Student Assignment Policy

Bps has adopted a home-based student assignment policy to assign students to kindergarten through grade 8. all of our high schools remain citywide options for our students., the home-based plan uses a student’s home as the starting point. .

  • BPS will offer a customized list of school choices for every family based on their home address. It includes every school within a one-mile radius of their home plus, as needed, nearby high-quality schools based on BPS's School Quality Framework (SQF) system of measurement. This ensures that every family has access to high-quality schools, no matter where they live.
  • The list may also grow, as needed, to include additional programmatic offerings and to ensure we can offer every child a seat in a school on his or her list. These are called “Option Schools.”
  • Families may also select any citywide school. And some families may have regional options, as well.
  • Most families will have somewhere between 10 and 14 school options on their choice list.
  • The Home-Based plan uses an algorithm, similar to a lottery; therefore we can’t guarantee an applicant will be assigned to one of his or her top choices.
  • Due to limited seating, we cannot guarantee an assignment to K0 or K1.
  • Students who apply for grades K0, K1, K2, 6, 7, and 9 in January have the best chance of assignment to their top choice schools.

What is the Boston Public Schools (BPS) district?

Boston Public Schools — also commonly referred to as BPS — is the free public school district for the city of Boston. The majority of Boston’s school-aged children are enrolled at a BPS school. BPS schools serve students in grades K0 to K2 (ages 3 to 5 years old) through 12th grade and beyond.

BPS Registration Timeline & Checklist

Registration for BPS schools starts very early. The priority registration period is January through March in the same year that your child will enter school. For example, if your child will enter grade K2 in September 2025, you register your child for school in January 2025.

Boston School Finder strongly encourages registering during priority round registration for the grade your child will enter, because this gives you the best chance to get a seat in a BPS school you want.

If you are considering enrolling your child in a BPS school, here are the steps and when you need to complete them during the year for the following September.  

  • Understand how BPS assigns students to its schools. Your child is not guaranteed a “neighborhood” school. BPS uses a Home-Based Assignment Policy (HBAP) that factors distance from the school, school quality, and sibling preference into the school options available to your child. 
  • Get your list of your available BPS school options from DiscoverBPS.org . 
  • Learn more about each school on your list by using our Boston School Finder Tool to view detailed School Profile pages for each BPS school on your list.
  • Visit schools during their BPS School Preview Days in November, December, and January.

Pre-register for Boston’s online school registration system . This will make registration easier at your Welcome Center appointment if you complete this ahead of time.

  • Complete your paperwork verification over the phone with a BPS registration specialist.

January-April

  • Priority registration windows happen from January-April for different grades.  Find the priority registration window for your student and instructions for how to register here .  
  • If you miss the priority registration deadline for your student, you should still register ASAP by contacting the BPS Welcome Center.  
  • School assignment notifications will be sent out digitally from March-May, depending on the grade. All BPS school assignment notifications will also be sent by postal mail to registered home addresses. If you register during your priority registration window but don't receive your BPS assignment by the dates here , please call the BPS Registration Hotline at 617-635-9046.
  • Note: if you have moved after registering, your change of address could affect your school and transportation options. Please visit the BPS website for more information about change of address

Types of BPS Schools & Programs

BPS has many different types of schools that serve a variety of student needs, including traditional district schools, exam schools, pilot schools, Horace Mann charter schools, innovation schools, international Baccalaureate program, dual language, and receivership. Below is information about some of the different types of schools and programs available in BPS; more information on BPS school types is available here .

For Elementary & Middle School Students

K0 & k1 grade levels.

BPS offers a small, but growing number of school seats for children ages 3 and 4, according to the formula below: 

If your child will be age _____ by September 1 of the same year they are supposed to start school, they are eligible to enter into grade ____.

  • Age 3 = Grade K0
  • Age 4 = Grade K1
  • Age 5 = Grade K

Excellence For All (EFA)

Excellence for All (EFA) is a program available at select BPS schools for students in grades 4-6.  For more information on EFA, please visit this BPS website . 

Middle School Pathways

For students in general education programs, some BPS elementary schools are connected to a middle school or K-8 school as a guaranteed next school. For more information, visit the BPS Middle School Pathways page .

For High School Students

High schools that require special admissions or additional application requirements.

Boston has three “exam schools” which serve students in grades 7–12. Entry into these exam schools is determined by the student’s grades and their performance on a district-identified assessment. Learn more about Boston’s Exam Schools at our Exam School resource guide . 

Some other BPS high schools have additional requirements for admission. These additional requirements can include a separate, extra application and other materials such as essays, teacher recommendations, or the completion of an audition. Abdulkadiroglu, Pathak, Roth, and Sonmez study the Boston Public Schools (BPS) system for assigning students to schools in response to a Globe article which highlighted the difficulties that Boston’s system may give parents in strategizing during the application process.  They describe the difficulties of the Boston mechanism and explore possible replacement mechanisms.

