London, United Kingdom, 30 June 2023 - Global Investment firm Carlyle (NASDAQ: CG) today announced that it has agreed to acquire a majority stake in Anthesis, a leading global pure-play sustainability advisory and solutions firm. Carlyle will be investing alongside Anthesis’ employee shareholders, with existing shareholder, Palatine, reinvesting for a minority stake. Details of the transaction are not being disclosed.

'We're not backing down:' How the West plans to use Russia's frozen funds, and why some say it's still not enough to help Ukraine

  • The Group of Seven has agreed in principal to provide Ukraine with a $50 billion loan.
  • Profits from Russian frozen funds are to be used as collateral to back the loan.
  • But some analysts don't see the move as doing enough, calling for total confiscation of Russia's assets.

The Group of Seven has finally moved the dial on a contentious idea to provide funding to Ukraine by using Russian funds.

After months of headbutting, leaders have reached a compromise that offers Kyiv a major financial lifeline. As collateral, the G7 will tap profits generated by Russian reserves that were first frozen in 2022.

"This week, the G7 signed a plan to finalize and unlock $50 billion from the proceeds of those frozen assets — to put that money to work for Ukraine, another reminder to Putin that we're not backing down," President Joe Biden said in a speech during the G7's June meeting.

What is the deal about?

Roughly $322 billion in funds were frozen after Moscow invaded Ukraine and have sat untouched for over two years. During that time, the assets have continued to accumulate interest and profits.

With Ukraine's situation growing dimmer , the US has pushed to completely confiscate the assets, and has even given Biden the ability to take control of Russian funds held by the US.

Yet some $280 billion is actually frozen in Europe, which has been less keen to seize the funds. At most, the European Commission has agreed to transfer around $3 billion of the generated profits to Kyiv annually .

The G7's agreement is a meeting in the middle, and uses about 20 years' worth of the interest to back the $50 billion figure.

"This is a pretty meaningful step in terms of bridging the gap that exists between the US and Europe," Council of Foreign Relations president Michael Froman told CNBC . "It sort of sends a signal that there will be funding available for reconstruction, we're helping Ukraine build up its military industrial capability."

What's Russia's response?

While it will take weeks to finalize details of the loan, concerns are already cropping up.

One question is how the loan will be repaid if, for instance, the funds become unfrozen, or interest accrued on the assets fluctuates.

Another issue concerns the plan's survivability amid shifting G7 leadership.

While Biden is a staunch supporter, the loan will likely take until the end of the year to materialize. By then, the US election may put Republican candidate Donald Trump in charge, who has opposed aid to Ukraine.

But the biggest worry lies in how the Kremlin will react, given that Moscow warned against touching its assets. Already, President Vladimir Putin has called the G7's plan "theft" and promised punishment.

That could mean Moscow taps Western funds in the country and punishes any Western companies that have remained in Russia. The Center for European Policy Analysis has warned that those firms could lose access to assets ranging from securities to real estate.

Is $50 billion enough?

"Fifty billion dollars is over half of Ukraine's total expenditures in 2023—a game-changing amount," the Atlantic Council's Charles Lichfield wrote , adding: "We should appreciate how elegantly today's compromise navigated the red lines of France, Germany, and other EU member states, while still providing a substantial amount."

But others only consider it just a first step, as the pact is inadequate to address all of Ukraine's needs.

According to Chatham House's Timothy Ash, the package is enough to cover only six months of Ukraine's funding needs and is just one-third of what Kyiv requires to jumpstart a military offensive.

Instead, seizing control of the reserves would be simpler. In his view, geopolitical and economic risks are overstated, and there is strong legal backing to do so, he wrote for CEPA.

Politicians are also coming on board.

On Tuesday, a group of Western legislators published a letter in the Financial Times that argued for a major policy step up, noting that Russia's war has already done 500 billion euros worth of infrastructure damage.

"If we confiscate the entire €300bn in accordance with international law, we affirm the legal right to take countermeasures when a state like Russia grossly violates international law with its aggression," they said.

China calls for Russia-Ukraine peace talks ‘as soon as possible’ after skipping Swiss summit that shunned Moscow

  • More than 90 countries attended Summit for Peace for Ukraine designed to rally support for Kyiv’s own peace proposals over the weekend

China has called for direct peace talks between Russia and Ukraine “as soon as possible” as it shunned a weekend gathering in Switzerland that aimed to boost international support for Kyiv’s position.

