जब से हमारे देश में औद्योगिक क्रांति हुई थी, उसके बाद से हमारे पर्यावरण में कार्बन में भी बड़ी भारी मात्रा में वृद्धि हुई है। वाहनों से निकलने वाले धुंआ और औद्योगिक क्षेत्र से निकलने वाली हानिकारक गैसों की वजह से हमारा वातावरण प्रदूषित होता जा रहा है। इसके लिए सबसे ज्यादा जरूरत है कि हम अधिक से अधिक संख्या में पेड़ लगाएं और हमारे पर्यावरण को बचा सके। जो भी हानिकारक गैस निकलती है, यह हमारे सूर्य की गर्मी को भी रोक लेती है जिसकी वजह से ग्रीन हाउस का प्रभाव पड़ जाता है।

ग्रीन हाउस एक प्राकृतिक घटना है, जो जीवन के लिए बहुत जरूरी है। इस घटना से हमारी पृथ्वी एक दिन गर्मी को खो देगी और संपूर्ण पृथ्वी जम जाएगी। अगर इसी प्रकार से इन हानिकारक गैसों की मात्रा बढ़ती रही तो, विश्व का तापमान है वो बढ़ जाएगा। ध्रुवीय बर्फ की टोपियां पिघलने लगेगी, इसका परिणाम हमारे पर्यावरण के साथ तो बुरा होगा ही होगा और सभी मनुष्यों के लिए बहुत बुरा होगा ।

हमें अपने वातावरण में हो रहे ग्लोबल वार्मिंग को रोकने के लिए अधिक से अधिक संख्या में पेड़ पौधे लगाना शुरू कर देने चाहिए क्योंकि जो पेड़ है वह हवा में फैल रही ग्रीन हाउस गैसों को दूर करने में हम सभी की मदद करते हैं इसीलिए सभी लोगों से यही निवेदन है कि अधिक से अधिक संख्या में पेड़ लगाएं तथा जो हमारे वनों को नुकसान पहुंचा रहे हैं, उनके खिलाफ कुछ सख्त कदम उठाए। शहरों में भी अधिक मात्रा में वृक्ष लगाएं।

इन सबके अलावा हमें अपने आसपास साफ-सफाई का भी बहुत विशेष ध्यान रखना होगा क्योंकि जब साफ-सफाई रहेगी तो हमारे पेड़ पौधों को नुकसान नहीं पहुंचेगा । इसके साथ लोगों को भी नुकसान नहीं पहुंचेगा क्योंकि साफ सफाई के न रहने की वजह से बहुत गंदगी हमारे आस पास हो जाएगी और बहुत सी बीमारियां ,गंदगी और गंदी बदबू का सामना करना पड़ेगा। लोग अधिक संख्या में बीमार होने लगेंगे इसीलिए हमारे पर्यावरण के लिए अधिक मात्रा में वृक्ष लगाने के साथ-साथ घरज़ मोहल्ले, कस्बे आदि सभी जगह में साफ-सफाई का होना भी बहुत जरूरी है।

हमारे देश को स्वच्छ और हरा भरा बनाने में सरकार के साथ-साथ लोगों की बहुत महत्वपूर्ण भूमिका है। हमारी सरकार ने इसके लिए वन क्षेत्रों की सुरक्षा करने के लिए बहुत कठोर नियम बनाए हैं। इसके लिए सरकार को औद्योगिक क्षेत्र से जहरीली गैस पर रोक लगाने की बहुत जरूरत है। इसके साथ फैक्ट्रियों के निकलने वाले जहरीले धुएं और हानिकारक गैस के बचाव के लिए अपशिष्ट संयंत्त्रो स्थापना होनी चाहिए।

प्रस्तावना (Introduction) :-

“मै स्वच्छता के प्रति प्रतिबद्ध रहूंगा और इसके लिए समय दूंगा, मैं न तो गंदगी फैलाऊँगा न दूसरों को गंदगी फैलाने दूंगा”।

इस वक्तव्य के साथ भारत के प्रधानमंत्री नरेंद्र मोदी ने गांधी जयंती के अवसर पर 2 अक्टूबर 2014 को देशवासियों को स्वच्छता अभियान के लिए शपथ दिलाई थी।