School choice in Boston has been partly shaped by desegregation. In 1974, Judge W. Arthur Garrity ordered busing for racial balance.  In 1987, the U.S. Court of Appeals freed BPS to adopt a new, choice-based assignment plan. In 1999 BPS eliminated racial preferences in assignment and adopted a new mechanism. The design tried to give students their first choice school.  However, a student who fails to get her first choice may find her later choices filled by students who chose them first. Thus, there is a risk in ranking a school first if there is a chance of not being admitted; other schools that would have been possible had they been listed first may also be filled.

Four years ago, Boston Public Schools began using a computerized school assignment system. The algorithm was intended to reduce segregation in the city's school system, and give more minority students access to higher quality schools. But a report released earlier this week found that didn't happen.

The report, conducted by the Boston Area Research Initiative, found that Boston's algorithm for assigning students to schools is restricting access to high-quality schools for many minority students, and that high-quality schools are disproportionately grouped in the city's historically white neighborhoods. The findings are reflective of the racial and socioeconomic segregation evident in the city's geography.

Interview Highlights

On what the report's findings mean to parents

Kevin Murray: "The extremes were somewhat surprising, even for us. And my reading of the report is that there are ways in which this new system has made things ... noticeably worse. Part of the report talks about the increasing segregation at the kindergarten and early grade level in certain neighborhoods of the city. This is a very concerning trend, because those trends will move through the system. As those kindergartners become second, third and fourth graders, those classes are not going to become more diverse. They're going to continue to be as segregated or more segregated as they as kindergartners."

On how Boston's existing segregation contributes to education inequality

Dan O'Brien:  "The city is de facto segregated, so if you're going to have people going to school closer to home, you're inevitably going to start to separate by race, by socioeconomic status across schools. And I think there has to be a really serious conversation among the Boston Public School community; what is the balance there? Because we also know parents do — and during the process that was spoken about in 2012, parents said "We want to go closer to home, we don't want to get bused across the city, that's not necessarily always equivalent to quality for us."

On how to improve school assignment in Boston 

KM: The MIT people that put together this algorithm were very clear: There is no technical barrier to equitable assignment system. We can create a system in which every student, whether they're in Mattapan or the North End, has equal access to the quality seats that exist. That's a mathematical problem, and one thing MIT people and Northeastern people can do is solve those mathematical problems. The question was, is the city of Boston ready to address the political challenges, the social challenges that that implies.

The assumption is that families like mine are going to withdraw from the system if everybody has equal access to the good seats. That's never been tested. I know hundreds of families that would not withdraw in the face of an equitable system — there probably are some that would. But I think we need to flip this thing and call our system an equity-based school assignment system, and follow that name where it takes us.

DO: " Scholars, data technicians and scientists like those at BARI and other places, we can try to build a more equitable algorithm and we made recommendations on how to do that, but I think the other problem is ... the inequitable distribution of quality schools across the geography of the city. If people would like to go to school closer to home and they're giving them a trade-off there, giving them access to a great school that's two miles away might not be attractive ... we need to be having those two conversations simultaneously, rather than just arguing about the policy on one end and the quality on the other end, they go hand-in-hand."

BPS students demand ‘new rules, clean schools’ in City Hall Plaza rally

Several dozen students from Boston Public Schools rallied on City Hall Plaza Tuesday to make their needs heard by Mayor Michelle Wu.

In a letter addressed to the mayor, students wrote that, “For years, BPS students have had trouble learning in an unhealthy environment without enough resources, investment, and support.”

Simone Frederick said that at Boston Latin Academy, where she is a senior, there are issues with the school’s basic physical condition.

“Some parts of the building are really deteriorating,” Frederick said. “If we had those issues fixed, people would have a better environment to learn and to teach in.”

The letter included a list of demands that include: physical upgrades, such as fixing walls, making bathrooms accessible for students with disabilities and clean water; making schools more sustainably powered; and increasing access to spaces that include libraries, gyms and science labs.

Osasenaga Famous, a senior at the John D. O’Bryant School, said her school’s HVAC system affects her time in the classroom.

“It’s always too cold or too hot,” she said. “Today, I went here for second period and it was too cold in that classroom, so I needed to take a break. So I just went out in the hallway and then I went back in, just to take a break.”

George Alves, a 2022 graduate of City on a Hill Charter School, said he faced similar frustrations at the independently run school.

“The classrooms would be hot ... the water fountains were always out of date, the water would come out dirty,” Aves said. “Students can’t focus under those conditions,” he added.

The list of demands also includes educational changes, with calls for more diversity in the school curriculum and hiring more educators of color.

BPS did not immediately return a request for comment.

Liam Quinn, youth programs director for the Massachusetts Coalition of Occupational Safety and Health, has been working with BPS students on their demands since November.

“The students are kind of united with teachers in advocating for the district to do better about retaining, hiring and recruiting teachers of color and making sure they feel supported in staying on at BPS in the long run,” Quinn told GBH News.

Students’ chants — including “New rules, clean schools” and “Hey hey, ho ho, racist schools have got to go” — couldn’t be heard in person by Wu, who is abroad ahead of attending a climate summit at the Vatican.

