institute during institutes working days, summer vacation, winter vacation, public holidays, Saturdays and Sundays.

A7: 90 days working in host institute includes, working days, summer vacation, winter vacation, public holidays, Saturdays and Sundays, provided host institute allows to work and issue attendance certificate by the end of the year.

A9: Distance is not fixed, you need to justify the reasons for selection of institute whatso ever the distance, which will be evaluated by the committee. PI are advised to find the expertise/mentor nearer to their parent institute. Preference may be given to the candidates proposing host institute nearer to parent institute.

Q10: How many candidates can a mentor can guide?

A10: A mentor can forward any number of applications, but only one candidate will be allowed to work with a mentor depending up on the merit of the proposal.

Q11: How many applications can an institute forward?

A11: There are no fixed numbers.

Q12: CIs the mentor and applicant subject areas should match exactly?

A12: The basic concept of this project itself is to execute the project in collaborative mode where the expertise of the mentor should be useful in executing the project work of the applicant. Accordingly, the expertise of mentor and applicant should fulfill the requirements of the proposed project work.

Q13: Will all the Awardees opting for project grant will be given the grant?Can I get age relaxation, over and above the relaxation given in the program for filing the application?

A13: The upper age limit for the award is 45 years at the time of the submission of application. Age relaxation of 5 (five) years will be given to candidates belonging to SC/ST/OBC/Physically Challenged & Women candidates.

Q14: Is 90 days attendance compulsory requirement to get the fellowship money sanctioned? Can project be granted without the fellowship component?

A14: The basic concept of this project itself is to execute the project in collaborative mode where the applicant should work with the mentor and get trained at higher level. For which the minimum attendance period of 90 days is mandatory and hence the proposals without fellowship component will not be considered.

Q15: If the applicant goes to the host institution less than 90 days/year and does not get the scholarship money of Rs. 60,000/year whether he/she will be eligible to get the project money?

A15: It is mandatory to fulfill the minimum 90 days research work per year in the host institution. For other areas Ph.D. is mandatory.

Q16: I have completed my M.Tech. and continuing my Ph.D. Can I apply for TARE project?

A16: PG degree holders in Engineering / Medicine stream can apply.

Q17: It is mentioned that M.E. / M.Tech. in Engineering / Technology are eligible to apply’. Are teachers with M.Pharm. degree eligible to apply?

A17: Yes, M.Pharm. / MDS / M.V.Sc. degree holder are eligible to apply.

Q18: Can my Ph.D. supervisor be a mentor for TARE project?

A18: Yes. Researchers who are pursuing their part time Ph.D. without any external funding in the Central institutes can apply with their Ph.D. supervisor. Researchers pursuing Ph.D. (on full time basis) under Faculty Improvement Program, Quality Improvement Program, study leave etc. are not eligible to apply.

Q19: Is only researcher having ongoing project with DST / SERB not eligible for apply or any ongoing projects.

Q20: Can I apply from any other Central institutes other than mentioned in the TARE scheme? Eg.Centre for Materials for Electronics Technology (C-MET), Ministry of Electronics & Information Technology.

A20: You can apply for any Central institutions having relevant R&D infrastructure.

Q21: Whether applications from the regions where very limited Central institutes are available will be given with privilege or not?

A21: Selection for TARE scheme will be purely competitive mode based on the scientific merit of the proposal.

Q22: Any clauses that bound for publication of research work findings in conferences / journals as well Ph.D. thesis?

A22: No, but PI are expected to bring out joint publications with the mentor from the results emanated out of this project andis mandatory to acknowledge SERB funding for the research work.

Q23: Can I use the money to hire a project fellow? Can the fellow be paid 50/50 by both institutions?

A23: No, the TARE awardee is expected to do research on his / her own.

Q24: If I succeed in getting the TARE grant, can I apply for, say, an extramural grant later?

A24: Applicant should not hold any ongoing research projects or any fellowship at the time of submission of application. You are not eligible to avail any other project from DST/SERB until you complete TARE project.

The DST Applied Group is an initiative of AC4 that brings together researchers and practitioners that are using DST or other systemic approaches in research or practice. The goal of the group is to translate the theoretical promise of DST into practical tools to help us better understand and respond to complex conflicts. Tools that members of the group are currently working on include training curricula for students, business executives and political figures, computer simulation models to inform public policy, novel conflict assessment methodologies for workplaces, communities, or societies emerging from conflict, and other projects at the research-practice nexus of systemic thinking and conflict.