इसी के साथ भारत में स्वच्छता अभियान शुरू हुआ था। भारत को स्वच्छ बनाने के लिए महात्मा गांधी की 150 वीं जयंती 2 अक्टूबर 2019 को लक्ष्य बनाया गया था।

इस अभियान के जरिए महात्मा गांधी के साफ-सुथरे भारत के स्वप्न को साकार करने का मकसद था। भारत में स्वच्छता अभियान जोरों शोरों से शुरू हुआ। अब इसका असर भी दिखने लगा है। हर कोई स्वच्छता के प्रति सजग हो गया है।

एक निर्मल सोच एवं ईमानदार व्यक्ति अपने आसपास गंदगी में नही रह सकता। अच्छे कर्म करने अथवा अच्छी घटनाओं के लिए संपूर्ण स्वच्छता जरूरी है। इसे बनाए रखना प्रत्येक नागरिक की जिम्मेदारी है।

महात्मा गांधी का मानना था कि जिस तरह से हमारी अपनी व्यक्तिगत साफ सफाई जरूरी है। उसी तरह से हमारे आसपास, बस्ती, कस्बे, शहर की साफ-सफाई भी जरूरी है।

यह हमारी जिम्मेदारी है। उनका मानना था कि इस जिम्मेदारी को प्रत्येक नागरिक को अपने कर्तव्य के रूप में समझना चाहिए। स्वच्छता को अपने नियमित व्यवहार में शामिल करना चाहिए।

महात्मा गांधी की इन्हीं विचारों से प्रेरित होकर भारत में प्रधानमंत्री नरेंद्र मोदी द्वारा 2 अक्टूबर 2014 को स्वच्छ भारत अभियान की शुरुआत की गई थी।

साल 2011 की जनगणना के अनुसार भारत एक ग्रामीण प्रधान देश है। भारत के गांवों में 67.3% गांव में शौचालय की सुविधा उपलब्ध नही थी।

देश में 626 मिलियन लोग खुले में शौच करते थे। इसलिए स्वच्छ भारत अभियान के तहत खुले में शौच मुक्त को इस अभियान का हिस्सा बनाया गया था।

विश्व स्वास्थ्य संगठन के अनुसार 22 तरह की बीमारियां भारत में सिर्फ कचरे की वजह से होती हैं। इन बीमारियों की वजह से एक व्यक्ति पर सालाना 6.50 हजार रुपए का आर्थिक बोझ रहता है।

स्वच्छ भारत अभियान के तहत भारत का प्रत्येक नागरिक साफ सफाई के प्रति नए सिरे से संकल्प बद्ध हुआ। सरकार भी इसके लिए मजबूती से आगे बढ कर काम कर रही। स्वच्छ भारत अभियान को शहरी और ग्रामीण स्वच्छता दो भागों में विभाजित किया गया था।

स्वच्छ भारत अभियान का दायरा अत्यंत व्यापक रखा गया था। घर, स्कूल, अस्पताल, सड़के, बाजार, सरकारी कार्यालय, रेलवे स्टेशन, बस अड्डे पर, स्मारक एवं अन्य पर्यटन स्थल को भी इसमें शामिल कर लिया गया था।

इस अभियान से पर्यटन उद्योग को भी जोड़ दिया गया था ।पर्यटन की दृष्टि से देश में महत्वपूर्ण 50 शहरों को साफ करने का लक्ष्य निर्धारित हुआ था। इस अभियान के तहत कचरा निष्पादन प्रबंधन एवं अपशिष्ट जल प्रबंधन पर विशेष ध्यान दिया गया।

स्वच्छ भारत अभियान के लिए कुल 1,96,0009 करोड रुपए बजट में निर्धारित थे। इस अभियान को सफल बनाने में राजनीतिक इच्छाशक्ति के साथ साथ जनमानस ने भी अपना महत्वपूर्ण योगदान दिया। आज भारत खुले में शौच मुक्त हो गया है।

ताकि हर व्यक्ति अपने आसपास के इलाकों की स्वच्छता रख सके और ऐसे देश को स्वच्छ करना आसान हो जाएगा। उसके पश्चात इस अभियान के अंतर्गत मार्च 2017 में उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने अपने राज्य मैं पान, गुटखा और तंबाकू पर प्रतिबंध लगाकर इस अभियान में महत्वपूर्ण योगदान दिया। साल 2019 में राजस्थान कि गहलोत सरकार ने भी तंबाकू पर प्रतिबंध लगा दिया।