“We’re here to kind let the mayor know her constituents are frustrated about BPS, and they want to be let into the room where those decisions are being made,” Quinn said. “And for too long they’ve been kept out.”

The Unique Burial of a Child of Early Scythian Time at the Cemetery of Saryg-Bulun (Tuva)

In 1988, the Tuvan Archaeological Expedition (led by M. E. Kilunovskaya and V. A. Semenov) discovered a unique burial of the early Iron Age at Saryg-Bulun in Central Tuva. There are two burial mounds of the Aldy-Bel culture dated by 7th century BC. Within the barrows, which adjoined one another, forming a figure-of-eight, there were discovered 7 burials, from which a representative collection of artifacts was recovered. Burial 5 was the most unique, it was found in a coffin made of a larch trunk, with a tightly closed lid. Due to the preservative properties of larch and lack of air access, the coffin contained a well-preserved mummy of a child with an accompanying set of grave goods. The interred individual retained the skin on his face and had a leather headdress painted with red pigment and a coat, sewn from jerboa fur. The coat was belted with a leather belt with bronze ornaments and buckles. Besides that, a leather quiver with arrows with the shafts decorated with painted ornaments, fully preserved battle pick and a bow were buried in the coffin. Unexpectedly, the full-genomic analysis, showed that the individual was female. This fact opens a new aspect in the study of the social history of the Scythian society and perhaps brings us back to the myth of the Amazons, discussed by Herodotus. Of course, this discovery is unique in its preservation for the Scythian culture of Tuva and requires careful study and conservation.

Savvino-Storozhevsky Monastery and Museum

Zvenigorod's most famous sight is the Savvino-Storozhevsky Monastery, which was founded in 1398 by the monk Savva from the Troitse-Sergieva Lavra, at the invitation and with the support of Prince Yury Dmitrievich of Zvenigorod. Savva was later canonised as St Sabbas (Savva) of Storozhev. The monastery late flourished under the reign of Tsar Alexis, who chose the monastery as his family church and often went on pilgrimage there and made lots of donations to it. Most of the monastery’s buildings date from this time. The monastery is heavily fortified with thick walls and six towers, the most impressive of which is the Krasny Tower which also serves as the eastern entrance. The monastery was closed in 1918 and only reopened in 1995. In 1998 Patriarch Alexius II took part in a service to return the relics of St Sabbas to the monastery. Today the monastery has the status of a stauropegic monastery, which is second in status to a lavra. In addition to being a working monastery, it also holds the Zvenigorod Historical, Architectural and Art Museum.

Belfry and Neighbouring Churches

Located near the main entrance is the monastery's belfry which is perhaps the calling card of the monastery due to its uniqueness. It was built in the 1650s and the St Sergius of Radonezh’s Church was opened on the middle tier in the mid-17th century, although it was originally dedicated to the Trinity. The belfry's 35-tonne Great Bladgovestny Bell fell in 1941 and was only restored and returned in 2003. Attached to the belfry is a large refectory and the Transfiguration Church, both of which were built on the orders of Tsar Alexis in the 1650s.

To the left of the belfry is another, smaller, refectory which is attached to the Trinity Gate-Church, which was also constructed in the 1650s on the orders of Tsar Alexis who made it his own family church. The church is elaborately decorated with colourful trims and underneath the archway is a beautiful 19th century fresco.

Nativity of Virgin Mary Cathedral

The Nativity of Virgin Mary Cathedral is the oldest building in the monastery and among the oldest buildings in the Moscow Region. It was built between 1404 and 1405 during the lifetime of St Sabbas and using the funds of Prince Yury of Zvenigorod. The white-stone cathedral is a standard four-pillar design with a single golden dome. After the death of St Sabbas he was interred in the cathedral and a new altar dedicated to him was added.

Under the reign of Tsar Alexis the cathedral was decorated with frescoes by Stepan Ryazanets, some of which remain today. Tsar Alexis also presented the cathedral with a five-tier iconostasis, the top row of icons have been preserved.

Tsaritsa's Chambers

The Nativity of Virgin Mary Cathedral is located between the Tsaritsa's Chambers of the left and the Palace of Tsar Alexis on the right. The Tsaritsa's Chambers were built in the mid-17th century for the wife of Tsar Alexey - Tsaritsa Maria Ilinichna Miloskavskaya. The design of the building is influenced by the ancient Russian architectural style. Is prettier than the Tsar's chambers opposite, being red in colour with elaborately decorated window frames and entrance.

At present the Tsaritsa's Chambers houses the Zvenigorod Historical, Architectural and Art Museum. Among its displays is an accurate recreation of the interior of a noble lady's chambers including furniture, decorations and a decorated tiled oven, and an exhibition on the history of Zvenigorod and the monastery.

Palace of Tsar Alexis

The Palace of Tsar Alexis was built in the 1650s and is now one of the best surviving examples of non-religious architecture of that era. It was built especially for Tsar Alexis who often visited the monastery on religious pilgrimages. Its most striking feature is its pretty row of nine chimney spouts which resemble towers.