“China calls on the parties to the conflict to demonstrate political will, come together, and start peace talks as soon as possible to achieve a ceasefire and halt military actions,” Geng Shuang, China’s deputy permanent representative to the United Nations, told the United Nations Security Council on Friday.

He was speaking on the eve of the Summit for Peace for Ukraine at the Swiss resort of Burgenstock, an event to which Russia was not invited, and which 90 countries attended.

Beijing’s absence from the two-day meeting, which was attended by more than 90 countries and focused on rallying support for Ukraine’s peace proposals, has raised questions about China’s self-proclaimed neutrality in the Ukraine war.

Ukraine invited China to the summit in January, but Beijing, which reaffirmed its commitment to the “no limits” partnership with Moscow last month, insisted any peace process would require Russian participation.

Geng’s appeal was largely in line with China’s own peace proposal unveiled a year ago, which was praised by Russia as an alternative to Ukrainian President Volodymyr Zelensky’s plan, but largely dismissed by the US and its allies.

During Friday’s UN briefing on arms supplies to Ukraine, Geng defended China’s “objectivity and impartiality” and accused the US of “spreading the lie that China has supported Russia in its war efforts”.

“This is unacceptable … It is an attempt to divert people’s attention from the conflict and create differences,” he said.

He said China “urges the US to stop using the Ukraine issue as an excuse to smear China and to impose unilateral sanctions and unreasonable suppression on Chinese companies”.

White House National Security Adviser Jake Sullivan said on the sidelines of the summit on Saturday that China’s absence was probably a result of Russian pressure and was in line with Beijing’s “supply of inputs for Russia’s war machine”.

“I presume they are not here because [Vladimir] Putin asked them not to come, and they obliged Putin,” Sullivan told reporters in the Swiss mountaintop resort. “China has asserted that it stands for peace in Ukraine. A good way to have shown that would be to come here.”

According to the Swiss government, more than 90 countries accepted the invitation to the two-day summit, which concludes on Sunday.

Top leaders from 57 countries, ranging from France, Germany and Japan to Argentina, Fiji and Qatar attended the summit, but US President Joe Biden skipped the gathering after the Group of 7 summit on Friday, sending Vice-President Kamala Harris.

India, South Africa, the Philippines, Indonesia, Singapore and Thailand also sent delegations, while Brazil attended as an observer.

Zelensky, who secured strong support at the G7, hailed the Swiss event’s attendance rate and said it would be the start of a process to force Russia to end its aggression and secure peace.

“Even if they are not here today at the first summit, we have succeeded in [showing] the world that joint efforts can stop war and establish peace,” he told reporters at the start of the meeting on Saturday.

A final communique, supported by the vast majority of the countries that attended the forum, said: “We believe that reaching peace requires the involvement of and dialogue between all parties.” It also called for the “territorial integrity of all states, including Ukraine” to be respected.

Austrian Chancellor Karl Nehammer cautioned that “without parts of Asia, Africa and South America, we will not be able to get the Russian Federation to change its mind”.

‘I just want him back’: Indian national dies after reportedly being tricked into fighting for Russia

Alexander Gabuev, director of the Berlin-based Russia Eurasia Centre of the Carnegie Endowment for International Peace, posted on X, formerly Twitter, that Beijing did not expect clear results from the event.

“The failure of the Swiss summit that Beijing anticipates may give China a shot to make itself a central player in diplomatic efforts, or at least pretend to be one,” he wrote.

Ryan Hass, a China specialist at the Brookings Institution in Washington, tweeted that Beijing’s view was that the Ukraine conflict was “far from a mutually hurting stalemate and thus isn’t yet ripe for resolution. They don’t view the Swiss as neutral. And they won’t get drawn into a negotiation that Moscow refuses to join”.

KYIV, Ukraine — Russian forces launched new deadly attacks on Ukraine, killing at least nine people on Wednesday, a day before the leaders of countries that are some of Ukraine’s biggest backers were to discuss how to slow Moscow’s offensive.

Ukrainian authorities said that along with the nine killed, 29 others, including five children, were wounded when Russian missiles hit an apartment block in Kryvyi Rih, Ukrainian President Volodymyr Zelenskyy’s hometown.

Zelenskyy said the strike has again proven that “Ukraine, together with its partners, must strengthen its air defenses” — something that he has repeatedly appealed for with Ukraine’s Western partners. The United States has agreed to send another Patriot missile system , two U.S. officials said late Tuesday.

“Modern air defense systems are capable of providing maximum protection of people, our cities, and our positions,” Zelenskyy said. “And we need as many of them as possible.”