क्या है स्वच्छ भारत अभियान (Clean India Mission)

यह अभियान भारत का सबसे बड़ा स्वच्छता अभियान है। इस अभियान की शुरुआत होने के पश्चात यह अभियान धीरे-धीरे लोकप्रिय होता गया और सरकार ने भी इस अभियान को लोकप्रिय करने के लिए कई अलग-अलग कदम उठाएं।

इस अभियान के प्रति देश की जनता को जागरूक करना सरकार का मुख्य उद्देश्य था और इसीलिए सरकार ने हर इलाकों में स्वच्छता और स्वच्छ भारत अभियान के नारे व रैलियां शुरू कर दी। इस अभियान की शुरुआत में करीब तीन मिलीयन सरकारी कर्मचारी और स्कूल कॉलेज के छात्रों ने इस अभियान में भाग लिया। इन सभी कर्मचारियों ने देश की जनता को इस अभियान के प्रति जागरूक करवाया।

तो इसलिए इस मिशन के तहत ग्रामीण लोगों को मुफ्त में शौचालय मिल गया और घर-घर शौचालय होने से देश की स्वच्छता में और भी बढ़ोतरी हुई है।

ग्रामीण लोगों को शौचालय निर्माण के पश्चात बहुत अधिक फायदा हुआ है अन्यथा उन्हें शौच के लिए खुले में जाना पड़ता था और खुले में फैल रही गंदगी ग्रामीण लोगों के लिए कई रोग उत्पन्न कर देती थी।

खुले में कूड़ा फेंकने से बहुत सी बिमारियाँ पैदा होती है। मनुष्य को खुद को और वातावरण को स्वस्थ रखने के लिए साफ सफाई की अहमियत को समझना चाहिए। मनुष्य को नियमित रूप से अपने शरीर की सफाई करनी चाहिए। नियमित रूप से नाखुनों की भी सफाई करनी चाहिए क्योंकि गंदे हाथों से ही किटाणु शरीर के अंदर जाते है। घर के अंदर की साफ सफाई परिवार के सदस्य का कार्य है और सभी को मिलकर यह करना चाहिए। घर से बाहर की सफाई समाज के लोगों का काम है।

जिस दिन हमारी मातृभूमि आजाद हुयी उसी दिन से हर वर्ष 15 अगस्त को स्वतंत्रता दिवस के रुप में मनाया जा रहा है। पंडित नेहरु भारत के प्रथम प्रधानमंत्री बने। प्राकृतिक संसाधनों से भरा देश होने के बावजूद भी यहाँ के रहवासी गरीब हैं। रविन्द्रनाथ टैगोर, सर जगदीश चन्द्र बोस, सर सी.वी.रमन, श्री एच.एन भाभा आदि जैसे उत्कृष्ट लोगों की वजह से तकनीक, विज्ञान, और साहित्य के क्षेत्र में ये लगातार बढ़ रहा है।

ये वो जगह है जहाँ ताजमहल, फतेहपुर सीकरी, स्वर्ण मंदिर, कुतुब मीनार, लाल किला, ऊटी, नीलगिरी, कश्मीर, खजुराहों, अजन्ता और एलोरा की गुफाएँ आदि आश्चर्य मौजूद हैं। ये एक महान नदियों, पहाड़ों, घाटियों, झील और महासागरों का देश है। भारत में मुख्य रूप से हिंदी भाषा बोली जाती है। ये एक ऐसा देश है जहाँ 29 राज्य और 7 केन्द्र शासित प्रदेश है। ये मुख्य रुप से कृषि प्रधान देश है जो गन्ना, कपास, जूट, चावल, गेंहूँ, दाल आदि फसलों के उत्पादन के लिये प्रसिद्ध है। ये एक ऐसा देश है जहाँ महान नेता (शिवाजी, गाँधीजी, नेहरु, डॉ अंबेडकर आदि), महान वैज्ञानिकों (डॉ जगदीश चन्द्र बोस, डॉ होमी भाभा, डॉ सी.वी.रमन, डॉ नारालिकर आदि) और महान समाज सुधारकों (टी.एन.सेशन, पदुरंगाशास्त्री अलवले आदि) ने जन्म लिया। ये एक ऐसा देश है जहाँ शांति और एकता के साथ विविधता मौजूद है।

In 2014, a campaign called "Clean India" was started—Swachh Bharat Abhiyaan or the Clean India Movement were the other names for this campaign. The programme was launched by Prime Minister Shri Narendra Modi by cleaning the streets. With numerous people taking part, this campaign was the biggest one ever. Garbage poses a serious danger to a country's growth and it is also a major threat to success in the modern economy. Industrialization and commercialization have only served to aggravate this issue. Therefore, as responsible citizens of this country, it is our responsibility and duty to do everything to keep our environment clean and green.