To expand this work, the Advanced Consortium on Cooperation Conflict and Complexity (AC4), the International Center for Cooperation and Conflict Resolution (ICCCR) at Columbia University, The Institute of World Affairs (IWA) at the University of Wisconsin, Milwaukee, and the School for Conflict Analysis and Resolution (S-CAR) at George Mason University are supporting the development of an Innovation Lab on Dynamical Systems Theory, Peace and Conflict. The general goals of the Innovation Lab are to create opportunities, structures and support mechanisms to bring together experienced scholar-practitioners working with complexity science, conflict and peace to share leading-edge ideas, methods and practices and to inspire and support collaborative work in this area for moving the work forward.

This book addresses the subject of intractable social conflict from a new vantage point. Here, these types of conflict represent self-organizing phenomena, emerging quite naturally from the ongoing dynamics in human interaction at any scale—from the interpersonal to the international. Using the universal language and computational framework of nonlinear dynamical systems theory in combination with recent insights from social psychology, intractable conflict is understood as a system locked in special attractor states that constrain the thoughts and actions of the parties to the conflict. The emergence and maintenance of attractors for conflict can be described by means of formal models that incorporate the results of computer simulations, experiments, field research, and archival analyses. Multi-disciplinary research reflecting these approaches provides encouraging support for the dynamical systems perspective.

In May, the Nashville Partnership for Education Equity Research —a collaboration between Metro Nashville Public Schools and Vanderbilt Peabody College of education and human development—hosted its inaugural research symposium at the MNPS Martin Center for Professional Development. The symposium included poster presentations on research projects to improve equity outcomes across MNPS and panel discussions on research processes, practices, and lessons learned from PEER collaborations. The symposium provided opportunities for MNPS school board members, Vanderbilt University researchers, and MNPS leadership to engage and learn from one another.

Panel 1: What We’re Learning About Creating Shared Research Plans

PEER working group members discussed how their teams create and share actionable research plans relevant to the needs of MNPS and other districts and contribute to understandings in research literature. The panelists emphasized the importance of stakeholder engagement, literature reviews, and balancing practical needs with research contributions.

Panel 2: All About Rapid Response Projects

The panelists discussed the importance of amplifying student voices, developing specific research questions, and building close partnerships between Vanderbilt and MNPS colleagues to ensure projects deliver concrete and actionable recommendations.

They also highlighted the importance of listening to students, families, and community members when making decisions about policies, programs, and initiatives.

Dst call for project proposal under fund for improvement of s&t infrastructure (fist) in universities and higher educational institutions.

The Scheme will provide optimal infrastructure facilities for post-graduate and higher research, such as, renovation of existing laboratory space (no fresh constructions) and cold room, modernization of laboratories involved in PG and higher research, acquisition of essential equipment, up-gradation of existing facilities, networking & computational facilities including software & databases, scientific & technical books (no journals), maintenance & refurbishing of existing and new facilities etc.

Eligibility: For University / Degree awarding Academic Institutions, the support will be considered for the 'Department / School / Center' as a unit. For College, the support to 'College as a whole' shall be considered for the post-graduate S&T departments only and not for other Departments i.e., Humanities, Management, Commerce etc. Further eligibility parameters and criteria for considering a proposal for support under FIST Program are based on the type of support and are provided, subsequently.

Women faculty/researchers in engineering from less endowed engineering/technological institutions/universities from Andhra Pradesh, Karnataka, Kerala, and Telangana were exposed to research insights, funding of research, evaluation of research grants, and related aspects at a workshop on Writing R&D Grant Proposal for Women Engineers organised November 10-11, 2022 at IIT Tirupati.

The workshop jointly organized by the Indian National Academy of Engineering (INAE) and Science and Engineering Research Board (SERB), DST encouraged women engineers in the country to undertake research and seek funding for their research proposals. The engineers were made aware of the role of funding agencies, type of research grants, writing research grants, contents of the proposal, formulation of proposal, ways of defending a research grant, and the implementation of research grants.

Prof Sivaji Chakravorti, Vice-President, INAE & Professor, Electrical Engineering Department, Jadavpur University, Kolkata, stressed that teaching and research goes hand in hand and to bridge the heterogeneous gender gap, it is essential to encourage women engineers to undertake research, for which seeking funding is a prime factor. A book on “Research Insights” authored by Dr. Rajiv K Tayal, Formerly Scientist-G, DST, who was also the resource person for the workshop, was released during the inaugural session.

Prof Sivaji Chakravorti and Dr. DR Prasada Raju, Former Scientists at DST, delivered special lectures on Project-based learning and specific funding opportunities, respectively. Besides the technical sessions, various group activities to inculcate confidence in women engineers on writing an effective R&D grant proposal to seek funding from government agencies were also conducted over the span of the one and half-day workshop.