Earlier Wednesday, Ukraine’s air force said it shot down more than two dozen air targets, including cruise missiles, a Kinzhal ballistic missile and Shahed drones. Several people were wounded, authorities said.

Kyiv’s outgunned and outnumbered forces are battling to hold back the bigger Russian army, which is trying to exploit Ukrainian vulnerabilities. Ukraine has been short of troops, ammunition and air defenses in recent months as the Kremlin’s forces try to cripple the national power supply and punch through the front line in eastern parts of the country.

Ukraine will need to weather the Russian onslaught through the summer, military analysts say, and in the meantime train more soldiers, build fortifications and hope that the provision of Western military aid picks up speed so that in 2025 Kyiv may be able to mount its own offensive.

Several diplomatic events over the next few days are aimed at how to help Ukraine fend off the Russian invasion or how to bring about an end to the war.

On Thursday, President Joe Biden and the other Group of Seven leaders will gather in Italy for their annual summit to discuss ways to help Ukraine , including how to divert more frozen Russian assets to Kyiv’s defense.

Separately, the Biden administration on Wednesday said it had broadened sanctions against Russia by targeting companies that help Moscow’s war effort and raising the stakes for foreign financial institutions that work with sanctioned Russian entities.

The more than 300 new sanctions are largely aimed at deterring individuals and companies in countries such as China, the United Arab Emirates and Turkey from helping Moscow circumvent Western blocks on obtaining key technology. They also threaten foreign financial institutions with sanctions if they do business with almost any sanctioned Russian entity, underscoring the U.S. view that the Kremlin has pivoted the Russian economy on to a war footing .

Biden and Zelenskyy will also sign a bilateral security agreement between the U.S. and Ukraine on Thursday, when they meet on the G7 summit’s sidelines, the White House said.

National Security Adviser Jake Sullivan said the agreement would not commit U.S. troops directly to Ukraine’s defense, but that it would demonstrate the U.S. supports the people of Ukraine and serve as a “bridge” to when Ukraine is invited to join the NATO alliance — a long-term priority of Zelenskyy’s that alliance members have said will first require an end to the war.

Separately, Sullivan noted that Russian authorities have deported hundreds of thousands of Ukrainian civilians to Russia, including children who have been forcibly separated from their families. He cited reports of Russia listing abducted Ukrainian children on Russia’s adoption websites, denouncing it as “despicable and appalling.”

“These Ukrainian children belong with their families inside Ukraine,” Sullivan said. “Russia is waging a war not just against the Ukrainian military — but against the Ukrainian people.”

While the G7 meets in Italy, defense chiefs from the U.S., Europe and other nations will meet Thursday in Brussels for their monthly meeting on Ukraine’s security needs. U.S. Defense Secretary Lloyd Austin will host the event.

And this weekend, representatives of nearly 90 countries and organizations, half from Europe, are expected to attend a summit in Switzerland aimed at charting a path to peace between Russia and Ukraine, though Russia won’t be attending.

Both sides in Europe’s biggest conflict since World War II have been reaching out to friendly nations to help keep their armed forces supplied. The war has cost tens of thousands of lives on both sides, including more than 11,000 Ukrainian civilians, according to the United Nations.

While Ukraine has looked to Western countries, Russian President Vladimir Putin has turned to nations such as Iran and North Korea for help. Unconfirmed reports suggested Putin may soon make a third visit to North Korean leader Kim Jong Un .

Moscow showed no signs of relenting in the war. The Kremlin said Wednesday that Putin met with Defense Minister Andrei Belousov, the chief of the military’s General Staff, Gen. Valery Gerasimov, and the commanders of Russia’s five military districts.

A readout of the Tuesday night meeting said the officials presented Putin with “plans to continue the hostilities.”

Fighting along the roughly 1,000-kilometer (620-mile) front line has in recent months focused on the partly occupied Donetsk region of eastern Ukraine, where Russian forces are trying to reach the key hilltop city of Chasiv Yar and other strategic hubs.

Last month, Russian forces also launched an offensive in Ukraine’s northeastern Kharkiv region, which borders Russia. Putin said he wanted to establish a buffer zone there to prevent Ukrainian cross-border attacks. The offensive drew some Ukrainian fighters away from Donetsk.

However, Russia’s gains have been incremental and costly.

In the Kharkiv region, Russian units have become bogged down in Vovchansk, Ukraine Commander in Chief Oleksandr Syrskyi said Wednesday on the Telegram messaging app.