The ideal method to develop this habit is to launch a cleaning campaign in our home, kitchen, living space, and community. Therefore, it is essential to alter public perceptions of the fight against sanitation. Change ought to be implemented logically. Budgets and programmes that prioritise Panchayats and rural communities' sanitation needs should be sufficient. Every Indian citizen should have the vision of a Clean India, Green India. The mission is the ideal development movement for India since it promotes sustainable growth in the nation.

We are less prone to get sick if we maintain ourselves and our surroundings clean. The unclean atmosphere around us promotes diseases like malaria, dengue fever, and others. We must maintain a clean, healthy atmosphere if we want to reduce our risks of becoming ill.

Cleanliness is beneficial to the mind—stress and despair are decreased. It keeps us energised and inspired.

The campaign has lessened open defecation by building individual, group, and public restrooms.

There has been a transform from the unsanitary restrooms into flush restrooms.

Plastic is one of the main causes of environmental degradation, so it is crucial that we stop using it and replace it with materials based on wood in our houses. To lessen the impact of plastic on the environment, we must also use jute or paper bags rather than plastic ones.

We can always recycle and reuse objects to cut down on waste and pollution in the environment. For example, worn-out and discarded items can be utilised as décor and other things in homes and workplaces.

We can help save trees by printing on both sides of the page, utilising hand dryers in place of paper towels, and using reusable goods instead of toilet paper and throwaway towels. Additionally, we need to grow trees and other plants around our homes to maximise the amount of greenery there is.

We must utilise dustbins effectively if we are to achieve cleanliness. We should dispose of our trash in dustbins rather than on the roads and streets.

Awareness-raising campaigns must be performed in order to achieve community cleanliness and greenery. We must inform the public of the advantages of cleanliness and nature.

Since the Swachh Bharat Mission was established, many Indians have given cleanliness considerable consideration. People started doing daily cleanups of their surroundings and proper rubbish disposal. स्वच्छ भारत हरित भारत अभियान एक बड़े स्तर का कार्यक्रम है। जो की स्वच्छ भारत अभियान के तहत चलाया जा रहा है। यह कार्यक्रम पीएम मोदी जी की जलवायु परिवर्तन परिषद द्वारा शुरू किया गया है। प्रधानमंत्री नरेंद्र मोदी जी द्वारा 2 अक्टूबर साल 2014 को स्वच्छ भारत अभियान की शुरुआत की गई थी। यह अभियान महात्मा गांधी जी की जयंती पर शुरू किया गया।

महात्मा गांधी का सपना भारत को एक स्वच्छ देश के रूप में देखना था। जिसे साकार करने के लिए मोदी जी ने स्वच्छ भारत अभियान की शुरुआत की। इस अभियान को दो भागों, ग्रामीण क्षेत्रों और शहरी क्षेत्रों में बांटा गया था। स्वच्छ भारत अभियान के तहत लोगों को स्वच्छता के प्रति जागरूक किया गया। इस अभियान के तहत समस्त देशवासियों को शौचायलयों का उपयोग करने, स्कूल को अस्पतालों बाजारों एवं अन्य सार्वजनिक स्थानों पर गंदगी ना करने और स्वच्छता रखने के लिए प्रेरित किया गया।

एक रिपोर्ट के अनुसार इस अभियान में करीब 30 के इस अभियान से पहले भारत के करीब 10 मिलियन शहरी परिवारों के पास स्वच्छ शौचालय नहीं थे। जबकि भारत के करीब 564 मिलियन लोग खुले में शौच जाया करते थे। लेकिन स्वच्छ भारत अभियान चलते देश की लगभग 99.2 प्रतिशत ग्रामीण आबादी को कवर किया गया। स्वच्छ भारत अभियान को बढ़ावा देने के लिए 30 जनवरी को हर साल राष्ट्रिय स्वच्छता दिवस मनाया जाता है।
